Action, Ordinance: B. ORDINANCE NO. 23-2410 - An Ordinance Authorizing Renewal of Aggregation Program for Electrical Load (FIRST READING)

> Following the reading by Clerk Simeur, Finance Director Tara Latz explained this is to adopt a new electrical aggregation program. Our previous program has concluded, and this will renew the program for another year. Electrical aggregation is the bulk purchasing of electricity in order to save money for our residents. This program will lock in a rate that is lower than the current Com Ed rate and will guarantee that residents save money for the first 6 months of the program. Residents will likely continue the savings into next year when the Com Ed rate is expected to rise. Letters to residents will go out this fall to explain this program, and they will have the option to opt-out if they so choose anytime.

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to suspend the rules and have a second reading on Ordinance 23-2410 tonight.

Action, Ordinance: C. ORDINANCE NO. 23-2411 - An Ordinance Authorizing and Approving Contracting with Xtraice for a Synthetic Ice Rink (FIRST READING)

> Following the first reading by Clerk Simeur, Assistant Administrator Laurie Cyr explained we requested 3 different bids to purchase a synthetic ice rink for the Village to be associated with the Campus Plan. We have chosen the company Xtraice for this purchase, we will be using a $50,000 grant received from the Kankakee County Visitors Bureau for a portion of the cost.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 23-2404 - An Ordinance Amending Chapter 4, Alcoholic Liquors of the Municipal Code of the Village of Bourbonnais, Illinois Creating 4 Class P Licenses in Total (SECOND READING)

Motion by Trustee Angie Serafini, second by Trustee Rick Fischer to read Ordinance 23-2404 by title only. Motion Carried

> Following the second reading by Clerk Simeur, Attorney Dunn explained this Ordinance will create two additional Class P licenses for gas stations to sell alcohol. We have two applicants for this license - Circle K at two different locations.

> Trustee Serafini gave an update on events:

> Thank you to all those who attended, volunteered, and sponsored the Food Truck Fest this past weekend.

> Final Movie in the Park will be on Friday, September 8 at dusk featuring Super Mario Brothers movie at Keno Park.

> Final Yoga in the Park by Olive Branch Yoga will be on Saturday, September 9 from 8:30 - 9:30 AM at Cavalier de LaSalle Park.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance: A. ORDINANCE NO. 23-2401 - An Ordinance Authorizing and Approving a Jurisdictional Boundary Line Agreement Between the Village of Bourbonnais and the Village of Manteno (SECOND READING)

Motion by Trustee Jeff Keast, second by Trustee Randy King to read Ordinance 23-2401 by title only. Motion Carried

> Following the second reading by Clerk Simeur, Mr. Van Mill stated this establishes the growth boundary for Bourbonnais and Manteno which includes a revenue sharing agreement and provisions for jurisdictional transfer of some road responsibilities on 1000 and 7000 Roads. Manteno has already approved this agreement at their last Board meeting.

> Following the second reading by Clerk Simeur, Ms. Cyr explained in 2019 we re-wrote the Zoning Code Ordinance and accidently omitted the Storage of Recreational Vehicles section that says the RV's can be stored on residential properties on the side or behind the garage on a hard surface, and we are requesting to put this information back into the Zoning Code.

Action, Ordinance: D. ORDINANCE NO. 23-2409 - An Ordinance Amending Section 36-10-6 Zoning District Use Table and Creating a New Section 36-10-1(j) Banquet Facilities with Catering Staff Special Use Permits in the R-1 and R-7 Requirements in the Bourbonnais Zoning Code (FIRST READING)

> Following the first reading by Clerk Simeur, Ms. Cyr explained this is amending the Zoning Use table to have catering staff as a special use in an R-1 and R-7. There is already a permitted use in B1 and B2 with certain criteria if they apply for a special use in those zoning districts including the size of the property, bathroom facilities, parking, etc. that will be required as part of that special use.

Action, Ordinance: A. ORDINANCE NO. 23-2407 - An Ordinance Amending Chapter 19, Article III of the Municipal Code of the Village of Bourbonnais, Illinois Regarding Parking Fees (SECOND READING)

> Following the second reading by Clerk Simeur, Attorney Dunn stated this increases some of the fees associated with applying for Solicitors permit that the Village issues, it also amends certain parts of the Code concerning how long the solicitor permit lasts.

Information: C. Police Committee

> Deputy Chief Anderson gave an update:

> Read a letter from our new School Resource Officer Andy Cox in regard to opening of schools this week, please be aware and follow safety precautions.

> Update on Shop with the Cop last week - 8 officers, Ms. Larson, Mrs. Anderson and himself took 14 Bourbonnais students back to school shopping at Meijer. Ages ranged from kindergarten through 8th grade. After they shopped they went back to the Police department and enjoyed pizza. Thank you to all of those who donated throughout year to fund this special event.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King stated a Public Works meeting was held last week and discussed many projects. It was decided to move forward with a Resolution approving the Kankakee County Natural Hazard Mitigation Plan. Also discussed sidewalk hazard program, tree trimming issue, the pond algae issues, snowplow plans, and road assessment surface plan.

> Superintendent Memenga gave an update on Public Works projects:

> Route 102 IDOT project is moving along, should be completed by mid-September.

> Aqua will be doing a main line update at Career Center Road & Marcotte Park very soon.

> Davis Concrete has finished pouring all of the sidewalks along Route 102.

> KVCC has started doing the MFT project.

> Summer help is finishing up for the season, and grateful to have had their assistance.

Information: A. Mayor Updates

> 3rd Annual Food Truck Fest was a big success, thank you to Brickstone Brewery for allowing us to host the event on their property. Thank you to all the sponsors whose financial aid helped make this event free to the community. Thank you to everyone involved with planning this event and volunteering their time as well as the Public Works and Police Departments for their assistance.

> Back-to-School reminder to use caution while driving, be aware of school speed zones, school crossings, bus awareness and safety, and please put the cell phones down, it could save lives.

> Village offices will be closed on Monday, September 4 in observance of Labor Day holiday.

> Next Regular Board meeting will be held on Tuesday, September 5 at 5:30 PM in the Municipal Center Board room due to the Labor Day holiday.

17. OLD BUSINESS

> Trustee King asked Superintendent Memenga to give an update on the walking path near Patriot Way and Liberty School.

> Mr. Memenga explained the area has been measured out for the layout of the sidewalk and will need to have an Engineer give an elevation reading. Excavation should begin in September and will need 30-45 days to complete this sidewalk project.
