Meeting called to order at 5:30 PM by Village President Paul Schore

1. CALL TO ORDER

Procedural: A. Pledge of Allegiance led by the Scouts from Troop 324

Procedural: B. Roll Call - Village Deputy Clerk Margie Beach

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn and Administrator Michael Van Mill. Absent: Village Clerk Brian Simeur

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from January 16, 2024

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to approve the Regular Board Meeting Minutes from January 16, 2024, as presented.

Mayor Schore requested permission from the Board to move Agenda Item 15.A. up in the meeting.

15. VILLAGE PRESIDENT'S REPORT - Paul Schore

Action, Proclamation: A. PROCLAMATION NO. 24-357 - A Proclamation Designating February 4-February 10, 2024 as "Scout Week" in the Village of Bourbonnais, Illinois

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to read Proclamation No. 24-357 in it's entirety. Final Resolution: Motion Carried

Action, Accounts Payable: A. Finance Committee - Consideration of the February 5, 2024 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list, as presented.

Action, Ordinance: B. ORDINANCE NO. 24-2433 - An Ordinance Approving and Ratifying a Request for Change Order #11 to the Bourbonnais Village Green (SECOND READING)

➤ Following the second reading by Deputy Clerk Beach, Assistant Administrator Laurie Cyr explained Change Order #11 in the amount of $72,582 is for 5 items. The Change Orders were the result of utility fiber optics conflicts, modification to the storm water installation, storm sewer installation on Stratford Drive, and a water line repair that was damaged by Com Ed subcontractors (should be reimbursed).

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to read Ordinance 24-2433 by title only. Final Resolution: Motion Carried

Action, Ordinance: C. ORDINANCE NO. 24-2435 - An Ordinance Approving and Authorizing the Execution of an Agreement with CCTMO LLC Concerning an Amended Third Amendment to Ground Lease (FIRST READING)

➤ Following the first reading by Deputy Clerk Beach, Attorney Dunn explained this is to amend the Dish Network Cell Tower Amendment Agreement with CCTMO LLC. The amendment that was passed in December inadvertently had an incorrect rate in the escalation schedule, which needed to be changed from 12% to 6% annually.

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to suspend the rules and have a second reading tonight on Ordinance 24-2435.

Action, Ordinance: D. ORDINANCE NO. 24-2436 - An Ordinance Approving and Authorizing a Proposal for Architecture Services for the Administration Building Doorways (FIRST READING) 

➤ Following the first reading by Deputy Clerk Beach, Ms. Cyr explained this is for professional services from Alliance Architects to design a new ADA vestibule entrance at the Administration office at a cost of $7,250.

Action, Ordinance: E. ORDINANCE NO. 24-2437 - An Ordinance Authorizing, Approving and Ratifying the Leasing of New Vehicles with Enterprise Fleet Management (FIRST READING)

➤ Following the first reading by Deputy Clerk Beach, Finance Director Tara Latz explained the current lease program with Enterprise Fleet Management that began in 2019, is a 5-year lease agreement which will end this summer. We were notified from Enterprise that General Motors had opened a short ordering window for pickup trucks and SUV's. This gave us an opportunity to place orders to replace a portion of the fleet while the equity position in the vehicles is still high. New vehicles will also keep our maintenance costs low. In total, 8 orders were placed, 6 light duty Silverado 1500 pickup trucks for Public Works, and 2 SUV's for the Building department. The lead time on these vehicles is approximately 6 months, which will time out to this summer.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 24-2434 - An Ordinance Amending Chapter 4, Alcoholic Liquors, Article III, Section 4-39(n) of the Municipal Code of the Village of Bourbonnais, Illinois (FIRST READING)

➤ Following the first reading by Deputy Clerk Beach, Attorney Dunn explained this Ordinance will increase the Liquor License fees for truck stop establishments (Class N) from $2,500 to $3,000 annually.

Action, Resolution: B. RESOLUTION NO. 24-1555 - A Resolution Approving Travel, Meal, and Lodging Expenses for Paul Hafner to Attend the 2024 Illinois Association for Floodplain and Storm Water Conference March 12-13, 2024

Motion by Trustee Angie Serafini, second by Trustee Jeff Keast to read Resolution 24-1555 by title only. Final Resolution: Motion Carried

➤ Following the first reading by Deputy Clerk Beach, Mr. Van Mill explained that this is to attend the State Floodplain Conference. The Village participates in the National Flood Insurance Program and as a result, we are required to provide training to staff that administer and enforce the floodplain regulations.

Motion by Trustee Angie Serafini, second by Trustee Randy King to adopt Resolution 24-1555. Final Resolution: Motion Carried

Trustee Serafini announced upcoming events:

➤ Scout Day will return this Wednesday February 7, 2024 from 11:00 - 3:30 PM.

➤ St. Patrick's Senior Dinner will be held on Wednesday, March 13, 2024 at the Quality Inn. Tickets are $10 each and can be purchased at any Bourbonnais Township Park District facilities until March 1, 2024.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair Information: A. Community & Economic Development Committee

Trustee Keast gave an update from the Building Department

➤ As of January 2024 - 34 permits were issued, for a total valuation of $395,371.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

Trustee Greenlee stated the 2023 Annual Report from the Police Department was passed out for the Board to review.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair - None

Information: B. Mayor Updates

➤ Mayor Schore thanked all who helped and participated in another successful Chocolate Tour this past weekend along with all sponsors and Bishop McNamara Bourbonnais Campus for hosting the event.

➤ Mayor Schore thanked Jewel Osco for donating bottled water during the Aqua boil order incident. Jewel donated over 200+ cases of water. The Village's Public Works staff distributed water to all the grade schools, fire department, police department, daycares and nursing homes.

➤ Next Board meeting will be held on Tuesday, February 20, 2024 at 5:30 PM due to the observance of President's Day holiday.

17. OLD BUSINESS

Information: A. Old Business

➤ Trustee Littrell questioned progress reports on the Village Campus construction. Ms. Cyr stated we had a couple weeks of shut down due to snow and freezing weather. The contractors have started back up on construction, and we are still scheduled for a June opening.

18. PUBLIC COMMENTS

Procedural: A. Public Comments

➤ A Village resident commented on an issue he is having with skunks around the Bunker Hill neighborhood. He has already caught 17 skunks over the past year.

➤ Public Works Superintendent Terry Memenga responded that he has previously reached out to IDNR, to discuss this issue. He was told to hold off doing anything further until their hibernation period ends. Mayor Schore stated he will look into this further.
