Village of Bourbonnais Finance Committee met Sept. 13.

Here are the minutes provided by the committee:

1. Meeting Opening

Meeting called to order at 4:00 PM by Trustee Rick Fischer

Discussion: A. Roll Call - Trustee Rick Fischer

Members present: Mayor Paul Schore, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, Administrator Michael Van Mill, Finance Director Tara Latz, Deputy Chief Dave Anderson, Public Works Superintendent Terry Memenga, Admin Assistant Margie Beach, and Commander Brent Barrie (arrived 4:05). Absent: Trustee Bruce Greenlee

2. Review and Approve Committee Minutes

Action, Minutes: A. Finance Committee Minutes from August 30, 2023

Motion by Trustee Jack Littrell, second by Trustee Jeff Keast to approve the Finance Committee minutes from August 30, 2023 as presented.

Final Resolution: Motion Carried

Aye: Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini

3. Bill Lists

Accounts Payable: A. General Fund

> Questions on invoices and payments were discussed.

The General fund bill list was reviewed and the Finance Committee agreed to proceed with payment of the bills at the next Regular Board meeting on September 18, 2023.

Accounts Payable: B. Special Fund

The Special fund bill list was reviewed and the Finance Committee agreed to proceed with payment of the bills at the next Regular Board meeting on September 18, 2023.

4. Other Business

Discussion: A. Kankakee County Drug Free, Inc. Annual Fall Dinner Sponsorship Request

> Mrs. Latz explained we received a sponsorship request from the Kankakee County Drug Free Annual Fall Dinner & Auction which will be held in October.

Finance Committee agrees to not sponsor but will provide a Village raffle basket.

Discussion: B. Turkey for Tots Fall Fest Donation Request

> Mrs. Latz explained we received a request from the Kankakee County Annual Turkey for Tots Fall Fest where proceeds will benefit underprivileged kids Christmas shopping. Discussion was had that the Village supports a similar cause through Shop With A Cop each holiday season.

Finance Committee agrees to decline this donation request at this time.

Discussion: C. Building Department Training Approval

> Mrs. Latz explained Eric Cyr is requesting to attend the Building & Fire Code Academy taking an Illinois Accessibility Code course October 4-5, 2023 in Elgin.

Finance Committee agrees to allow this training and legislation will be created for the next Regular Board meeting on September 18, 2023.

Discussion: D. Other

> Trustee Serafini stated she received a request for a donation for an upcoming event for the BESD #53 Fall Fest fundraiser.

Finance Committee agrees to donate a Village raffle basket for this event on September 29, 2023.

5. Old Business

Discussion: A. BESD #53 Easement Agreement

> Attorney Dunn stated he made suggestions for changes on the Agreement and the Board has reviewed. Attorney Dunn stated the next step is he will forward these changes to the School District's Attorney.

Discussion: B. PSI Development Agreement Update

>Attorney Dunn stated he has been in conversation with PSI's Attorney regarding small changes from the PSI developer, we will be responding to those. This Agreement will be ready by next week to submit back to PSI.

8. Executive Session

Action, Procedural: A. Enter into Executive Session to discuss the purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired, as allowed by 5 ILCS 120/2 (c)(5).

Motion by Trustee Randy King, second by Trustee Jack Littrell motion to enter into Executive Session to discuss the purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired, as allowed by 5 ILCS 120/2 (c)(5) at 4:18 PM. Final Resolution: Motion Carried

Aye: Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini Action, Procedural: B. Return to the Finance Meeting

Motion by Trustee Angie Serafini, second by Trustee Randy King to exit the Closed Session and return to the Finance Meeting at 4:35 PM.

Final Resolution: Motion Carried

9. Adjournment and Time

Action, Procedural: A. Adjournment & Time

Motion by Trustee Jack Littrell, second by Trustee Angie Serafini to adjourn the Finance Meeting at 4:36 PM. Final Resolution: Motion Carried
