Village Of Onarga Village Board met Sept. 12.

Here are the minutes provided by the board:

1. Call to order at 7:00 p.m.

Barnett called the meeting to order at 7:00pm.

2. Roll Call

Shane Cultra, Village President; Fred Walraven, Trustee; Angie Martinez, Trustee; Cole Rabe, Trustee; Holly Zirkle, Trustee; Russ Geisler, Trustee; Stephanie VonDrehle, Village Clerk; Kevin Newman, Village Supervisor; Doug Brenner, Police Chief; Becky Morgan, Park Coordinator; Samantha Sansone, Village Treasurer; Gilman Star. 3. Review and approval of the Regular Village Board Meeting Minutes Monday August 8, 2022. Zirkle motioned to approve the regular meeting minutes of August 8, 2022, as presented. Martinez seconded the motion. The motion carried.

4. Review and approval of treasurer’s report

The full treasurer’s report was not disbursed due to all accounts not being balanced. Hasselbring is waiting until the audit is completed to get all accounts balanced.

5. Review and approval of bills to be paid

Zirkle motioned to approve the bills to be paid as presented in the amount of $203,248.25. Walraven seconded the motion. The motion carried. The board discussed Clarage’s bill and all the extra that has been paid for with the sidewalk project. The building standards committee is going to meet with him to discuss the bill. 

6. Public comment

There was no one at the meeting for public comment.

7. Review of correspondence to the board

There was no correspondence to the board.

8. Review and Approval of Ordinances

There were no ordinances to be approved.

9. Standing Committee reports

9.1 Parks and Recreation (Holly Zirkle, Angie Martinez)

Morgan stated Fall Fest is Saturday September 17th. 12 to 13 venders have already signed up for this. Morgan stated she would stay on with the Village as the park coordinator, if the Village would hire an assistant to help her run the pool.

Zirkle motioned to approve the spending of $1600 for pool furniture. Martinez seconded the motion. The motion carried.

9.2 Infrastructure (Russ Geisler, Holly Zirkle, Fred Walraven)

9.2.1 Evergreen Street Repair

There was nothing new at this time for the remaining block of the Evergreen Street Repair. 9.2.2 Sidewalk Project

This project has been completed and the Village has received the final grant payment.

9.2.3 Review and Approval of Wastewater Improvement Documentation

There was nothing given to Board to approve for the Wastewater Improvement.

Geisler motioned to approve to have a survey conducted for the alley way behind Nexus by the gym. Walraven seconded the motion. The motion carried.

Geisler motioned to approve the hiring of Jesse Hertel for seasonal help at a rate of $12.00 per hour beginning September 19th. Walraven seconded the motion. The motion carried.

9.3 Safety, Security, & Enforcement (Angie Martinez, Russ Geisler, Cole Rabe)

9.4 Finance (Russ Geisler, Holly Zirkle)

Geisler motioned to approve the Finance Meeting minutes of September 6, 2022, as presented. Walraven seconded the motion. The motion carried.

9.4.1 Resolution 2022-003-Review and Approval of Account Documents with Federated Bank. Walraven motioned to approve Resolution 2022-003-Review and Approval of Account Documents with Federated Bank as presented, removing Sarah Barnett as a signer on all accounts. Martinez seconded the motion. The motion carried. A roll call vote was conducted with all Aye votes.

9.4.2 Resolution 2022-004-Review and Approval of Account Documents with Forest State Bank. Martinez motioned to approve Resolution 2022-004-Review and Approval of Account Documents with Forest State Bank as presented, removing Sarah Barnett as a signer on all accounts. Rabe seconded the motion. The motion carried. A roll call vote was conducted with all Aye votes.

9.5 Local and Intergovernmental Communications (Cole Rabe, Fred Walraven)

9.6 Building Standards (Cole Rabe, Fred Walraven)

9.7 TIF Committee (Fred Walraven, Holly Zirkle, Russ Geisler)

9.8 Litigation Committee (Fred Walraven, Angie Martinez)

Walraven motioned to adjourn the meeting at 7:45pm. Martinez seconded the motion. The motion carried.
