Village of Herscher Village Board met June 21.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: John Branz, Mike Bruner, Bob Voss, Andy Cotter, and Skip Grigas. Jacob Wagner was absent. Also present, Public Works Employee Keith Witheft, and Village Clerk Heather Meredith.

Budget and Appropriation Hearing (in at 7:00PM)

This year’s Budget is up in Administration (188.05%), Police is up slightly (11.80%), Streets is up (66.74%) and Parks is estimated down (10.25%). The General Fund’s total Revenues are projected up (65.21%) while the General Fund’s total projected expenses are up (74.83%). The Administration Budget includes the anticipated income and expenses if the Downtown Improvement Grant is approved.

The Motor Fuel Tax Funds Revenues are projected down (30.34%) while MFT’s projected expenses are projected down (55.26%). Last year’s overlay of Vernon Street came out of the MFT funds. This year’s project on South Elm Street is coming out of the Streets Budgets of the General Funds.

The Water Fund’s projected Revenues are up (16.28%) while the projected expenses are projected up (87.17%) which is due to several large projects that are going to be done in the Water Department this fiscal year.

The Sewer has a projected decrease in revenues (63.97%), however that is because we have received almost all of the proceeds from the insurance claim on Tank #3 at Sewer Plant which has been repaired, The Sewer Fund’s projected expenses are projected down (68.83%).

The Total anticipated Revenues for the Village in FY 22-23 is up (9.06%) and the total anticipated Expenses are up (12.68%).

We have a strong beginning balances in all the funds that total $2.1 million.

The Appropriation Ordinance figures pretty much follow the Budget figures except the Expense figures in most cases are a little bit higher. The estimated Revenue for the Appropriation Ordinance are the same as in the Budget.

This year on the Appropriation Ordinance we are appropriating $3,112,685 compared to FY 21-22’s $2,782,115.

We will vote on the Budget and the Appropriation Ordinance at the July 5th meeting. We are planning to file the Appropriation Ordinance with the County Clerk the next day.

John Branz moved to close the hearing; Mike Bruner seconded. All in favor, motion carried. Bob Voss moved to approve the Regular minutes of June 6, 2022; John Branz seconded. All in favor. Motion carried.

STREETS:

Bob Voss was happy to report that the sidewalk replacement on S Elm began yesterday and should be completed by the first of July.

FINANCE:

John Branz presented the Accounts Payable Report totaling $26,972.70 to the Board for payment. John Branz moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; Motion Carried.

Payroll presented totaled $15,540.26. John Branz moved to accept payroll as presented, Skip Grigas seconded. Roll call taken: Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Bob Voss-aye, Skip Grigas-aye, and John Branz aye. All in favor; motion carried.

John Branz moved to approve an MFT Disbursement to Andrews Engineering in the amount of $3,011.70 for The Preliminary Fee for 2022 MFT Work. Bob Voss seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Bob Voss-aye, and Skip Grigas-aye. All in favor; motion carried.

John Branz added:

- Local Share of the Video Gaming tax collected in May is in at $2,732.06

-Local Share of Cannabis Use Tax in from May at $211.40

-Simplified Telecomm Tax in from March $1,113.13

-Local Share of State Use Tax in from March $5,195.13

-Local Share of Income Tax collected in May is $14,182.49

-The Regular Sales tax is in from March in the amount of $32,240.95

-The 1% Non-Home Rule Sales Tax is in from March in the amount of $12,545.01

-Passed out copies of the Appropriation ordinance for 22-23

PARKS:

Andy Cotter said that mowing is slowing down. The baseball and softball season will come to an end next week. He is considering new ball field bleachers to replace the old wood ones. John Branz suggested replacing the benches downtown as well. and he is going to have Al Deany put something together for the dog park. The baseball league has made mention about some improvements needed.

WATER AND SEWER:

Mike Bruner went over the estimate from Tim Feller for replacement of the structure that houses the generator at the wells.

Mike Bruner moved approve the estimate from Tim Feller in the amount of $22,000 for a new structure for the generator at the wells. Andy Cotter seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter aye, John Branz-aye, Bob Voss-aye, and Skip Grigas-aye. All in favor; motion carried.

ORDINANCE:

Mike Bruner was asked by absent Trustee Jacob Wagner to bring up the corner terrace on the NE side of Third and Vernon. The corner has not been maintained. The owner of the property is not able to mow it due to the ADA ramp and his health to get a push mower in. We could mow it but we don’t want to set a precedence We will ask him if he could have rock hauled in or landscaping.

POLICE:

Skip Grigas said the equipment is being installed on the new squad car.

OLD BUSINESS:

Shannon Sweeney said he spoke with Larry Houberg from HCUSD about the gate and fencing that is supposed to be on the new road that leads to the sports complex behind Elm Street and was told they couldn’t secure parts for it at this time.
