Village of Herscher Village Board met May 2.
Here are the minutes provided by the board:
Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Jacob Wagner, John Branz, Mike Bruner, Andy Cotter, Bob Voss, and Skip Grigas. Also, Village Clerk Heather Meredith, Police Chief Chad Scanlon, Public Works Employee Keith Witheft, Janet Mau from The Herscher Pilot, and Attorney Chris Bohlen.
Bob Voss moved to approve the Regular minutes of April 18, 2022; Mike Bruner seconded. All in favor; Motion carried.
STREETS:
Bob Voss said that the Bid Request is going out for sidewalks on S Elm. The bid letting will be May 27th.
FINANCE:
John Branz presented the Accounts Payable Report totaling $145,087.89 to the Board for payment. John Branz moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; Motion Carried.
Payroll presented totaled $17,426.09. John Branz moved to accept payroll as presented, Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Bob Voss-aye, Skip Grigas-aye, and John Branz-aye. All in favor; motion carried.
John Branz added:
-Preliminary-Unaudited Sales tax income from FY 21-22: Sales Tax $484,468.89. Local Use Tax collected $59,943.74. For total Sales Tax of $544,512.63
-Finishing up the FY 22-23 Budget once we get April in balance. Then we will put out a final Budget Performance for FY 21-22
-Then we will not be able to do any Budget Performances until after the Audit is done and we have FY 21-22 closed.
-A lot of the work on the Appropriation Ordinance is done. That we will finish up after the Budget is done. We will have a hearing on the Budget and Appropriation Ordinance at the June 20th meeting. Final vote on both the Budget and Appropriation Ordinance will be at the July 5th meeting.
PARKS:
Andy Cotter said he found some vandalism at Village Park on the Big Stand and the playground equipment. After reviewing video surveillance, they figured out who the kid was and he will be cleaning up the graffiti.
WATER/SEWER:
Mike Bruner said that bids are going out for N Oak Street and opening will be May 20th. He added that Keith got quotes on generators for the water plant and the wells. After some discussion it was decided that we will need to go out for bids.
ORDINANCE:
Some ordinance violations with nice weather hopefully some will be taken care of. We need to require contractors to submit a license number issued from the county and the state. We are also going to start requiring surveys on anything to do with setbacks or property lines. Jacob Wagner moved to suspend the rules which would interfere with the passage of Ordinance #22- 06 an ordinance which rescinds code 4-1-11. John Branz seconded the motion. Roll call taken Skip

Jacob Wagner moved to place Ordinance #22-06 on its final passage and pass, rescinding code 4-1-11. John Branz seconded the motion. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter aye, John Branz-aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; Motion Carried.
John Branz wanted to make sure that everyone knows burn hours change May 1 to Fridays noon to 7pm.
POLICE:
Chief Scanlon said that the new squad will be picked up tomorrow and will hopefully be in-service in June.
OLD BUSINESS:
Jacob Wagner moved to accept the recommendation from the Planning and Zoning Board for 300 S Main, the Eric Coughlan property for an 18 ft set back variance. Bob Voss, seconded. Village President Sweeney said that we have yet to hear about the Downtown Grant.
NEW BUSINESS:
John Branz moved to donate $1,000 to the Herscher Chamber of Commerce Beautification Project. Mike Bruner, seconded. Roll call taken: Bob Voss-aye, John Branz-aye, Mike Bruner-aye, Skip Grigas-aye, Jacob Wagner-aye. Andy Cotter-aye. All in favor; Motion carried.
OPEN TO THE FLOOR:
Janet Mau had some questions and Keith Witheft asked what the price was to go out for bid. Attorney Bohlen said it is $25,000.
