Trustee Gesky called the meeting to order a 7:20 a.m.

A motion was made by Trustee Crockett, seconded by Trustee Gesky, to approve the minutes of the October 12, 2022 as written; motion carried by voice vote - all ayes, no nays.

Items for Discussion:

• Hassett Center Updating – Mr. LaRocque stated that the community room and the bathrooms should be updated with flooring, painting, etc. Mr. LaRocque stated that there could be some TIF funds available to complete the project. A list of possible updates is included in the agenda packet.

• Existing PD/Hitchcock Proposal - Mr. LaRocque contacted Hitchcock Design Group about preparing a preliminary design proposal for the current police department building. The proposal to complete the preliminary design for $8,900.

The updating/remodeling of the Community Center will be put on hold until a decision is made with the current police department facility. Mr. LaRocque will obtain an appraisal of the police department building and then a decision will be made on whether to move forward with Hitchcock’s proposal.

• Levy Discussion – Mr. LaRocque presented the proposed levy numbers. See packet for documents. The increase will cost homeowners approximately $9.00 per household.

• Property Tax Rebate Update – Mr. LaRocque reported on the final numbers for the property tax rebate. There was a total of 1,528 approved applications and a total of 47 denials for a total rebate value of $934,950.69.

• Project Cast Recaps – Mr. LaRocque presented spreadsheets showing project costs update. The Township is invoiced for their costs of the Concession Stand as needed. All interfund loans to the TIF districts have been paid back. There are still three outstanding TIF Façade payments to be made as soon as they have completed their project and submitted paid bills.

• Month End Financial Report – Iroquois Federal contacted the village about a 3% rate on a money market account. The village moved $5,750,000 over to Iroquois Federal. Interest income has been better than expected. State revenues have also been higher than expected.

Trustee Martin exited the meeting at 8:01 a.m.

Mayor Nugent announced that he will be preparing a letter to be included in the envelop with the property tax rebate check. Also included will be information about the Hometown Hero banner program and the recycle schedule sticker.

A motion by Trustee Crockett and seconded by Trustee Gesky to adjourn the meeting at 8:03 a.m. Voice vote – all ayes.
