1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance - Led by 4th grade student Emmy Barclay from Liberty Intermediate School.

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn and Administrator Mike Van Mill.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from November 21, 2022

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to approve the Regular Board Meeting Minutes from November 21, 2022, as presented.

Action, Accounts Payable: A. Finance Committee - Consideration of the December 5, 2022 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve payment of the general and special fund bill list as presented.

Action, Ordinance: B. ORDINANCE NO. 22–2368 - An Ordinance Levying Taxes for all Corporate Purposes for the Village of Bourbonnais, Kankakee County, Illinois for the Fiscal Year Commencing on the First Day of May 2022 and Ending on the 30th Day of April, 2023 (SECOND READING)

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to read Ordinance 22-2368 by title only.

> Following the second reading by Clerk Simeur, Finance Director Tara Latz stated this is for the Village's property tax levy Ordinance for tax year 2022 which is payable in 2023. The tax rate for the levy will be .4555, which is a decrease from the rate requested in the 2021 tax levy. Since a lesser rate is being used from the prior year, there is no increased tax effect on taxpayers. Many homeowners should see a decrease in the amount they pay on the Village of Bourbonnais' portion of their property tax bill of anywhere between $5 to $15, depending on their home's value. The only way a taxpayer will see an increase over last year is if their home value has increased significantly.

> Mayor Schore stated a Public Hearing was held before this meeting tonight discussing this Ordinance levying taxes, and thanked the Board and staff for their work on keeping the levy as low as possible and still provide services to the residents.

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to adopt Ordinance 22-2368.

> Trustee Fischer stated the referendum on the November ballot was voted down for the 1% sales tax increase, therefore single-family homeowners' property tax from the Village will not be rebated. We will be bringing this referendum up again in April and are hoping residents will approve it this time and their property taxes would be rebated, and would not see any increase

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 22–2370 - An Ordinance Authorizing the Sale of Surplus Personal Property of the Village of Bourbonnais, Kankakee County, Illinois (FIRST READING)

> Following the first reading by Clerk Simeur, Chief Phelps stated this Ordinance is to auction off a 2018 Ford Explorer squad vehicle, more vehicles will be auctioned off once we get the new squads in.

Action, Ordinance: B. ORDINANCE NO. 22–2371 - An Ordinance Declaring Computers and Old Phone System/Equipment Surplus and Authorizing its Disposal for the Village of Bourbonnais, Kankakee County, Illinois (FIRST READING)

> Following the first reading by Clerk Simeur, Administrator Mike Van Mill stated these are the Board Member's old computers, along with the old phone system equipment throughout the Village that has been replaced.

Action, Ordinance: C. ORDINANCE NO. 22–2372 - An Ordinance Authorizing, Approving and Ratifying an Employment Agreement for the Village Superintendent of Public Works (FIRST READING)

> Following the first reading by Clerk Simeur, Mayor Schore explained to the Board after a thorough interview process, we are happy to present the appointment of Terry Memenga as the Superintendent of Public Works. Mr. Memenga is a Village resident, and brings more than a decade of experience in management and executive roles including 5 years of experience as a Public Works Director. He also brings in over 20 years of military service experience in the Air Force. Attached is the employment agreement with the term that runs until April 30, 2025. His impending start date is next week, so would request from the Board to have a second reading tonight to approve this appointment.

Motion by Trustee Angie Serafini, second by Trustee Rick Fischer to suspend the rules and have a second reading tonight on Ordinance 22-2372.

> Trustee Serafini congratulated and welcomed Mr. Memenga to the Village.

> Trustee Serafini stated there is one week left for the 3rd Annual Very Merry Coloring Contest sponsored by Aqua IL and Milner Media. The coloring page can be downloaded from the Village website, or printed copies are available at the Admin building for pick up. The contest is free, and entries need to be submitted by Monday, December 12 at 4:30 PM.

> The 3rd Annual Holiday Homes & Holly Jolly Lighting Contest is underway, sponsored by Flight 102 Wine Bar & Brandon Casey's Comfort Crew. The online map of 30 holiday homes is available for public viewing on the Village website or Facebook. Voting will take place via the Village's Facebook page now until Sunday, December 12. Prizes available for 1st, 2nd & 3rd place under Peoples Choice and Traditional, and homes will be judged by an outside panel.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

> Trustee Keast gave an update on new home permits for construction we are at 30, compared to 52 last year.

> Total valuation of permits is at $15,288,000 compared to $12,790,000 last year, feels it's due to cost of goods to get things done.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

> Trustee Greenlee stated promotional testing is taking place, and next week begins interviews. Chief Phelps stated we are establishing an eligibility list and 11 officers are eligible and the list will be good for 3 years.

> Shop with a Copy will occur at 7:00 AM on Sunday, December 11. Officers start the day with breakfast at McDonalds for the participants, then go shopping afterwards. Thanked all who donate to this cause.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Action, Resolution: A. RESOLUTION NO. 22–1507 - A Resolution Requesting a Highway Permit from the Illinois Department of Transportation to Allow Improvements Along IL Route 102 Between Plum Creek Drive and US Route 45/52 for a Village of Bourbonnais Improvement Project

Motion by Trustee Randy King, second by Trustee Jack Littrell to read Resolution 22-1507.

Mr. Van Mill stated this Resolution is part of the Route 102 overlay project being done by IDOT. Staff has analyzed the area and has a list of sidewalks that need to be replaced, this is the permit that is needed from the State. Bids will go out in early January 2023.

Information: B. Public Works Committee

> Trustee King welcomed Terry Memenga to the Village.

Trustee King read a memo from Public Works Interim Director Dave Herberger:

> Street sweepers are out trying to clear streets. Please do not blow grass and leaves into the streets.

> Mirrors on the street sweeper were damaged and needed to be replaced.

> Brush pickup will begin March 2023, there will be a new schedule coming out soon.

> Plow trucks are serviced and ready for the snow season.

> Shed continues to be built with metal being delivered soon.

> Holiday decorations in the Village have all been put up for the season.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

> Trustee Littrell requested we reach out to utility companies like Aqua to come in and give a presentation on their capital projects in March or April 2023.

Information: A. Mayor Updates

> Thank you to all who helped with the 2nd annual "Rockin' Around the Tree Lighting" event last Thursday. The D'Andrea family helped light the tree; and we heard area students sing Christmas carols. Thank you to LoveALatte and Dairy Queen for providing treats for this event for all who attended.

> Final week to donate to Shop with a Cop, last year's contributions helped 80 children shop with over 60 officers. Each child also received hats, gloves, books and went home with a Jewel food basket for their 50 families to have for the holiday. Donations are being accepted at the Admin and Police buildings. until Friday, December 9.

> Snow Ordinance reminder, no vehicles parked on the street after a snowfall of 3 or more inches. Once streets have been cleared, you may return your vehicles to the street for parking. Also, dumping or blowing snow onto Village streets is not permitted.
