Village of Herscher Village Board met June 6

Village of Herscher Village Board met June 6.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Jacob Wagner (arrived at 7:02 pm), John Branz, Mike Bruner, Andy Cotter, Bob Voss, and Skip Grigas. Also, Village Clerk Heather Meredith, Police Chief Chad Scanlon (arrived at 7:02pm), and Attorney Chris Bohlen.

Bob Voss moved to approve the Regular minutes of May 16, 2022; John Branz- seconded. All in favor; Motion carried.

John Branz moved to approve the Executive minutes of May 16, 2022; Skip Grigas- seconded. All in favor; Motion carried.

STREETS:

Bob Voss presented the MFT Bid Tabulations worksheet. The lowest bidder was from R&R Inc in the amount of $40.407.60 Bob Voss moved to accept the bid from R&R Inc. for sidewalk replacement on South Elm. Mike Bruner seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; Motion Carried.

FINANCE:

John Branz presented the Accounts Payable Report totaling $30,032.16 to the Board for payment. John Branz moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; Motion Carried.

Payroll presented totaled $21,505.12. John Branz moved to accept payroll as presented, Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Bob Voss-aye, Skip Grigas-aye, and John Branz-aye. All in favor; motion carried.

John Branz added:

-Passed out copies of the Working Budget for FY 22-23

-The Auditors will be here to start the audit July 14th-15th

PARKS:

Andy Cotter needed clarification if he is able to mow and be paid for his time. Attorney Bohlen said he cannot.

WATER/SEWER:

Mike Bruner presented the 2022 N. Oak Street Water Main Replacement Bid Tabulations worksheet. The lowest bidder was from R&R Inc in the amount of $233,323.00. Mike Bruner moved to accept the bid from R&R Inc.in the amount of $233,323.00 Bob Voss seconded. Roll call taken Jacob Wagner aye, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; Motion Carried.

Mike Bruner presented the bid from Ruder Electric for the generator replacement at the Water Treatment Plant and the Well Site. The bid came in at $72,613.00. Bob Voss moved to accept the bid from Ruder Electric as presented. Jacob Wagner seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; Motion Carried.

ORDINANCE:

Jacob Wagner says the new permit fee schedule is working well. He received a description of the things code officer Steve Spencer is addressing. A lengthy discussion on non-registered golf carts and what to do followed. It was agreed that we don’t need to change anything Ordinance wise. Chief Scanlon will get together with Heather about the list of golf carts.

Jacob mentioned a local business wanting to be bring a company into Village limits that will occupy an empty building. The businessman also wants to establish residence above the said business. According to our ordinance no one can reside where they cannot be connected to city services. A variance could be applied for to allow residency with no city water connection. Andy Cotter asked for clarification of the requirement for surveys to be needed for a permit to be issued.

NEW BUSINESS:

Village President Shannon Sweeney appointed Mike Mosier to the Planning and Zoning Board expiring May 2023.

Jacob Wagner moved to accept the recommendation by Village President Shannon Sweeney of appointing new member Mike Mosier to the Planning and Zoning Board expiring May 2023. John Branz, seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, John Branz aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; motion carried.

Village President Shannon Sweeney appointed Debbie Chmielowiec and Penny Berger to the Ethics Committee (non-expiring terms).

Mike Bruner moved to accept the recommendations by Village President Shannon Sweeney of appointing new members Debbie Chmielowiec and Penny Berger. Jacob Wagner, seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; motion carried.

Jacob Wagner moved to donate $7,500 to the Herscher Chamber of Commerce for the Labor Day Laser Light Show. Skip Grigas, seconded. Roll call taken: Bob Voss-aye, John Branz-aye, Mike Bruner-aye, Skip Grigas-aye, Jacob Wagner-aye. Andy Cotter-aye. All in favor; Motion carried.
