1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance led by Rhea Greenlee

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance Treasurer Ron Riebe, Attorney Patrick Dunn and Administrator Mike Van Mill

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from June 19, 2023

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to approve the Regular Board Meeting Minutes from June 19, 2023.

Final Resolution: Motion Carried

Action, Accounts Payable: A. Finance Committee - Consideration of the June 29, 2023 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list as presented.

Final Resolution: Motion Carried

Action, Ordinance: B. ORDINANCE NO. 23-2394 - An Ordinance Making Appropriations for Corporate and Other Purposes of the Village of Bourbonnais, Kankakee County, Illinois for the Fiscal Year Ending April 30, 2024 (FIRST READING)

> Following the first reading by Clerk Simeur, Finance Director Tara Latz gave an overview of said Ordinance. This establishes the legal spending limit for the fiscal year 2024 and includes all funds of the Village, which are the General, Motor Fuel Tax, Special Tax Allocation (TIF), Business District, and Debt Service Funds. The General Fund appropriation is $33,581,212, and the Special fund's combined total appropriation is $5,978,725, which makes the total Village-wide appropriation $39,559,937 for FY2024. The main reason for the increase versus the prior year is due to our municipal campus project construction costs. This Ordinance establishes a legal ceiling of spending, that the Village is authorized to do during the fiscal year and does not reflect the internally used budget document the Board passed in May 2023 when the fiscal year began.

Action, Resolution: C. RESOLUTION NO. 23-1540 - A Resolution Approving an Agreement between the Village of Bourbonnais and Flock Safety for License Plate Reader Software and Services

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to read Resolution 23-1539 by title only. Motion Carried

Following the reading by Clerk Simeur, Deputy Chief Anderson gave an overview on said Resolution. This will lock in our pricing for the license plate reader cameras for 5 years.

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to adopt Resolution 23-1539. Final Resolution: Motion Carried

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Resolution: A. RESOLUTION NO. 23-1539 - A Resolution Approving an Agreement between the Village of Bourbonnais and GoGov for Software and Subscription Services

Motion by Trustee Angie Serafini, second by Trustee Jeff Keast to read Resolution 23-1539 by title only. Motion Carried

Following the reading by Clerk Simeur, Marketing Manager Lindy Casey gave an overview on said Resolution. This will increase the Village's communications for various reporting and notifications to our citizens. The App will allow our citizens to have one location where they can view all the information for the Village, report things to the Village, and have instant information in their hands.

Motion by Trustee Angie Serafini, second by Trustee Jeff Keast to adopt Resolution 23-1539. Final Resolution: Motion Carried

Information: B. Administration Committee

> Trustee Serafini gave an update on events:

> Thanked all those who volunteered for the Friendship Festival last week and all those who attended.

> Next Movie in the Park will be held on Friday, July 14 at Meadowbrook Park - Disney's "Turning Red" at 8:30 PM.

> The Village and Olive Branch's Yoga in the Park just wrapped up this past Saturday in June. Had a wonderful outdoor experience with the community, and it was well attended. We plan to host a Pop-Up Yoga on August 3.

> 3rd Annual Bourbonnais Food Truck Fest will occur on Saturday, August 19 from 2:00 - 10:00 PM. Due to the campus construction, the event will be held at BrickStone Brewery Production Facility. For more please visit the Village's website or Facebook page.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair - None

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee asked Deputy Chief Anderson for an overview of the Friendship Festival overtime hours 278.75 overtime hours by uniformed Patrol Officers, 60 overtime hours by the PD Administration extra security for the 5-day event, a total cost of $18,150. Overall Chief Phelps was pleased with the outcome considering the construction with the crowds of people and we had only two arrests that occurred.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King asked Superintendent Terry Memenga for an update:

> Active week adding support for the Friendship Festival.

> Routine maintenance and focusing on tree trimming.

> Milling continues at 5000 & 6000 North Road and will start sometime soon in-town and will occur at nighttime. IDOT was very cooperative with their work schedule during the Friendship Festival.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Information: A. Utility Committee

> Trustee Littrell reported garbage will be picked up a day late due to the 4th of July holiday.

> Thanked Mr. Memenga and staff on park repairs that were called in by residents.

Information: A. Mayor Updates

> Mayor Schore thanked all those involved in the Friendship Festival including the Committee, Police, Public Works, and Johnson-Downs. It was a successful 5-day event even with the construction on the Village property.

> Village offices will be closed on Tuesday, July 4, 2023

> Next Regular Board meeting will be held on Monday, July 17, 2023, at 5:30 PM
