Village of Bourbonnais Administration Committee met March 1.

1. Meeting Opening
Meeting called to order at 3:32 PM by Trustee Angie Serafini
Procedural: A. Roll Call - Trustee Angie Serafini
Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Randy King, Trustee Jeff Keast (on Zoom), Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance Treasurer Ron Riebe, Administrator Mike Van Mill, Assistant Administrator Laurie Cyr, Chief Jim Phelps, Finance Director Tara Latz, Public Works Superintendent Terry Memenga, Public Works Asst. Superintendent Dave Herberger, HR Manager Sue Pranskus and Admin Assistant Margie Beach. Absent: Trustee Rick Fischer and Attorney Patrick Dunn (arrived at 3:34).
2. Approval of Minutes

4. New Business
Discussion: A. Liquor License Application - Circle K
> Mr. Van Mill stated on February 3, 2023 we received an application for a new liquor license for the Circle K gas station on Rt102 & Briarcliff along with a $2,500 check (on Board Docs).
> Mayor Schore explained the policy for liquor licenses in regard to gas stations, we currently do not allow alcohol sales except for truck stops and the Convenient Store who had a liquor license before they provided gas. We are the only municipality that doesn't allow gas stations to sell alcohol in Kankakee County. Every year Casey's General Store gas station asks if we have created a new liquor license for gas stations, so we know there is interest. > Finance Director Tara Latz explained if policy is changed, there are 6 gas stations in the Village that could potentially sell alcohol. We could bring in an additional $13,500 in liquor license revenue, and approximately $30,000 in sales tax a year.
> Discussion was had amongst the Board members and staff. It was suggested to look into what other communities charge for liquor license at gas stations.
Administration Committee decided to move forward having Attorney Dunn look into creating a new license class for liquor sales at gas stations.
Discussion: B. Insurance Update
> HR Manager Sue Pranskus explained March is open enrollment for employee insurance programs. Mrs. Pranskus gave an update to the committee about the health insurance increase in premiums (on Board Docs). For the last 4 years almost no premium increases occurred. This year Blue Cross Blue Shield of Illinois brought an initial 24.97% increase. We have negotiated it down to 17.4% for this next year, an explanation and summary of increases was given. Employees will see an increase of $20-$55 per month, and the Village will incur a $150,000 increase in premiums this upcoming year.
> Mrs. Pranskus gave suggestions on bringing costs down: 1) Look at getting another bid from a different broker agency for next year; 2) lower claims from employees could give a rate correction next year; 3) have Homestar Insurance Services educate employees about retirement insurance, i.e. Medicare; and 4) continue to develop retirement enhancements such as VEBA and encourage employees to retire timely creating a bridge between retirement and Medicare insurance. Also suggested revisiting the current Village policy that retirees with 20+ years of service can stay on our insurance indefinitely which includes their dependents. If we change the policy to say that at Medicare eligible age the retiree must drop from our coverage, that would save us on the premium side as typically the older the person is the more claims we see coming from them.
Administration Committee agrees to look at changing policy language for when employees retire and they reach Medicare age and have Trustees review at a future meeting.
