ORDINANCE NO. 23-2374 - An Ordinance Calling for a Referendum to Implement Non-Home Rule Retailers' Occupation Tax, Non-Home Rule Municipal Service Occupation Tax and Non-Home Rule Municipal Use Tax for Expenditure for Property Tax Relief or for Expenditure on Public Infrastructure or Both, as well as for the Purpose of Supporting Municipal Operations (FIRST READING)
> Following the first reading by Clerk Simeur, Administrator Mike Van Mill gave an overview of said Ordinance. This is a referendum that we would like to put on the April 4, 2023 ballot asking the residents of the Village to add a 1% sales tax to certain items. If the referendum passes, the village would put together a program rebating the municipal portion of property taxes for homeowners. This referendum failed at the last election in November, we found that residents need to be educated further as to what the relief this sales tax increase will do to their property tax bill.

> Following the first reading by Clerk Simeur, Assistant Administrator Laurie Cyr gave an overview of said Ordinance. This is Change order #1 for the Village Green Campus which has to do with a 911 fiber optic line that was discovered that wasn't in the plans. It will need to be relocated from the cell tower to the administration building where the main network server is located.

> Following the reading by Clerk Simeur, Attorney Dunn gave an overview of said Resolution. This will approve modifications to the contract between the Village and the Fraternal Order of Police Patrol Unit. We've come to an agreement with the bargaining unit and their Attorney, in regards to modifications to terms regarding health insurance, clothing allowance, adding the Juneteenth holiday, changes to holiday comp time, and includes raises of 4%, 3% and 3% over the next 3 years.

> Following the reading by Clerk Simeur, Mr. Van Mill gave an overview of said Resolution. The Illinois Municipal League reached out to Municipalities under their membership requesting support for TIF districts on an ongoing basis. The State legislature likes to review this and tweak them. IML has been a very effective advocate for the Village and all others in the State in regards to holding tight the policies for economic development. TIF is the only tool we have to help foster and grow business in the community, and we are requesting the TIF stays the way it is.

> Trustee Greenlee asked Chief Phelps to explain the new bi-weekly reporting system to the Board. It is a new and very comprehensive and extensive layout compared to the old system, and it gives a better picture of what's going on, with every shift.
> The Annual Police report for 2022 will be presented soon to the Board.
10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair
Action, Resolution, Information: A. RESOLUTION NO. 23-1511 - A Resolution for Supplemental Costs to Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code Using Rebuild Illinois Funds for Career Center Road Culvert Improvements

> Following the reading by Clerk Simeur, Ms. Cyr gave an overview of said Resolution. There was an increase in costs to the construction of the Career Center Road box culvert replacement project. The village used Rebuild funds to make up the difference in that increase in costs, so a supplemental Resolution is required to use these additional funds.
