Kankakee County Board met April 12.

Here are the minutes provided by the board:

The meeting of the Kankakee County Board, Kankakee, Illinois, held pursuant to the adjourned meeting of September 14, 2021 was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Wheeler. Mrs. Parker delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Mr. Hess, Mrs. Polk, Mr. Snipes, Mr. Sirois, Mr. Liehr, Mrs. Webber, Mrs. Peters, Mr. Payton, Mrs. Parker, Mr. Fairfield, Mr. Carrico, Mr. Ekhoff, Mr. Fetherling, Mr. Dunnill, Mr. Miller, Mr. Long, Mr. Hunter, Ms. Hudson, Mr. Smith, Mr. Alexander-Hildebrand, Mr. Gowler, Mr. Rayman, Mr. Wheeler

Proclamation -

A proclamation was read Declaring April 2022 as Child Abuse Prevention Month (13). Mr. Long made a motion to approve the proclamation. Mrs. Polk seconded the motion. Motion carried by voice vote.

Minutes of the Last Meeting

The minutes of the March 8, 2022 meeting were submitted to the County Board for approval. The reading of the minutes was waived. Ms. Hudson made a motion to accept the minutes. Mr. Smith seconded the motion. Motion carried by voice vote.

Claims Committee Reports

A motion to approve the claims reports from February 2022 were made by Mr. Liehr and seconded by Mr. Dunnill. A roll call vote was taken with the motion passing 23 ayes to O nays. Motion carried.

Department Reports

The department reports were read and accepted on the motion of Mrs. Parker and seconded by Mrs. Polk. Motion carried by voice vote.

Mr. Carrico made a motion to approve the resolution Appropriating County Bridge Funds for Bridge on Will Kankakee County Line (58). Mr. Dunnill seconded the motion. A roll call vote was taken with the motion passing 23 ayes to O nays. Motion carried.

Finance

Mr. Fetherling made a motion to approve Authorizing the County Board Chairman to sign an Agreement with Wight and Co. for the Kankakee County Building Projects (59). Mr. Fairfield seconded the motion, Mr. Wheeler explained the resolution. A roll call vote was taken with the motion passing 23 ayes to O nays. Motion carried.

Mr. Fairfield made a motion to approve Authorizing the County Board Chairman to Sign a Consolidated Vehicle Procurement Application (74). Mr. Fetherling seconded the motion. Mr. Ben Wilson, Transportation & Economic Development Project Coordinator, explained the resolution. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried.

Mrs. Polk made a motion to approve ARPA Fund Projects. Mr. Payton seconded the motion. Mr. Hendrickson, County Clerk, read the items into the record. A roll call vote was taken with the motion passing 23 ayes to o nays. Motion carried.

Executive Session

Mr. Carrico made a motion to enter executive session at 9:27 a.m. for the purpose of the Purchase of Real Estate - 5 ILCS 120/2 (c)(5) and Appointment of Legal Counsel for the Public Body- 5 ILCS 120/2 (c) (1). Mr. Alexander-Hildebrand seconded the motion. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried.

Mr. Snipes made a motion to exit executive session at 9:50 a.m. Mrs. Parker seconded the motion. Motion carried by voice vote.

New Business –

Mr. Ekhoff made a motion to approve the amended resolution Authorizing the County Board Chairman to sign an Agreement for the purchase of Real Estate (70). Mrs. Polk seconded the motion. Mr. Wheeler explained the resolution. Mr. Gowler made a motion to table for a few minutes to get more information. Mr. Long seconded the motion. Motion carried by voice vote. Mr. Snipes made a motion to un-table the resolution. Ms. Hudson seconded the motion. Motion carried by voice vote. A roll call vote was taken with the motion passing 23 ayes to O nays. Motion carried.

Mr. Hunter made a motion to approve the resolution Authorizing the County Board Chairman to Execute an Agreement with Nugent Curtis Real Estate for Broker Services (71). Mr. Payton seconded the motion. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried.

Mr. Hess made a motion to approve the resolution Authorizing the County Board Chairman to Sign a Fee Letter for Legal Representation Related to Labor Agreements and Issues (72). Mr. Fairfield seconded the motion. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried.

Mrs. Polk made a motion to approve the resolution Authorizing the County Board Chairman to Sign the FOP Patrol and Command Contract for December 1, 2021 thru November 30, 2023 (73). Mr. Long seconded the motion. A roll call vote was taken with the motion passing 23 ayes to O nays. Motion carried.

Old Business –

Mr. Wheeler stated he received an email regarding appropriations that came out of the budget. The State's Attorney's office received a 1 million dollar grant for Youth Development and Violence Prevention; 7 million dollars was re-appropriated to Kankakee County for Capital Improvements around the Kankakee River; $100,000 was re-appropriated for general infrastructure and earmarking towards Animal Control; $ re-appropriated for a grant to the court house stairs which were already completed; $400,000 re-appropriated for the basement of the court house and 1 million re-appropriated for river dreading for the Aroma Park boat launch.

Mr. Hess made the motion to adjourn the meeting at 10:03 a.m. Mrs. Peters seconded the motion. Motion carried by voice vote.
