Village of Clifton Board of Trustees met Oct. 9.

Here are the minutes provided by the board:

Call to Order 7:01p.m.

Approval of Minutes 

● Paul Hess made a motion to approve September 11, and 27, 2023. John Tammen seconded the motion. 

o Motion Passes 

Public Questions and Comments 

● Sue Hess asked if anything else had been said about the house across the street from her. Randy Gigl discussed he had talked to the Lawyer about it on Friday 

● Paul Hess asked when the burn pile would be burned, that it was piling up. Ben Potts said he had started to burn today.

Planning Commission/Zoning Board of Appeals 

Department Reports 

● Maintenance Department 

o Ben Potts discussed that the Baptist church is buying a sign to put up on the corner of 3rd and main for their church. If any church wants to buy a sign to put up, they can get ahold of Ben Potts, to have the sign put up. 

o Ben Potts discussed that if someone else is hired and his pay is taken away, that it is discrimination against a disabled vet. 

● Building and Zoning Department 

o CJ Fields contacted Ben Potts today to get a variance put in to put up a shed. Ben Potts directed him towards Pete Hinrich. 

o Sue Schafroth discussed that the tax assessor had come into the town office. That all the building permit drawings were not available. Sue asked if the papers had been put back in the town office. Dan Schultz will get a hold of Ben Potts if he needs to look at something, going forward. 

● Police Department 

o John Tammen asked about the truck, and what was going on. Right now, it has been working ok. 

o New police officer can be sworn in at any time, he does not need to wait for another meeting. 

Streets and Alleys Committee 

Water and Sewer Committee 

● Sue Schafroth made a motion to approve a water bill increase to .58 cents per 1,000 gallons, 2000 gallons will be $13.00, and 5000 gallons will be $22.00. Paul Hess seconded the motion. Discussed that other municipalities are charging more than what we are.

● Discuss ERH quote 

o Will discuss ERH at another meeting

● Discuss lift station 

o Lift station panel should be installed within a week. Discussed that the generator is going through 50 gallons of gas a day, Ben has been checking the generator, and oil every day. Ben has also been speaking with Neil and working with him on options for the sewer plant. 

Police and Public Safety Committee

Local Improvement Committee 

● Pool liner will not be installed now till the week of October 30th. Weather permitting 

Budget and Finance Committee 

● Sue Schafroth discussed the golf cart stickers, and if they can be ordered. Sue will have the office ladies get them ordered. 

Review Treasurer Report and Review Bills 

● Sufficient funds in all banking accounts right now. Swimming pool payroll found 2 weeks had not been paid, and made a negative balance of $2,227.76. Now we are starting to pay Katie out of that to maintain the pool till the pool liner comes in. Sandy is suggesting that they move $10,000 in the pool fund from General Savings. Discussion on the swimming pool, and funds that had been spent. Sue discussed she needs to go back, and look at the paperwork, to see where the money went, or how it has been spent. Meeting will be had with Katie on the way things are written, also so she can explain. 

● Sue Schafroth made a motion to move $10,00.00 to the pool fund from the general savings. Tim Goodrich seconded the motion.

● Paul Hess made a motion to approve the Treasure Report. Sue Schafroth seconded the motion.

● Tim Goodrich made a motion to pay the bills. Sue Schafroth seconded the motion.

Village President 

● Paul Hess made a motion to hire part time help, at minimum wage to finish the mowing season.

Concluding Public Questions and Comments 

● Jim Lehmkuhl, Dalton Smith, Ben Potts, and Johnathan Albright have not received anything yet for their IRA, and should have been paid already. Jim also asked if he would get interest for back pay. 

● Sue Schafroth made a motion to pay the IRA for Jim Lehmkuhl, Dalton Smith, Ben Potts, John Albright. Tim Goodrich seconded the motion.

● Ben Potts discussed his job description. Ben said he is doing the job of 5 people and he needs more help in town. He would like his contract looked at again, that he is doing a lot more than what his job description says. Went over sewer plant jobs, mowing, town duties, training. John Tammen discussed that with everything we have Ben doing he cannot keep up, but contracting out is also very expensive. 

● Sue Schafroth made a motion to go into executive session 8:42 p.m. Paul seconded the motion. 

● Came out of executive session at 9:32 p.m., 

● Randy Gigl discussed that we will find out more information from ERH, and that Ben needs to continue doing what he is now. 

● Ben Potts discussed that he wanted to know about his proposal for a raise, Randy explained he is to do what he can on the job description. Ben asked why no one has looked into what others are being paid for his job in other towns, that this keeps getting pushed aside. Randy discussed we are a community that does not have a lot of money. Jeff discussed that he has had summer help hired to help him. Sue discussed the direction now is to separate some jobs, and get some bids together. Ben is asking why we would not hire another person that it would be cheaper than to hire ERH. Further discussion on ERH and the sewer plant will be had at another meeting. 

● Tim Goodrich made a motion to adjourn at 8:09 p.m. John Tammen seconded the motion.
