> Following the reading by Clerk Simeur, Assistant Administrator Laurie Cyr explained this is to approve a contract with Xtraice to purchase a synthetic ice rink that will be added to the Village's Campus plan at a cost of $131,479.50. We will be using a $50,000 grant received from the Kankakee County Convention & Visitors Bureau for a portion of the cost.

Action, Ordinance: A. ORDINANCE NO. 23-2409 - An Ordinance Amending Section 36-10-6 Zoning District Use Table and Creating a New Section 36-10-1(j) Banquet Facilities with Catering Staff Special Use Permits in the R-1 and R-7 Requirements in the Bourbonnais Zoning Code (SECOND READING)

Action, Ordinance: B. ORDINANCE NO. 23-2412 - An Ordinance Approving an Agreement for Professional Services from Kimley-Horn Concerning a Master Plan for Riverfront Park (FIRST READING)
> Following the first reading by Clerk Simeur, Ms. Cyr explained we would like to hire Kimley-Horn for their services to create a Master Plan for Riverfront Par, which is located along the Kankakee River. Looking at improving existing amenities along with creating new ones to make it ADA accessible with a fishing pier, etc.

> Trustee Keast gave an update from the building department:
> We have 724 total issued permits YTD compared to 605 last year at the same time.
> Current valuations are a little over $30M compared to just under $10M last year.

> Trustee Greenlee welcomed Patrolman Doyle to the department.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair
Action, Resolution: A. RESOLUTION NO. 23-1547 - A Resolution of the Village of Bourbonnais Adopting the 2023 Kankakee County Multi-Jurisdiction Natural Hazards Mitigation Plan

> Superintendent Terry Memenga spoke on highlights from the Public Works International Conference - 16 countries represented, and 3,200 members of the PW Association were present.
> Mr. Memenga gave an update on Public Works projects:
> Hazardous sidewalk replacements for residents are almost finished. They completed 25+ addresses so far, and they will be creating a sidewalk plan for next year.
> Layout work has started for the Patriot Way at Liberty School sidewalk project.
> KVCC continues with the MFT project, and they should be done by the end of the week.
> Route 102 project continues, and they are resetting the manhole frames currently during the daytime hours. They should be striping soon and completed in two weeks.
11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair
> Trustee Littrell stated due to the Labor Day Holiday, garbage will be picked up a day late by Republic Services.
> Village of Bourbonnais has ended the discount to residents for garbage services utilizing ARPA funds these last two years. Republic Services will be sending out letters explaining the new garbage rate increase.

Information: A. Mayor Updates
> The Board of Police & Fire Commissioners are accepting applications for the position of Lateral Entry Police Officers. Per contract the new hire who completes the required field training and a 12-month probationary period will receive a $2,000 stipend. Requirements to apply can be found on the Village's website.
> The Village had the recent pleasure of having Lucas from St. Paul's Lutheran school as "Mayor for the Day". Thank you to all of those who assisted with Lucas' day at the Village.

18. PUBLIC COMMENTS
> Resident Jan St. John who lives in Briarcliff addressed the Board. Mrs. St. John read a letter from her family and neighbors who live on Briarcliff Lane between Guildford Drive and Exeter Turn in regard to the speeding that occurs in this area. They are requesting the Village to make some type of change to slow traffic down.
> Another resident from Briarcliff stated his concerns of speeding cars and the safety of families in the area who are walking and riding their bikes area near the walking path.
