Kankakee County Community Services Committee met April 19.

Here are the minutes provided by the committee:

The meeting of the Kankakee County Community Services Committee was held and was called to order by Committee Chairman, Mrs. Webber at 9:00am. The following members were present:

Mrs. Webber, Mrs. Polk, Mr. Snipes, Mr. Kerkstra, Mr. Carrico, Mr. Ekhoff, Ms. Hudson Mr. Kenneth Smith, Mr. Rayman, Ms. Parker, Ms. Peters, Mr. Alexander-Hildebrand and Mr. Wheeler

Members Absent – Mr. Tholen, Ms. Bryan, and Mr. Sirois

Quorum – Present

Department Heads Present – John Coghlan, Anita Speckman, Erich Blair, Jim Rowe, Dan Hendrickson, Kari Laird, Theresa Goudie and Lori Gadbois

Media Present – None

Public Commentary - None.

Presentations - None

Minutes of the Last Meeting

The minutes of March 15, 2022 were submitted to the committee.

Ms. Parker made a motion to approve, and Mr. Kerkstra seconded it. Motion carried with a voice vote.

Community Needs Assessment – Eddy Borrayo

Mr. Borrayo with Rincon gave a presentation to the committee regarding a community needs assessment.

Discussions were held.

Mr. Wheeler stated that the city of Kankakee committed to contributed $10,000 towards the project.

Mr. Snipes made a motion to approve Rincon Services for the Assessment, not to exceed $85,000 with $3,000 for Phase 1 and 10% to manage funds. Ms. Hudson seconded it. Motion carried with a roll call vote of 13 ayes and 0 nays. Voting aye were: Mrs. Webber, Mrs. Polk, Mr. Snipes, Mr. Kerkstra, Mr. Carrico, Mr. Ekhoff, Ms. Hudson Mr. Kenneth Smith, Mr. Rayman, Ms. Parker, Ms. Peters, Mr. Alexander-Hildebrand and Mr. Wheeler

Monthly Report

Mr. Hendrickson reviewed the report with the committee.

Mr. Ekhoff made a motion to approve the monthly report, and Ms. Polk seconded it. Motion carried with a voice vote.

Mr. Hendrickson reviewed the Election Cycle Updates with the committee. Discussions were held.

Assessor

Monthly Report

Mr. Blair was attending a Board of Review meeting and was not present.

Ms. Peters made a motion to approve, and Mr. Carrico seconded it. Motion carried with a voice vote.

Recorder

Monthly Report

Ms. Gadbois reviewed the report with the committee.

Mr. Kerkstra made a motion to approve, and Mr. Ekhoff seconded it. Motion carried with a voice vote.

Ms. Gadbois updated the committee on her office.

Waving the Recording Fee on Unrestricted Covenants

Ms. Gadbois advised the committee that she would like to waive the fee for updating past records. Discussions were held.

Ms. Peters made a motion to approve and Mr. Snipes seconded it. Motion carried with a voice vote.

Animal Control

Monthly Report

Ms. Laird, Animal Control Director, reviewed the monthly report with the committee, highlighting areas of the report. Discussions were held.

Mr. Alexander made a motion to approve, and Mr. Rayman seconded it. Motion carried with a voice vote.

Monthly Statistical Data

Ms. Laird, Animal Control Director, reviewed the monthly statistical data with the committee. Discussions were held.

Animal Welfare Advisory Committee

Monthly Update

Mrs. Parker updated the committee and advised the next meeting is scheduled for May 11th.

Adjournment

Mr. Smith made the motion to adjourn the meeting at 10:17 a.m. Ms. Hudson seconded the motion. Motion carried by a voice vote.
