Iroquois County Emergency Telephone Systems Board met Feb. 8.

Here are the minutes provided by the board:

MEMBERS: Chairman Charles Alt, Vice-Chairman Dave Morgeson, Curtis Marcott, Jim Lehmkuhl, Todd Schippert, and Warren Weber.

1) Opening of the meeting

Chairman Charles alt opened the meeting at 5: 00 PM. Members present were Dave Morgeson, Curtis Marcott, Jim Lehmkuhl, Todd Schippert, and Warren Weber. Also, present 911 Telecommunicator Josh Harris, 911 Telecommunicator Nadine Sippel, and ETS Director Eric Raymond.

2) Approval of the agenda

Motion made by Morgeson to approve the February 8, 2023 agenda. Seconded by Weber.

Motion carried by a Voice Vote

3) Approve January 4, 2023 Minutes

Motion made by Morgeson. Seconded by Schippert.

Motion carried by voice vote.

4) Public Comment

There was no public comment.

5) Approve/discuss MOU with Gibson Area Ambulance Service - communications on Fire A Raymond stated that a MOU has been distributed in the packet, and explaining that this is for Gibson Area Ambulance Service to utilize the Fire A frequency for mutual aid purposes. States Attorney Devine was approached to review the document and gave some corrections. Summary was each group would be responsible for their radios and associated maintenance. The MOU is not for the purposes of dispatching Gibson Area Ambulance and is available only for the purposes of speeding up communications. Otherwise, Gibson ambulance would need to go back to their dispatch slowing down the entire process.

Motion made by Schippert to approve the MOU as presented. Seconded by Marcott. Motion carried by voice vote.

6) Approve/discuss 911 issued cell phone policy.

Raymond presented policy written in the version of a memo to be presented to the telecommunicators. Raymond reported that he was not successful in locating another department with a written policy to grow from and therefore written his own with a few suggestions after searching online.

It was moved by Morgeson to accept the policy adding language, “The

Telecommunicator shall notify the director in the event of a personal call on the cell phone, via text message the time they called and the phone number dialed.” Seconded by Lehmkuhl.

Motion carried by voice vote.

7) ETS Director’s report

∙ Raymond reported a meeting with County Board Chairman John Shure, County Board Vice-Chairman Paul Ducat, and Ralph Caldwell, Executive Director at MetCAD in Champaign County, and on the Statewide Advisory Board. The meeting went well and trying to explore opportunities to increase the surcharge as well as exploring other avenue’s where surcharge may not be getting charged to certain devices that may need to be if capable of dialing or texting 9-1-1.

∙ Raymond stated he will be attending the MABAS conference later this month February 22-24, 2023.

8) Committee Reports

∙ Battery Backups – 1 Battery backup that was replaced over the summer is in need to be replaced.

9) Public Safety

∙ 2023 stats were presented.

10) Personnel

∙ One New hire started on 01/20/2023 and is doing well at about 3 weeks in. ∙ Negotiations have not started with the Telecommunicator contract at this time. 11) Grant updates

∙ The State Grant is complete with Director Kelley’s signature, submissions will be able to begin shortly after the training to do so.

12) Approval of Claims

∙ A motion made by Schippert and seconded by Marcott to approve the claims as presented - Motion carried by roll call vote:

- Aye: Morgeson, Lehmkuhl, Marcott, Schippert, Weber

As there was no further business to be brought to the board it was moved by Morgeson and seconded by Lehmkuhl to adjourn at 5:30 PM.
