Village of Herscher Village Board met Oct. 3.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: John Branz, Mike Bruner, Jacob Wagner, Skip Grigas, Bob Voss, and Andy Cotter. Also present, Village Clerk Heather Meredith, Janet Mau from The Herscher Pilot, Village Attorney Chris Bohlen, Chief Chad Scanlon, and Public Works employee Keith Witheft. Terry Allison, Joe Mancuso, Dakota Behrends coordinators of the Herscher First Responders Golf Outing.

Bob Voss moved to approve the Regular minutes of September 19, 2022; Skip Grigas seconded. Motion carried. 4-0-2 Jacob Wagner and Skip Grigas abstained since he was absent.

Mike Bruner made a motion to suspend the agenda for The Herscher First Responders Golf Outing Coordinators. Skip Grigas seconded. All in favor. Motion carried.

Terry Allison presented a check to Chief Scanlon in the amount of $14,500 from the funds raised from the Herscher First Responders Golf Outing. Terry said the event was a huge success and he received a lot of positive feedback. The event is planned again for next year for July 21st. Chief Scanlon shared his thanks and appreciation for the hard work and dedication by Terry, Joe, and Dakota.

Jacob Wagner made a motion to return to the regular agenda. John Branz seconded. All in favor. Motion carried.

STREETS:

Bob Voss said that our summer projects are concluded. Now we will be on to leaves and then snow. We may need to order road salt.

Jacob Wagner questioned why we tar and chipped an alley. He was told because the Village Engineer said we should. Keith Witheft also said that is the worst alley in town and would never hold fill and would constantly have huge holes.

FINANCE:

John Branz presented the Accounts Payable Report totaling $22,580.10 to the Board for payment. John Branz moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; Motion Carried.

Payroll presented totaled $19,092.21. John Branz moved to accept payroll as presented, Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Bob Voss-aye, Skip Grigas-aye, and John Branz-aye. All in favor; motion carried.

John Branz added:

-The Illinois Funds Rate today is 2.899%.

-Waiting to move ARPA Funds to Water Funds until he gets an okay from Mike or Shannon and after we balance September.

-Waiting on final bill from KVCC

-Next meeting, we will review the last 6 months executive minutes

Mike Bruner said we will be digitizing the water and sewer main maps. He was waiting on a cost of adding the valves to that as well.

PARKS:

Andy Cotter says he is hoping to have bids ready soon for the dog park and walking path. He said the score board at Sims Field is not working properly. He asked about what the Nicor gas bill is for monthly in Parks. It is for the water heaters.

POLICE:

A police Committee Meeting was set for October 17, 2022, at 6:30.

ORDINANCE:

Jacob Wagner said that Jeff Fieldman issued $1,620 in building permits. Jacob said that Code Officer Steve Spencer is back at it verbally addressing code issues. We need to work on ticketing. Jacob said he was asked about creating an ordinance for fireworks. He said there is a state law about fireworks, and we have a noise ordinance that covers a multitude of noises.

WATER AND SEWER:

Mike Bruner said he covered his stuff already.

OLD BUSINESS:

Village President Sweeney said we had 13 Grant Applicants for the Downtown Beautification Grant.

Mike Bruner moved to distribute Grant money as stated $25,000 to Hair Effects, Athletic Club, The Old Chevy Building, Herscher Restaurant and Pub, and Leiser Furniture. $20,000 to Pub on Main, Hardware Hanks, Old Chevy Garage. $17,527.50 to the Herscher Area Historical Society Museum. $15,000 to Salon 180 and Lift Fitness. And $1,980 to County West Physical Therapy. John Branz seconded. Roll call taken Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-aye, Bob Voss-aye, and Jacob Wagner-nay. Motion Carried.

A stick day was scheduled for November 5th.

NEW BUSINESS:

Mike Bruner asked how many open seats we have on the Board and if we have anyone running.

OPEN TO THE FLOOR:

Janet Mau had a few questions.

Motion to adjourn by Bob Voss. Seconded by Andy Cotter. All in favor. Motion carried
