Village of Bourbonnais Board of Trustees met Feb. 20.

Here are the minutes provided by the board:

Meeting called to order at 5:30 PM by Village President Paul Schore

Mayor Schore requested a moment of silence in remembrance of former Bourbonnais Mayor Terry Vaughn, who passed away on February 7, 2024, at the age of 73. Mr. Vaughn was a Mayor for one term (1989-1993), may he rest in peace.

1. CALL TO ORDER

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Michael Van Mill.

2. APPROVAL OF MINUTES

Action, Ordinance: B. ORDINANCE NO. 24-2436 - An Ordinance Approving and Authorizing a Proposal for Architecture Services for the Administration Building Doorways (SECOND READING)

➢  Following the second reading by Clerk Simeur, Administrator Michael Van Mill explained this Ordinance is for approval of the design services for the front doors of the Administration building making them ADA accessible, at a cost of $7,250.

Action, Ordinance: C. ORDINANCE NO. 24-2437 - An Ordinance Authorizing, Approving and Ratifying the Leasing of New Vehicles with Enterprise Fleet Management (SECOND READING)

➢  Following the second reading by Clerk Simeur, Finance Director Tara Latz explained the Village currently leases pickup trucks from Enterprise Fleet Management, which began in 2019. It is a 5-year lease agreement that will end this summer. We were notified from Enterprise that General Motors had opened a short ordering window for pickup trucks and SUV's. This allowed us to place orders to replace a portion of the fleet while the equity position in the vehicles was still high. New vehicles will also keep our maintenance costs low. In total, 8 orders were placed, 6 light duty Silverado 1500 pickup trucks for Public Works, and 2 Blazer SUV's for the Building department. The lead time on these vehicles is approximately 6 months, which will arrive this summer.

Action, Ordinance: D. ORDINANCE NO. 24-2439 - An Ordinance Approving and Ratifying a Request for Change Order 12 to the Village Green Project (FIRST READING)

➢  Following the first reading by Clerk Simeur, Mr. Van Mill explained this is for Change Order #12, which includes 12 items. These items are the relocation of a water main, the realignment of a storm sewer, the modification to stabilize subgrade that needed to be done, and new bollards that are not part of the original design but will help with traffic safety. The total is $174,733 and should be noted that several items are under reimbursement.

Action, Ordinance: E. ORDINANCE NO. 24-2440 - An Ordinance Approving an Amendment to the Redevelopment Project and Plan for the Village of Bourbonnais Industrial Park Conservation Area Relative to a 12-Year Term Extension of the Duration of the TIF District (FIRST READING)

➢  Following the first reading by Clerk Simeur, Mrs. Latz explained this will amend the Village's original TIF Plan from 2006 when the Bourbonnais Industrial Park Conservation Area TIF was established. As reported last fall, we were successful in getting our TIF extended by the statutorily allowed 12-year period, and support was received by all the taxing bodies. This extension will allow additional time to continue to incentivize future economic development, especially around the interchange area. This is the formality to update our plan and reflect the new date, which the TIF Plan will now show a 35-year TIF instead of a 23-year TIF Plan.

➢  Mayor Schore thanked Senator Patrick Joyce and Representative Jackie Haas for getting the legislation accomplished through Springfield.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 24-2434 - An Ordinance Amending Chapter 4, Alcoholic Liquors, Article III, Section 4-39(n) of the Municipal Code of the Village of Bourbonnais, Illinois (SECOND READING)

Motion by Trustee Angie Serafini, second by Trustee Randy King to read Ordinance 24-2434 by title only. Motion Carried

➢  Following the first reading by Clerk Simeur, Attorney Dunn explained this is amending the Village's Liquor License fees for truck stop establishments (Class N), increasing the fee from $2,500 to $3,000 annually.

Motion by Trustee Angie Serafini, second by Trustee Randy King to adopt Ordinance 24-2434. Final Resolution: Motion Carried

Action, Ordinance: B. ORDINANCE NO. 24-2438 - An Ordinance Establishing Regulations of Unscheduled Intercity Buses (FIRST READING)

➢  Following the first reading by Clerk Simeur, Attorney Dunn explained this creates a new Section in Chapter 34 of the Code of Ordinances to control unscheduled Intercity Buses that have recently been problematic for other nearby communities. Many of the communities surrounding Bourbonnais have passed legislation concerning controlling these types of situations. The focus is on the safety of the passengers that would be dropped off with no place to go, or inappropriate clothing. The buses will have to give notice to the Village, and this controls where the drop off will occur so it's not random, and also sets up a fine structure for those companies that do not comply.

➢  Trustee Serafini announced Save the Date for our free Annual Easter Egg Hunt at Perry Farm on Saturday, March 23, 2024, at 10:00 AM for children ages 10 and under, please bring your own bag.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair - None

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

➢  Trustee Greenlee announced the Bourbonnais Police will be participating in the 2024 Special Olympics fundraising effort for the Law Enforcement Polar Plunge on Saturday, March 2, 2024, at the Manteno Sportsman's Club starting at 2:00 PM. Donations are accepted online or at the Police Station.

➢  Chief Phelps stated the Bourbonnais Police were presented an award for "Outstanding Financial Support" for raising a total of $19,981 in 2023 from all the events they participated in. Thank you to our generous community for their continued support.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

➢  Trustee King read a report on updates from Public Works Superintendent Terry Memenga:

➢  Holiday decorations have been removed and stored for the season.

➢  The Synthetic Ice Rink has been dismantled and stored until further use.

➢  Started the project of straightening decorative poles throughout the Village.

➢  Pothole repair is an ongoing project.

➢  New Operator started February 5 - Kelly Perez

➢  Congratulations to Frank Triveline as the new Public Works Assistant Superintendent.

➢  Used approximately 850 tons of salt so far and have about 950 tons in inventory.

➢  Providing assistance to residents concerning skunks and other wildlife, and have hired a professional trapper in neighborhoods where there have been concerns.

➢  Looking at updating our decorative light poles and using LED bulbs. Samples will be provided for the Board to review and give their preferences and then we will get a proposal put together with further discussion.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Information: A. Utility Committee

➢  Trustee Littrell stated garbage pickup this week is the regular schedule even though the President's Day holiday was on Monday.

➢  Trustee King questioned if Republic Services still picks up appliances. A resident was told they no longer pick them up, though their website states they do pick them up.

➢  Mr. Memenga stated he would have a conversation with our Republic Services Rep. It was suggested ComEd has a program for picking up refrigerators, but they would need to call for proper procedures.
