Kankakee County Highways & Buildings Committee met March 10.

The meeting of the Kankakee County Highways & Buildings Committee was called to order by Committee Chairman, Mr. Carrico at 9:00am. The following members were present:

Mr. Carrico, Mr. Dunnill, Mr. Hess, Ms. Webber, Mr. Fetherling, Mr. Long, Mr. Hunter, Ms. Hudson, Mr. Smith, Mr. Alexander-Hildebrand, Mr. Rayman, Mr. Wheeler

Members Absent – Mr. Tholen, Ms. Bryan, Mr. Collins, Mr. Gowler and Mr. Sirois 

Quorum – Present 

Department Heads Present – Mark Rogers, Greg Heiden, Anita Speckman and Wes Andrews 

Media Present – None

Public Commentary – None 

Minutes of the Last Meeting 

The minutes of the February 10, 2022 meetings were submitted to the Committee for approval. Mr. Dunnill made a motion to accept the minutes. Mr. Long seconded the motion. Motion carried by voice vote. 

Highways 

Mr. Alexander made a motion to open the sealed bids and Mr. Fetherling seconded it. Motion carried with a voice vote. 

Bidding & Letting 

a) County - 22-00000-00-GM

b) Essex – 22-03000-00-GM Supp 1

Mr. Rogers opened the sealed bids and reviewed each bid with the committee.

Mr. Long made a motion to combine and approve the lowest responsible bidder after review by the county engineer, Ms. Webber seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were: Mr. Carrico, Mr. Dunnill, Mr. Hess, Ms. Webber, Mr. Fetherling, Mr. Long, Mr. Hunter, Ms. Hudson, Mr. Smith, Mr. Alexander Hildebrand, Mr. Rayman, Mr. Wheeler

County Engineer Pay Estimates 

The County Engineers pay estimates were submitted and read to the Committee for approval by Mr. Rogers, County Engineer.

Ms. Hudson made a motion to combine and approve Mr. Hess seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were: Mr. Carrico, Mr. Dunnill, Mr. Hess, Ms. Webber, Mr. Fetherling, Mr. Long, Mr. Hunter, Ms. Hudson, Mr. Smith, Mr. Alexander-Hildebrand, Mr. Rayman, Mr. Wheeler 

Resolutions 

• Resolution Appropriating County Bridge Funds for Bridge on Will-Kankakee County Line

Mr. Rogers reviewed the resolution with the committee.

Mr. Dunnill made a motion to approve Ms. Hudson seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were: Mr. Carrico, Mr. Dunnill, Mr. Hess, Ms. Webber, Mr. Fetherling, Mr. Long, Mr. Hunter, Ms. Hudson, Mr. Smith, Mr. Alexander Hildebrand, Mr. Rayman, Mr. Wheeler 

Buildings 

Facility Dude Report 

Mr. Andrews, Maintenance Director, stated there were 168 work orders for the month. There were no discussions.

Financial Report 

Mr. Andrews, Maintenance Director, reviewed the report with the committee and highlighted areas of the report.

Building Report 

Mr. Andrews, Maintenance Director, reviewed and discussed the Building Report with the committee.

Mr. Andrews reviewed each county building with the committee. Discussions were held.

Mr. Andrews advised that the JCDC flooring is 6-8 weeks out.

The power washing bid will be published next week.

• Duct Cleaning Request

Mr. Andrews reviewed duct cleaning with the committee and the use of ARPA funds. Mr. Andrews stated that he received two bids for the work. Servpro was between 18,894-23,798 depending on what they found when starting the project. Older buildings can have issues that arise.

Phoenix came in at $43,200

Discussions were held.

Mr. Fetherling made a motion to approve Ms. Hudson seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were: Mr. Carrico, Mr. Dunnill, Mr. Hess, Ms. Webber, Mr. Fetherling, Mr. Long, Mr. Hunter, Ms. Hudson, Mr. Smith, Mr. Alexander-Hildebrand, Mr. Rayman, Mr. Wheeler

Discussions were held on the RFQ interview process.

Adjournment 

Mr. Hess made the motion to adjourn the meeting at 9:36 a.m. Ms. Hudson seconded the motion. Motion carried by a voice vote.
