Village of Bourbonnais Board of Trustees met Nov. 6.

Here are the minutes provided by the board:

1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance led by Adelynn Greenley, a 4th grade student at Liberty Intermediate School.

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Randy King, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, and Administrator Michael Van Mill. Absent: Trustee Rick Fischer, Trustee Jeff Keast and Attorney Patrick Dunn.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from October 16, 2023

Motion by Trustee Jack Littrell, second by Trustee Angie Serafini to approve the Regular Board meeting minutes from October 16, 2023.

ORDINANCE NO. 23-2419 - An Ordinance Authorizing Abatement of the Tax Levy for the $2,395,000 Taxable General Obligation Refunding Bonds (Alternate Revenue Source), Series 2021B, of the Village of Bourbonnais, Kankakee County, Illinois for the 2023 Tax Levy Year (FIRST READING)

Action, Ordinance: E. ORDINANCE NO. 23-2420 - An Ordinance Authorizing Abatement of the Tax Levy for the $1,460,000 General Obligation Bonds (Alternate Revenue Source), Series 2021A, of the Village of Bourbonnais, Kankakee County, Illinois for the 2023 Tax Levy Year (FIRST READING)

> Following the first readings by Clerk Simeur, Finance Director Tara Latz gave a summary of the four Tax Levy Abatement Ordinances. These Ordinances ensure that the upcoming year's principal and interest payments on all four outstanding bond issues will be abated from our 2023 Tax Levy request. Monies collected on the Village portion of tax bills for property within the Bourbonnais corporate limits will not include monies for debt service payments. By doing this, the Village is saving taxpayers anywhere from $175 to $612 depending on the value of the home.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Information: A. Administration Committee

> Trustee Serafini gave an update on events:

> Holiday Homes & Holly Jolly Lighting Contest registration forms are now available through November 27, register on the Village website.

> Very Merry Coloring Contest begins November 20 through December 11, visit the website for more information.

> The 4th Annual Rockin' Around the Tree Lighting ceremony will be held on Thursday, November 30 at 6:00 PM at the Triangle at 131 S. Main Street.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair - Absent - Trustee Jack Littrell filled in

Action, Ordinance: A. ORDINANCE NO. 23-2416 - An Ordinance Approving and Authorizing a Professional Services Agreement with Hitchcock Design Group Concerning Final Design and Procurement (SECOND READING)

Motion by Trustee Jack Littrell, second by Trustee Randy King to read Ordinance 23-2416 by title. Motion Carried

> Following the second reading by Clerk Simeur, Assistant Administrator Laurie Cyr explained this Ordinance is for designing the Fleur De Lis Gateway monument at the new interchange for the previously approved streetscape plan which will be done by Hitchcock Design Group in the amount of $5,750.

Motion by Trustee Jack Littrell, second by Trustee Randy King to adopt Ordinance 23-2416. Final Resolution: Motion Carried

Action, Ordinance: B. ORDINANCE NO. 23-2421 - An Ordinance Granting a Variance for Certain Property within the Village of Bourbonnais Concerning Case PV23-0003 18 N. West Avenue (FIRST READING)

Motion by Trustee Jack Littrell, second by Trustee Randy King to suspend the rules and have a second reading tonight on Ordinance 23-2421.

> Following the first reading by Clerk Simeur, Ms. Cyr explained that at the September 2023 Planning Commission meeting the applicant requested a variance to increase the height of a detached garage from 14' to 17'. The Planning Commission Board voted 5-0 to approve the variance request.

Motion by Trustee Jack Littrell, second by Trustee Randy King to read Ordinance 23-2421 by title only. Motion Carried

Action, Ordinance: C. ORDINANCE NO. 23-2422 - An Ordinance Granting a Variance for Certain Property within the Village of Bourbonnais Concerning Case PV23-0004 867-869 Pheasant Run (FIRST READING)

Motion by Trustee Jack Littrell, second by Trustee Randy King to suspend the rules and have a second reading tonight on Ordinance 23-2422.

> Following the first reading by Clerk Simeur, Ms. Cyr explained that at the September 2023 Planning Commission meeting the applicant requested an allowance for the reduction of the front yard setback in a R4 two-family residence zoning area from 25' to 23' 7" to build a duplex in Meadowbrook subdivision. The Planning Commission Board voted 5-0 to approve the variance request.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

Trustee Greenlee requested Deputy Chief Anderson to give department updates:

> Background check is occurring on a new Patrol Officer from the current hiring list. January 2024 is the next time we can send an officer to attend the academy.

> The Patrol Officer online application deadline was November 1. We received 21 applicants. The written test will occur the week of November 14. Once passed, interviews will occur in December.

> Annual County Christmas Shop with a Cop will be held on Sunday, December 10, 2023. Donations are accepted at the Village Hall or Police Department.

> Trustee Greenlee stated this Saturday is Veteran's Day, thank you to all of those who have served.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

Trustee King read a memo from Superintendent Terry Memenga on project updates: > Sidewalk Crew - installation of the Patriot Path has been completed, and restoration will be done, weather permitting. Completed all other sidewalk repairs for the season.

> The IDOT Route 102 project update is almost complete.

> Brush collection has concluded for the season, we will start back up on March 20, 2024. Republic Services will continue to collect yard waste until the end of November.

> Training on the installation and assembly of the synthetic ice rink will occur in 2 weeks.

> Christmas light decorating has begun.
