The meeting of the Kankakee County Board, Kankakee, Illinois, held pursuant to the adjourned meeting of September 13, 2022 was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Wheeler. Mrs. Parker delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Minutes of the Last Meeting

The minutes of the September 13, 2022 meeting were submitted to the County Board for approval. The reading of the minutes was waived. Mr. Miller made a motion to accept the minutes. Ms. Hudson seconded the motion. Motion carried by voice vote.

Claims Committee Reports

A motion to approve the claims reports from July 2022 were made by Mr. Liehr and seconded by Mr. Long. A roll call vote was taken with the motion passing 22 ayes to 0 nays. Motion carried.

Department Reports

The department reports were read and accepted on the motion of Mr. Ekhoff and seconded by Mrs. Polk. Motion carried.

Mr. Carrico made a motion to approve the Resolution Authorizing the Board Chairman to sign a Letter of Intent with Commonwealth Edison Company for a Temporary Easement on the Warner Road Bridge to Install Fiber Optic Cable Facilities across the Kankakee River (187). Mr. Kerkstra seconded the motion. Motion carried by a voice vote.

Planning, Zoning and Agricultural

Mr. Hunter made a motion to combine and approve the following resolutions: Agreement to Approve Decommissioning Plan and Bond in the Amount of $179,969 for the Kankakee 1 Solar, Solar Farm Project (188) and Agreement to Approve Decommissioning Plan and Bond in the Amount of $179,969 for the Kankakee 3 Solar, Solar Farm Project (189). Mr. Fairfield seconded the motion. Delbert Skimerhorn explained the resolution. Motion carried by voice vote.

Ms. Hudson made a motion to approve the ZBA Case #22-07; request for a Special Use Permit #8 in the R1- Single Family Residential District (Community Residential Home) on a parcel generally situated in Section 24 of Ganeer Township. (190). Mr. Tholen seconded the motion. Delbert Skimerhorn explained the resolution. A roll call vote was taken, with the motion carrying 18 ayes to 3 nays (Hess, Carrico, Ekhoff) to 1 abstain (Snipes).

Mr. Tholen made a motion to approve ZBA Case #22-10; a request for rezoning from Al-Agriculture District to A2-Agriculture Estates District and a Variance to Section 121-100.d (Lot Size) on a parcel generally situated in Section 12 of Yellowhead Township. (191) Mr. Fairfield seconded the motion. Delbert Skimerhorn explained the resolution. A roll call vote was taken, with the motion passing 14 ayes to 8 nays (Liehr, Webber, Ekhoff, Miller, Long, Kerkstra, Foster, Wheeler).

Mr. Kerkstra made a motion to approve ZBA Case #22-11; a request for a Special Use Permit #14.a (Fertilizer Sales & Service) in the Al-Agricultural District on a parcel generally situated in Section 06 of Ganeer Township (192). Mr Snipes seconded the motion. Delbert Skimerhorn explained the resolution. Motion carried by voice vote.

Mr. Ekhoff made a motion to approve ZBA Case#22-12; request for a Special Use Permit Section 121.99.c.34 (Solar Farm) in the Al-Agricultural District and a Variance to Section 121-99.c.34.b.7 (Interconnect Agreement) on a parcel generally situated in Section 31 of Rockville Township. (193). Mr. Kerkstra seconded the motion. Mr. Skimerhorn explained the resolution. Motion carried by a voice vote (Mr. Dunnill voted nay).

Mr. Ekhoff made a motion to approve ZBA Case#22-13; request for a Special Use Permit Section 121.99.c.34 (Solar Farm) in the Al-Agricultural District and a Variance to Section 121-99.c.34.b.7 (Interconnect Agreement) on a parcel generally situated in Section 17 of Limestone Township. (194). Mr. Kerkstra seconded the motion. Mr. Skimerhorn explained the resolution. Motion carried by a voice vote (Mr. Dunnill and Mr. Long voted nay).

Mr. Miller made a motion to approve the Kankakee County Regional Planning Commission By-Law Amendment (195). Ms. Hudson seconded the motion. Motion carried by a voice vote.

Finance

ARPA Fund Projects

Mr. Liehr made a motion to accept the resolution, Property Tax Abatement for Tax Year 2022 Payable 2023 to be Abated in its Entirety (196). Mr. Smith seconded the motion. A roll call vote was taken, with the motion passing 21 ayes to 0 nays.

Mr. Ekhoff made a motion to approve the resolution Authorizing the County Board Chairman to Sign a Collective Bargaining Agreement between the County of Kankakee and Illinois Fraternal Order of Police (FOP) Labor Council on Behalf of Kankakee County Corrections Officers' and Civilians' Bargaining Unit (197). Mrs. Webber seconded the motion. A roll call vote was taken, with the motion passing 21 ayes to 0 nays.

Mr. Smith made a motion to combine and approve the resolutions:

-Authorizing the County Board Chairman or his Designee to Sign an Agreement with Delta Dental for Dental Insurance for County Employees and Officials Qualified for Dental Insurance (198)

Authorizing the County Board Chairman or his Designee to Sign an Agreement with Blue Cross Blue Shield of Illinois for Vision Coverage for Kankakee County Employees and Officials who Qualify for Medical Insurance (199)

· Kankakee County Awards Blue Cross Blue Shield of Illinois as the County's Group Term Life Insurance Carrier as well as the Supplemental Group Term Life Insurance Carrier (200)

- Health Spending Account (HSA) Contributions (201)

- Kankakee County Continued Funding of Perspectives, LTD. Employee Assistance Program as the Carrier for the County of Kankakee (202)

· Authorizing the County Board Chairman or his Designee to Sign an Agreement with Blue Cross Blue Shield of Illinois for Medical Insurance for Kankakee County Employees and Officials who Qualify for Medical Insurance (213)

Mr. Long seconded the motion. A roll call vote was taken, with the motion passing 21 ayes to 0 nays.

Mr. Smith made the motion to adopt the Resolution to Allow the County of Kankakee to Enter into a Lease with Riverside Medical Center (212). Mr. Fairfield seconded the motion. A voice vote was taken, with the motion passing 21 ayes to 0 nays. Motion carried.

Other Business -

• November County Board Meeting will be held on Wednesday, November 9th at 9:00am due to Election Day

• October Finance Committee meeting will be held on Monday, October 24, 2022 at 9:00am

Mr. Hess made the motion to adjourn the meeting at 10:46 a.m. Mr. Tholen seconded the motion. Motion carried by voice vote.
