City of Watseka City Council met July 26.

Here are the minutes provided by the council:

The City Council meeting was called to order by Mayor John Allhands at 7:11pm. Present were Aldermen Marcier, Cahoe, Barragree, Garfield, Miller & Alderwomen Musk & Ulfers. Absent Alderman Rushbrook

Motion was made by Ulfers, seconded by Garfield to Approve the City Council Regular Meeting Minutes of June 28th 2022. Motion passed 7-0.

Public Comment: None

Miscellaneous Business

Ratify Operators Local 339 Contract-No action taken

Ratify Laborers Local 751 Contract-No action taken

Hospital Board Appointments: Doug Geiger 1 year term, Rhonda Pence 3-year term.

A Motion was made by Garfield, seconded by Ulfers Hospital Board Appointments: Doug Geiger 1 year term. Motion passed 7-0.

A Motion was made by Barragree, seconded by Ulfers Hospital Board Appointments: Rhonda Pence 3- year term. Motion passed 7-0.

Ordinance #2652-Granting a Variation to Increase the Size of a Gravel (Asphalt Millings) Parking Lot on The Property Commonly Known As 101 Bell Road, Watseka, IL. -No action was taken no motion was made They need to tar and chip to be incompliance, most of the council was in favor of enforcing the ordinance they already have in place.

A Motion was made by Garfield, seconded by Barragree Resolution 2022-3-Repair Storm Sewer at N 3rd & Walnut St. Motion passed 7-0.

A Motion was made by Garfield, seconded by Marcier Resolution 2022-4-Remove driveaway located at Rt. 1 N Jefferson St. Motion passed 7-0.

Standing Committee Reports

• Finance, Legal and Audit

A Motion was made by Ulfers, seconded by Miller to pay claims in the amount $489,083.73. Motion passed 7-0.

A Motion was made by Miller, seconded by Garfield to Accept and Place on file the June Treasurer Report. Motion passed 7-0.

A Motion was made by Marcier, seconded by Miller Transfer $199,813 from general fund 1-10-8000 into street and alleys 6-10-9000. Motion passed 7-0.

A Motion was made by Ulfers, seconded by Marcier Blue Cross Blue Shield Health Insurance Premium increase of 2.5% for employees with MSL Benefits, monthly Premium $13,042.35. Motion passed 7-0.

• Public Works

A Motion was made by Cahoe, seconded by Marcier IPC for Locust St. Sanitary Sewer Project accept bid $203,056.64. Motion passed 7-0.

A Motion was made by Cahoe, seconded by Barragree IPC for 2022 Street Resurfacing Project accept bid of $2,094,325,84 (A scope of work change order will be placed for $1,854,727.80) Motion passed 7-0.

• Public Safety

Discussion of Pay Differential for Lateral Hires-No action was taken

• Code Enforcement

A Motion was made by Marcier, seconded by Musk Adopt a Lot: Barry Brutlag adopt: 247 S Yount Ave, 303 & 305 S Yount and 421 W Park Ave. -Mike Nasers adopt: 109 & 111 W Juanita St. Motion passed 7-0

• Water/Wastewater Report

None

Mayor Allhands shared people are looking to possibly have a restaurant downtown they have been given revolving loan and façade info.

Alderman Miller asked about a driveway by Gas depot needs cut out and filled with gravel he shared it needs repaired or removed, they need to obtain a permit from the state Keith from Robinson will work with Loren PW he can apply for this permit.

A Motion was made by Miller, seconded by Garfield to Adjourn meeting at 7:43pm. Motion passed 6-0.
