Village of Herscher Board of Trustees met June 5

Village of Herscher Board of Trustees met June 5.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Skip Grigas, Gayle Landeck, Andy Cotter, Jeremy Bauer, and Mike Bruner. Jacob Wagner was absent. Also, Village Clerk Heather Meredith, Police Chief Kurt Quick, Public Works Superintendent Keith Witheft, Janet Mau from The Herscher Pilot, and Attorney Chris Bohlen.

Andy Cotter moved to approve the Regular minutes of May 15, 2023; Gayle Landeck seconded. Motion carried. 4-0-1 Jeremy Bauer abstained since he was absent from the last meeting.

STREETS:

Andy Cotter said that the spray patching is almost finished them the striping will be done.

FINANCE:

Mike Bruner presented the Accounts Payable Report totaling $83,735.74 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken Mike Bruner-aye, Andy Cotter-absent, Skip Grigas-aye, Gayle Landeck-aye, Jacob Wagner-aye, and Jeremy Bauer-aye. All in favor; Motion Carried.

Payroll presented totaled $22,265.52. Mike Bruner moved to accept payroll as presented, Andy Cotter seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck aye, Skip Grigas-aye, and Jeremy Bauer-aye. All in favor; motion carried.

Mike Bruner moved to transfer $100,000 from General Fund to the Water Fund per the auditor’s recommendation to cover a deficit. Skip Grigas seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck-aye, Skip Grigas-aye, and Jeremy Bauer-aye. All in favor; motion carried.

Mike Bruner added:

-The Illinois Funds Daily rate today is 5.154%

-Direct Deposit and Pay Schedules

PARKS:

Andy Cotter said that a pre bid meeting was held at Lions Park. The attendee were Tobey’s Construction and R&R Inc. The bid opening will be Friday at 2:30.

Andy added that the sound system will be upgraded at Village Park.

WATER AND SEWER:

Jeremy Bauer said that the door at the water plant will be done soon, the pump at well #8 will be up and running soon. Jeremy said that we received a quote from Leary Construction in the amount of $2,500 to do an inspection of the old water tower. This will verify the structural integrity. The consensus of the Board was to get it done.

ORDINANCE:

Gayle Landeck moved to suspend the rules which would interfere with the passage of Ordinance #23- 12 an ordinance to participate in the electrical aggregation program. Andy Cotter seconded the motion. All in favor; Motion Carried.

Gayle Landeck moved to place Ordinance #23-12 on its final passage and pass. Mike Bruner seconded the motion. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer aye, Gayle Landeck-aye, and Bob Voss-aye. All in favor; Motion Carried.

Gayle Landeck moved to approve new insulation be installed at Village Hall in the amount of $8,000. Skip Grigas seconded the motion. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Gayle Landeck-aye, and Bob Voss-aye. All in favor; Motion Carried.

Gayle says that Steve Spencer has been working on grass height issues, extra trailers on streets, and unregistered vehicles.

POLICE:

Chief Quick informed the Board that the radar went out on the pickup truck squad, and he is getting quotes to replace it. He said that the evidence room is being organized and cleaned out.

OLD BUSINESS:

Village President Shannon Sweeney said that we will be removing John Branz as signor from all bank accounts and the Safety Deposit Box and remove Kristen Jones from the Collection Account. We will be adding Jeremy Bauer to all bank accounts.

Mike Bruner moved to accept the recommendation from village President Sweeney on updating the bank accounts. Andy Cotter seconded. All in favor; Motion Carried.

NEW BUSINESS:

Mike Bruner moved to approve new computers and docking systems for the 3 squad cars and 1 computer for Public Works in the amount of $14,712. $3,916.00 will come from the donated funds to the Police Department from the golf outing. Skip Grigas seconded the motion. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Gayle Landeck-aye, and Bob Voss-aye. All in favor; Motion Carried.

Gayle Landeck moved to approve update the internet wiring and at Village Hall in the amount of $4,808.00. Skip Grigas seconded the motion. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Gayle Landeck-aye, and Bob Voss-aye. All in favor; Motion Carried.

Andy Cotter suggested that we investigate joining the school district for Surf Internet Fiber optics.

OPEN TO THE FLOOR:

Janet Mau mentioned a post on Facebook giving praise to the Village for having the property next door to her maintained.

Motion to adjourn by Andy Cotter. Seconded by Gayle Landeck. All in favor. Motion carried.
