1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance led by Scarlett Rigney a 4th grade student at Bishop McNamara Catholic School.

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Michael Van Mill.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from May 6, 2024

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to approve the Regular Board Meeting Minutes from May 6, 2024, as presented.

Action, Bids: A. Bids & Quotes - 2024 MFT HMA & Concrete Program Project

> Mr. Van Mill stated two bids were opened for the 2024 MFT HMA & Concrete Program on May 13, 2024, the bid results were read (on Board Docs). It was recommended that the Board accept the lowest bid which, was under the Engineer's estimate presented by Gallagher Asphalt Corporation for $537,915.81.

Motion by Trustee Jeff Keast, second by Trustee Randy King to accept the low bid as presented for the 2024 MFT HMA and Concrete Program project to Gallagher Asphalt Corporation.

Action, Resolution: B. RESOLUTION NO. 24-1571 - A Resolution Approving and Adopting Various Budgets for the Village of Bourbonnais, Kankakee County, Illinois for Fiscal Year 2024-2025

> Following the reading by Clerk Simeur, Finance Director Tara Latz gave an overview of the Resolution adopting the various budgets for the Fiscal Year 2025 (on Board Docs). This includes:

~ The General Fund Operations budget, and budgets for the Motor Fuel Tax, Sewer, Debt Service, two TIF funds, Business District funds, and the newest fund this year Community Campus fund.

~ The General Operating budget has revenues of $13,726,655, and expenditures of $13,554,234, leaving a surplus of $172,421. Capital items in the General Fund will be discussed soon, as well as what monies are still to be spent from the bond issue that we did in 2020, and our ARPA funds which were received over the past two fiscal years but have not been fully allocated yet.

~ Motor Fuel Tax budget shows the annual road maintenance program totals $750,000 for the upcoming year. Additionally, the Village will be determining what to spend its remaining $113,000 of Rebuild Illinois Grant funds on this year.

~ The sewer fund is a pass-through fund since the Village sold the sewer system to Aqua Illinois in 2021. The revenue we receive from billing Aqua flows back out in the form of monthly payments to KRMA for operations and maintenance of the plant.

~ Debt Service fund is newly implemented this year moving our debt servicing to its separate fund for better organization purposes, this year payments will be just under $2,300,000.

~ Combined TIF fund budgets total $946,000 in expenditures and we will see many improvements based on the various development agreements in place in both the downtown and the industrial area near the interchange.

~ Business District fund accounts for all three Business Districts that the Village has in place and has an estimated revenue of $1,400,000 while the expenditures include furthering our streetscape, corridor enhancement programs, and entryway signage plans.

~ These budgets do not reflect the legal spending limit for the Village, which will occur in our Appropriations Ordinance at an upcoming Board meeting in July.

Action, Ordinance: C. ORDINANCE NO. 24-2454 - An Ordinance Authorizing, Accepting and Approving Proposals for Cleaning Services from SERVICEMASTER Building Maintenance (FIRST READING)

Motion by Trustee Rick Fischer, second by Trustee Randy King to suspend the rules and have a second reading on Ordinance 24-2454 tonight.

Motion Carried

> Following the second reading by Clerk Simeur, Mrs. Latz explained this Ordinance is to accept a proposal from Service Master Building Maintenance for the ongoing cleaning and janitorial services for all the municipal buildings and structures of the Village. The Village sent out requests for proposals in March and received 4 responses by the due date in April. After a thorough review, Service Master was selected for a period of 12 months, with an option to renew every year thereafter. This contract will also include the cleaning that will be required at the new community campus. This proposal had the lowest cost compared to the other proposals by over $9,000 annually.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Information: A. Administration Committee

> Trustee Serafini announced Yoga in the Park will resume again this year with Olive Branch Yoga on Saturday mornings from 8:30-9:30 AM during the month of June at Cavalier Park. Please arrive 10-15 minutes early and save time by completing the waiver online ahead of time. More information is available on the Village's website or Facebook page.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair - None

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee stated last Thursday there was a Police Memorial Service at the Court House and was very well attended.

> Deputy Chief Anderson gave a recap of last Friday's annual Cop on the Rooftop at Dunkin Donuts fundraiser event for Special Olympics raised over $11,300. Thanked the Community for coming out to support this fundraiser.

> The Memorial Day Campaign this year is for occupant restraint through the Step Grant

> June 5 will be the annual Torch Run which starts at 1:00 PM at the Manteno BP Amoco and runs south on Route 45 through town and meet up with Kankakee City Officers ROTC and continue the torch to Bird's Park. Asking for the community to come out and cheer them on as they run through the streets.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King read the May report from Public Works Superintendent Terry Memenga:

> Cobblestone Park Update - backstop and pavilion completed, and playground equipment installation initiated.

> Hayes Park - Planning is ongoing - Aqua service is requested, A-frame pavilion ordered, site work should begin around June 1, and many accessories ordered have arrived.

> Summer hires are completed (hired 6 workers - 3 returning from last year).

> Memorial Day flags have been installed on decorative light poles along Routes 102 and 45.

> Flagpoles in front of the Board Room are undergoing repairs. New ropes were installed, and it was discovered that the pulleys were not functioning correctly. Securing new hardware and will get repairs scheduled soon.

> We had our first group of 4th grader students from Bishop McNamara School visit the Log School House and the Letourneau Home Museum, learned about life in the 1830's. Looking forward to many more field trips by students this upcoming year.
