Village of Herscher Village Board met Sept. 19.

Here are the minutes provided by the board:

Village Trustee John Branz called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Mike Bruner, Bob Voss, and Andy Cotter. Village President Shannon Sweeney, and Trustees Jacob Wagner and Skip Grigas were absent. Also present, Village Clerk Heather Meredith, Janet Mau from The Herscher Pilot, and Village Attorney Chris Bohlen.

Bob Voss moved to approve the Regular minutes of September 6, 2022; Mike Bruner seconded. Motion carried. 3-0-1 Andy Cotter abstained since he was absent.

Bob Voss moved to approve the Special meeting minutes of December 11, 2021; Mike Bruner seconded. Motion carried. 3-0-1 Andy Cotter abstained since he was absent.

STREETS:

Bob Voss said the spray patching will be finished tomorrow.

FINANCE:

John Branz presented the Accounts Payable Report totaling $269,465.50 to the Board for payment. John Branz moved to accept the accounts payable as presented. Bob Voss seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-absent, and Bob Voss-aye. All in favor; Motion Carried.

Payroll presented totaled $18,958.97. John Branz moved to accept payroll as presented, Bob Voss seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Bob Voss-aye, Skip Grigas-absent, and John Branz-aye. All in favor; motion carried.

John Branz moved to approve an MFT Disbursement to R & R Construction Inc. in the amount of $12,017.46 for sidewalk work on South Elm Street. When we do the quarterly report to IDOT, we will show $34,951.06 coming from Rebuild Illinois Funds per instructions from our engineers. Bob Voss seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Bob Voss-aye, and Skip Grigas-absent. All in favor; motion carried.

John Branz added:

-The Regular Sales Tax is in from June 2022 in the amount of $32,209.96

-The 1% Non-Home Rule Sales Tax in from June 2022 in the amount of $14,888.12

-The Telecomm Tax is in from June 2022 in the amount of $1,373.07

-The Local Share of Income Tax collected in August 2022 is in at $13,401.24

- The Local Share of the State Use Tax is in from June 2022 in the amount of $5,351.02

- The Local Share of the Cannabis Use Tax collected in August is in at $196.35

- The Local Share of the Video Gaming Tax collected in August is in at $1,612.59

- Total of the above funds in from the State this month is $69, 032.35

- The Annual Treasurer’s Report is done. Filing it tonight with the Village Clerk

- The adjusting entries have been posted for closing FY 21-22. Just waiting for SKDO to proof them. Then we can cycle FY 21-22 closed. Then we start getting caught up on the Budget Performance Reports for FY 22-23

-Received the second APRA distribution today in the amount of $102,335.65

-The Illinois Funds Rate today is 2.468%.

PARKS:

Andy Cotter said that he is talking with Al Deany about getting bid packages together for the dog park and walking trail. He will have them with 2 different completion dates, so they are in different fiscal years.

Andy also said that the score board at Sims Field is still not fixed correctly. Friendly Signs is going to come take a look at it.

POLICE:

Mike Bruner made a motion for Trick or Treat hours October 31, 2022, from 4pm-6:30pm. Andy Cotter seconded. All in favor, motion carried.

ORDINANCE:

Mike Bruner said Jeff Fieldman is looking for guidance on how many inspections are needed per project. We need to have a committee meeting sometime this winter.

WATER AND SEWER:

Mike Bruner said the structure at the wells is complete. We are just waiting on the generator which is expected around April 2023. Mike had a breakdown of the water project on Oak Street since it was $50,000 over budget.

OLD BUSINESS:

John Branz mentioned that Village President Sweeney wanted us to come up with a figure of what we want to hand out with the grant winners. It was decided we would award 25% to start then 75% when complete. Attorney Bohlen will draw up a contract.

NEW BUSINESS:

Andy Cotter moved to accept the recommendation from the Planning and Zoning Board for a Special Use Permit for 110 N Main St. Herscher. Bob Voss, seconded. Roll call taken: Bob Voss-aye, John Branz-aye, Mike Bruner-aye, Skip Grigas-absent, Jacob Wagner-absent. Andy Cotter-aye. All in favor; Motion carried.
