Meeting called to Order / Pledge

Roll Call was taken, all members present

*Motion to approve minutes from previous 7/17/23 meeting, with correction to Ordinance #O-7-23-3

Motion: Morgan 2nd: Danahey

Motion Carried 6-0-0

Public comments: J.D. Dykema gave a report to their findings on projected electrical needs for the GP Fest, downtown on Taylor St.

Dick Misseno would like to expand his business to sell cars at their 201 S. Main location, and asked how to proceed. He already has necessary licensing. Pres. Hawkins spoke that proper zoning will be needed.

*Motion to approve Bills for Payment: <7/18/23 General Fund $150.00, <8/03/23 General Fund $34,585.04, M.F.T. $1,008.14, Fest Fund $867.44, T.I.F. $6,963.50, Payroll <7/22/23 $19,291.01, $140.00

Departmental Reports:

Clerk Dillman: no report

Attorney report: an updated park rental agreement has been sent to members for review

Engineer report: RT 1 pathway delayed a couple weeks, due to AT&T needing to move control boxes

Ordinance & Insurance, Wiedl:

*Second reading held Ordinance O-7-23-1, approving and ratifying certain additional expenditures during the FY 22/23 fiscal year

*Second reading held approving Ordinance O-7-23-2, supplementing the appropriations for corporate purposes for the fiscal year beginning May 1, 2022 and ending April 30, 2023, for the Village of Grant Park, Illinois

Motion Carried 5-1-0 Danahey, no

*Second reading held approving Ordinance O-7-23-4 approving the salary and other compensation for all appointed officers and employees of the Village of Grant Park, Illinois for the fiscal year 2023/2024

*Motion to waive first reading Ordinance O-08-23-1 amending Ordinance No.2014-015 entitled “an Ordinance establishing the Kankakee County Enterprise Zone and the boundaries thereof in the Village of Grant Park”

Streets & Alleys, Danahey: 9000N Rd. has been tar & chipped, sand distributed at the parks, trees trimmed, and asked on update on Hilgert Park parking (Working on a grant) President Hawkins made a point to thank JD for his quick actions after the storm to get the town cleaned up on Saturday.

Camera quote discussion, tabled, waiting for second quote

Finance, Morgan: no report spoke of the video camera being tested at the meeting

Community outreach, Detloff: spoke of wanting to purchase banners for the car show, trash receptacles for the Fest have been ordered, porta pots have been ordered

Building & Grounds, Bruni: Party in the Park this Friday 6-9PM, an order of chairs for the Community Center has been placed

*Motion to hire Deann Gillium to clean Police Dept. and Village Hall at $25 per cleaning

Motion: Bruni 2nd: Wiedl

Motion Carried 6-0-0

Law Enforcement, Whorrall: A report of last month’s calls was given.

Chief Frey: gave a report on the recent robbery at the Circle-K, and other vehicles broke in to. Reported that all vehicles were left unlocked, and to lock your vehicles. The stolen truck has been recovered

Pres. Hawkins:

Fest flyers are ready to go to the printers

A “key” audit will be taken of trustees, and employees

Village Communication: a reminder that Pres. Hawkins will not respond to text messages, due to “Foia”. Chief Frey asked if informational texts were an issue with this, the lawyer will advise.
