Kankakee County Planning, Zoning and Agriculture Committee met Aug. 17.

Here are the minutes provided by the committee:

The meeting of the Kankakee County Planning, Zoning & Agriculture Committee was called to order by Committee Chairman, Mr. Fetherling at 9:00am. The following members were present:

Mr. Fetherling, Mr. Miller, Ms. Peters, Mr. Fairfield, Mr. Swanson, Mr. Kerkstra, Ms. Hudson, Ms. Foster and Mr. Wheeler

Members Absent – Mr. Tholen, Mr. Snipes, Mr. Dunnill, Mr. Ekhoff, Mr. Alexander Hildebrand, Mr. Gowler and Mr. Sirois

Quorum –Present

Department Heads Present – John Coghlan, Delbert Skimerhorn, Ben Wilson Media Present – Present

Public Commentary – None

Minutes of the Last Meeting

The minutes of July 20, 2022 were submitted to the committee for approval.

Mr. Swanson made a motion to approve and Mr. Kerkstra seconded the motion. Motion passed with a voice vote.

Building Report

Building Report – July 2022

There was no report available, it will be brought to the next meeting.

Bid Opening for Demolition of Properties on Laurel Road, Kankakee Mr. Kersktra made a motion to open the sealed bids, and Mr. Fairfield seconded it, motion carried with a voice vote.

Mr. Skimerhorn opened the bids.

Ms. Hudson made a motion to accept the lowest responsible bidder after review, and Mr. Swanson seconded it. Motion carried with a roll call vote of 9 ayes and 0 nays. Voting aye were: Mr. Fetherling, Mr. Miller, Ms. Peters, Mr. Fairfield, Mr. Swanson, Mr. Kerkstra, Ms. Hudson, Ms. Foster and Mr. Wheeler

Zoning

•ZBA Case#22-08; request for a Special Use Permit Section 121.99.c.34 (Solar Farm) in the A1- Agricultural District on a parcel generally situated in Section 26 of Manteno Township. The petitioners are JBRJ, LLC property owner and Turning Point Energy – TPE IL KA32, LLC, applicant.

Turning Point Energy was present and provided the same presentation that was given to ZBA. Jason Cooper spoke regarding the request.

Mr. Skimerhorn reviewed the request with the committee. ZBA recommended approval with a 6-0 vote on August 15.

Discussions were held.

Ms. Peters advised she has a financial interest and would abstain from voting.

Ms. Hudson made a motion to approve with the conditions included from ZBA, and Mr, Kerkstra seconded it. Motion carried with a roll call vote of 8 ayes and 0 nays. Voting aye were: Mr. Fetherling, Mr. Miller, Mr. Fairfield, Mr. Swanson, Mr. Kerkstra, Ms. Hudson, Ms. Foster and Mr. Wheeler

Ms. Peters abstained

•ZBA Case#22-09; request for a Special Use Permit Section 121.99.c.34 (Solar Farm) in the A1- Agricultural District on a parcel generally situated in Section 18 of Ganeer Township. The petitioners are Duane G. Borchardt Revocable Living Trust, property owner and Turning Point Energy – TPE IL KA04, LLC, applicant.

Turning Point Energy was present and gave the same presentation for this request. Discussions were held.

Mr, Skimerhorn reviewed the request with the committee. ZBA recommended approval on August 15 with a 6-0 vote.

Mr. Kerkstra made a motion to approve with the same three conditions from ZBA, and Ms. Hudson seconded it. Motion carried with a voice vote.

Planning

• Hazard Mitigation Projects

Ms. Andrea Bostwick-Campbell was present by zoom and provided a presentation to the committee regarding Hazard Mitigation Projects. Mr. Skimerhorn advised that the time has come to make a list of the projects.

Discussions were held.

• Document Scanning Retention – Update

Mr,. Skimerhorn advised that a few months ago it was discussed about scanning and digitally filing documents. The documents can be scanned, but documents must be retained, so the project has been put on hold for the moment. The files will be scanned, but some things have to be hard copies forever and others are for 5 year retention.

New Positions

• Solid Waste Coordinator

Mr. Skimerhorn reviewed the position with the committee, stating that the coordinator had been eliminated in 2008 and he would like to bring the position back.

Discussions were held.

Mr. Kerkstra made a motion to approve, and Ms. Peters seconded it. Motion carried with a roll call vote of 9 ayes and 0 nays. Voting aye were: Mr. Fetherling, Mr. Miller, Ms. Peters, Mr. Fairfield, Mr. Swanson, Mr. Kerkstra, Ms. Hudson, Ms. Foster and Mr. Wheeler

• Assistant Planner/Transportation Planner

Mr. Skimerhorn reviewed the position with the committee. Discussions were held.

Mr. Kerkstra made a motion to approve, and Ms. Peters seconded it. Motion carried with a roll call vote of 9 ayes and 0 nays. Voting aye were: Mr. Fetherling, Mr. Miller, Ms. Peters, Mr. Fairfield, Mr. Swanson, Mr. Kerkstra, Ms. Hudson, Ms. Foster and Mr. Wheeler

• 6 Openings on Kankakee County Regional Planning Commission

Discussions were held regarding the number of people on the committee. Mr. Miller advised that 9-10 members would be sufficient. Discussions were held.

Adjournment

Mr. Kerkstra made the motion to adjourn the meeting at 10:20am a.m. Ms. Peters seconded the motion. Motion carried by a voice vote.
