Here are the minutes provided by the board:

1. CALL TO ORDER 

Meeting called to order at 5:30 PM by Village President Paul Schore 

Procedural: A. Pledge of Allegiance led by Jim Brooke. 

Procedural: B. Roll Call - Village Clerk Brian Simeur 

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Mike Van Mill. Absent: Trustee Jack Littrell. 

2. APPROVAL OF MINUTES 

Action, Minutes: A. Regular Board Meeting Minutes from May 15, 2023 

Motion by Trustee Rick Fischer, second by Trustee Angie Serafini to approve the Regular Board Meeting Minutes from May 15, 2023.

3. CORRESPONDENCE 

Procedural: A. Correspondence - Thank You Note 

> Mr. Van Mill read a thank you note regarding a summer help employee who assisted a resident when she fell outside of her home. 

4. REPORTS FROM COMMISSIONS AND ADVISORY BOARDS 

Action, Information: A. Planning Commission Report - Case PA23-0001 

> Assistant Administrator Laurie Cyr summarized the report from the May 25 Planning Commission's meeting on Case PA23-0001 (on Board Docs). After a review of the findings of facts for this case, the Planning Commission voted 6-0 to approve the annexation of 1552 W. 2250 Road North with an R-1 construction for a single-family residence. 

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to concur with the Planning Commission's May 25, 2023 Case Report. 

Final Resolution: Motion Carried

5. BIDS AND QUOTES 

Action, Information: A. Bids & Quotes - 2023 MFT HMA & Concrete Program 

> Mr. Van Mill stated multiple bids were opened on May 23, 2023 for the 2023 MFT HMA and Concrete Program project, the bid results were read (on Board Docs). We are recommending to the Board to accept the lowest bid which was under the Engineer's estimate presented by Kankakee Valley Construction Company in the amount of $531,668.97. 

Motion by Trustee Jeff Keast, second by Trustee Randy King to accept the low bid as presented for the 2023 MFT HMA and Concrete Program project to Kankakee Valley Construction Company.

Action, Accounts Payable: A. Finance Committee - Consideration of the June 5, 2023 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list as presented.

Action, Ordinance: B. ORDINANCE NO. 23-2392 - An Ordinance Approving and Ratifying a Request for Change Order #7 Dated May 12, 2023 to the Bourbonnais Village Green Johnson Downs Job #22183 (FIRST READING) 

> Following the first reading by Clerk Simeur, Assistant Administrator Laurie Cyr stated this is Change Order #7 in the amount of $23,396 for three items: 1) Change the size of the electrical boxes in the utility and mechanical rooms; 2) Increase the number of speakers located in the picnic pavilion; and 3) Change the needs and methods for the installation of the masonry joints on the brick façade. 

Motion by Trustee Rick Fischer, second by Trustee Randy King to suspend the rules and have a second reading tonight on Ordinance 23-2392.

Action, Ordinance: C. ORDINANCE NO. 23-2393 - An Ordinance Approving and Authorizing a Proposal for the Use of BS&A Software Concerning Business Registration Purposes (FIRST READING) > Following the first reading by Clerk Simeur, Finance Director Tara Latz stated this is to accept a proposal from BS&A Software, the vendor that the Village uses for government-wide financial software since 2019. This is for an additional module for business licensing or registration program which we are hoping to start in the future. This acceptance would get us on the BS&A schedule for project management, implementation and training, which could take up to three months. 

Motion by Trustee Rick Fischer, second by Trustee Randy King to suspend the rules and have a second reading tonight on Ordinance 23-2393.

Action, Resolution: A. RESOLUTION NO. 23-1536 - A Resolution Adopting the Civility Pledge to be used by the Village of Bourbonnais 

Motion by Trustee Angie Serafini, second by Trustee Rick Fischer to read Resolution 23-1536 by title only.

> Following the reading by Clerk Simeur, HR Manager Sue Pranskus gave an overview on said Resolution. This Civility Pledge is encouraged by the Illinois Municipal League to bring down the tone and temper of some of the government business that we have seen nationwide. It is to remind ourselves that we all have different opinions and views, but we are all trying to achieve a common goal to be respectful of others and keep our focus on the work. IML has suggested a pledge which was displayed (on Board Docs). 

Motion by Trustee Angie Serafini, second by Trustee Rick Fischer to adopt Resolution 23-1536. Final Resolution: Motion Carried

> Mayor Schore, Clerk Simeur, Trustee Fischer, Trustee King, Trustee Keast, Trustee Serafini, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Mike Van Mill stood and recited the Civility Pledge (on Board Docs), and signed this Civility Pledge attached to the legislation. 

Action, Resolution: B. RESOLUTION NO. 23-1535 - A Resolution Approving Travel, Meal, and Lodging Expenses for Chief Jim Phelps to Attend the Mid-States Organized Crime Information Center 43rd Annual Training Conference

Action, Ordinance: C. ORDINANCE NO. 23-2385 - An Ordinance Amending Section 3.21(F) (Insurance Coverage) of the Employee Handbook for the Village of Bourbonnais (SECOND READING)

> Following the second reading by Clerk Simeur, Mrs. Pranskus gave an overview on said Ordinance. Stating the Village is adopting language in the Employee Handbook so it will match the collective bargaining agreements, making it a Village-wide policy for handling retirees' health care coverage program.

Action, Ordinance: D. ORDINANCE NO. 23-2387 - An Ordinance Amending Chapter 4, Alcoholic Liquors of the Municipal Code of the Village of Bourbonnais, Illinois Creating the P Class License (SECOND READING) 

Motion by Trustee Angie Serafini, second by Trustee Randy King to read Ordinance 23-2387 by title only. Motion Carried

> Following the second reading by Clerk Simeur, Attorney Dunn gave an overview on said Ordinance. This creates a new type of liquor license "Class P" which would allow the sale of all types of packaged alcoholic liquors at gas stations and convenience stores, there is a limit to the total square footage for the display of liquor sales, limitations on the hours, and other restrictions (on Board Docs).

Information: E. Administration Committee 

> Trustee Serafini stated the Village will be hosting free Movies in the Park every second Friday of the month. Friday, June 9th the movie "The Minions: The Rise of Gru" will premiere at Patriot Park beginning at dusk (8:30 PM). 

> Trustee Serafini stated the Village will be hosting a free Yoga in the Park by Olive Branch Yoga at Cavalier Park every Saturday in June starting at 8:30 AM. 

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair Action, Ordinance: A. ORDINANCE NO. 23-2389 - An Ordinance Granting a Variance for Certain Property within the Village of Bourbonnais Concerning Case PV23-0002 at 726 Deer Lane, Bourbonnais, IL 60914 (FIRST READING) 

> Following the reading by Clerk Simeur, Trustee Keast gave an overview said Ordinance, stating this is for a corner lot that we are granting a variance of 3 feet to the property so the house can fit on the property properly. 

Motion by Trustee Jeff Keast, second by Trustee Randy King to suspend the rules and do a second reading tonight on Ordinance 23-2389. 

Motion Carried

Action, Ordinance: B. ORDINANCE NO. 23-2390 - An Ordinance Amending the Zoning Classification of Properties Commonly Referred to as 336, 352, and 368 S. Rivard Street, Bourbonnais, IL 60914 (FIRST READING) 

> Following the first reading by Clerk Simeur, Ms. Cyr stated we are rezoning these 3 properties from R-5 to B-2 so it's consistent with that area. 

Action, Ordinance: C. ORDINANCE NO. 23-2391 - An Ordinance Amending the Zoning Classification of Properties Commonly Referred to as 404 S. Rivard Street, Bourbonnais, IL (FIRST READING) 

> Following the first reading by Clerk Simeur, Trustee Keast stated the same request as above. 

Information: D. C&ED Committee 

Trustee Keast gave an update from the Building Department: 

> The Village is now up to 6 new home permits, exceeding the number of permits issued at this time last year. 

> Valuation is almost $20M higher than last year, due to the Village Green project. 

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair 

Information: A. Police Committee 

> Trustee Greenlee announced Bourbonnais Police and local law enforcement are participating in the Torch Run on Wednesday, June 7, 2023, please meet at the ONU's ROTC building around 3:00 to cheer them on. Donations will be accepted at the Police Station for Special Olympics. 

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair 

Information: A. Public Works Committee 

> Public Works Superintendent Terry Memenga gave an update: 

> Mowing continues; summer workers have all started; rehab project at Marcotte Park; Jordan Park Community Garden water has been hooked up; Route 102 re-pavement project continues; before the MFT project begins we will be improving curb failures in-house; and mosquito spraying will begin tonight. 

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair - Absent - Trustee Jeff Keast filled in Information: A. Utility Committee 

> Trustee Keast stated the Utility Committee met on May 18, and four utility companies (Aqua, Nicor, ComEd, and Republic) gave presentations regarding their capital improvement plans.
