> Following the second reading by Clerk Simeur, Assistant Administrator Laurie Cyr explained this Change Order #8 in the amount of $69,927 which addresses multiple comments and revisions on the construction of the project including a change to water service line modification, adding plumbing and electrical to the concession stand for an ice maker, decommissioning of the irrigation system, trim on electrical boxes, and additional stain and painting on the pavilion.

> Following the second reading by Clerk Simeur, Ms. Cyr explained this is Change Order #9 modifying the plans and adding two showers to the restroom facilities adjacent to the splash pad. This is due to the State of Illinois Health Department requiring this addition to the original plan.

Action, Ordinance: E. ORDINANCE NO. 23-2406 - An Ordinance Authorizing and Approving an Equipment Lease with Enterprise Fleet Management for Two Silverado 2500HD Trucks (FIRST READING)

> Following the second reading by Clerk Simeur, Mrs. Latz explained the Village currently leases pickup trucks from Enterprise Fleet Management and has done so since 2019. We were informed by our Rep that we received an allocation for two heavy-duty Silverado 2500 pickup trucks to place on order for the 2024 factory with General Motors. We decided to seize the opportunity since we do have some older trucks (11 and 12 years old) that are requiring more maintenance as they age and replace them. The trucks will be built in the spring of 2024 and delivered in May of the new fiscal year.

Motion by Trustee Rick Fischer, second by Trustee Randy King to suspend the rules and have a second reading on Ordinance 23-2406 tonight.

> Following the reading by Clerk Simeur, Mrs. Latz explained this is a support Resolution for the extension for the Village's Industrial TIF which mainly surrounds the I-57 interchange area near exit 318. This TIF runs through 2029, and an extension would grant another 12 years. This will give us additional time to continue to incentivize future economic development within our community. Approval is needed at the State level, so it is our goal to have the needed support to pass on to our legislators when they attend the fall session in Springfield.

> Trustee Serafini gave an update on events:

> Friday, August 11 is Movie in the Park featuring Lightyear at around 8:00 PM at Granger Park at 209 Belmont Avenue. Free popcorn will be available and bring chairs and blankets for seating.

> Third Annual Food Truck Fest returns on Saturday, August 19 from 2:00-10:00 PM at the Brickstone Production facility. End of summer community celebration will feature 16 food trucks, live music all day, kid zone, free activities, and admission. Visit the Village's Facebook page and website for more information. Seating is limited, bring lawn chairs and blankets to enjoy the event.

Action, Ordinance: A. ORDINANCE NO. 23-2399 - An Ordinance Authorizing the Execution of an Annexation Agreement by the Village of Bourbonnais, Illinois with Randall and Lynn Millikan for Lot 9 of Pottawatamie Grove Second Subdivision (PIN 17-08-24-305-017) (SECOND READING)

Action, Ordinance: C. ORDINANCE NO. 23-2401 - An Ordinance Authorizing and Approving a Jurisdictional Boundary Line Agreement Between the Village of Bourbonnais and the Village of Manteno (FIRST READING)

> Following the first reading by Clerk Simeur, Attorney Dunn explained this Ordinance will approve the Boundary Line Agreement between the Village of Manteno and Bourbonnais that we had the Public Hearing on previously. A map is provided (on Board Docs) where you can see where the lines are drawn at and are essentially for growth and orderly zoning.

Action, Ordinance: D. ORDINANCE NO. 23-2402 - An Ordinance Amending Chapter 36 Sec. 36-7-10. Porches, Patios, Decks and Stoops of the Municipal Code of the Village of Bourbonnais, Illinois (FIRST READING)

> Following the first reading by Clerk Simeur, Ms. Cyr explained we had a previous Public Hearing in front of the Planning Commission last month to amend this part of the Zoning Code to allow for porches, decks, and stoops on the front of a building to extend 4-feet into the building set back.

Action, Ordinance: E. ORDINANCE NO. 23-2403 - An Ordinance Granting a Special Use Permit for Childcare Services (NAIC Code 624410) to PIN: 17-09-17-302-005 (165 Mohawk Drive) in the B-1 Zoning District (FIRST READING)

> Following the first reading by Clerk Simeur, Ms. Cyr explained Thompson's Tiny Tots applied for a Special Use at the July Planning Commission meeting for a childcare facility at 165 Mohawk Drive which is zoned B-1. The space will allow for 90-day care spots and create 15 jobs within the Village. Daycare services hours will be 6:00 AM to midnight, Monday through Saturday for children 6 weeks old to 12 years old, and bus services will be provided for some school children. Tiny Tots will be required to upgrade the building for fire codes, safety alarms, lights and will have to put a Knox Box on the front door for the fire department. Once approved they will apply for a license with the State.

Action, Ordinance: F. ORDINANCE NO. 23-2405 - An Ordinance Amending Section 36-5-9 Storing of Recreational Vehicles in the Bourbonnais Zoning Code (FIRST READING)

> Following the first reading by Clerk Simeur, Ms. Cyr explained in 2019 the Village amended Chapter 36 - Zoning Code, and inadvertently modified a section of our code regarding the storage of recreational vehicles. This Ordinance will amend Chapter 36 clarifying where RV's can be stored on residential properties which have to be on the side and behind the garage for storage on a hard surface.

> Trustee Keast gave an update from the building department:

> Last month we had 4 new single-family home permit requests.

> We have 625 total issued permits YTD compared to 496 last year.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Action, Ordinance: A. ORDINANCE NO. 23-2407 - An Ordinance Amending Chapter 19, Article III of the Municipal Code of the Village of Bourbonnais, Illinois Regarding Parking Fees (FIRST READING)

> Following the first reading by Clerk Simeur, Chief Phelps explained this increases the fine amount on our parking violations to be comparable with nearby communities, and the first increase in over 20 years.

Action, Ordinance: B. ORDINANCE NO. 23-2408 - An Ordinance Amending Chapter 24, Section 24-1, and Section 24-32, Regarding Solicitors, of the Municipal Code of the Village of Bourbonnais, Illinois (FIRST READING)

> Following the first reading by Clerk Simeur, Attorney Dunn explained this will increase the fees for issuing a registration for solicitors who come to the Village. There will be a $50 application, $100 issuance fee and will increase the fines for those who do not get the license who are supposed to.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King read a memo from Public Works Superintendent Terry Memenga with the following updates: > Team members have been busy pouring concrete sidewalks in various areas eliminating trip hazards. > Tree trimming is taking place along the right-of-ways.

> Village wide cleanup of branches from the July 30 storm.

> Municipal pond is being treated and cleaned due to algae issues.

> Route 102 project continues, and Davis Concrete continues on sidewalk improvements.
