Village of Herscher Board of Trustees met May 20.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present, Mike Bruner, Andy Cotter, Skip Grigas, Gayle Landeck.

Jacob Wagner and Jeremy Bauer were absent.

Also, Deputy Village Clerk Vannessa Weaver, Police Chief Kurt Quick, Public Works Employee Keith Witheft, Janet Mau from The Herscher Pilot and Attorney Chris Bohlen.

Gayle Landeck moved to approve the Regular minutes of May 6, 2024; Mike Bruner seconded. All in favor. Motion carried.

STREETS:

Mike Bruner moved to approve the MFT Disbursement to Andrews Engineering for $1,250.00 for Engineering Base Fee. Skip Grigas second. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-absent, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Mike Bruner moved to approve MFT Resolution #24-02 for FY 24-25 in the amount of $220,000.00. Skip Grigas-seconded. Roll call taken: Gayle Landeck-aye, Jacob Wagner-absent, Skip Grigas-aye, Jeremy Bauer-absent, Mike Bruner-aye, and Andy Cotter-aye. All in favor; motion carried.

Andy Cotter let the Board know that they are going to start painting curbs around town.

FINANCE:

Mike Bruner presented the Accounts Payable Report totaling $65,173.65 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-absent, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Payroll presented totaled $19,575.86. Mike Bruner moved to accept payroll as presented, Skip Grigas seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck aye, Skip Grigas-aye, and Jeremy Bauer-absent. All in favor; motion carried.

Mike Bruner added:

- The Treasurer’s Report for April shows a total in all accounts of $1,669,865.12

PARKS:

Andy Cotter motion for approval that JD Tree will be removing and trimming trees for a total of $13,450.00. Mike Bruner seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck-aye, Skip Grigas-aye, and Jeremy Bauer-absent. All in favor; motion carried.

Andy Cotter let the Board know that there have been trees planted at the dog park. He added that the new score board is up at Leiser’s Park.

WATER/SEWER:

Andy Cotter let the Board know that the Water Main project on North Elm is done.

ORDINANCE:

Gayle Landeck gave an update on all Ordinance violations. She added that we have someone to do the landscaping here at the Hall and we can vote on it at the next meeting.

Gayle Landeck said to table the variance for Bonomo’s until all the neighbors get their letters.

POLICE:

Chief Quick let the Board know that the A/C went out in the old truck. He added that we have 3 of our current officers getting background checks for the State Police and will probably be getting hired.

Chief Quick added that he will be doing a car show at the Squeals and Wheels this year.

OLD BUSINESS:

NEW BUSINESS:

OPEN TO THE FLOOR:

Audrey with Surf internet stopped by to update us on what was going on with them and to see if we had any issues.

EXECUTIVE SESSION:

Mike Bruner made a motion to enter Executive Session (7:36pm) to discuss appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the Village of Herscher and potential Litigations. Also, to review the last 6 months Executive Minutes. Skip Grigas seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-absent, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Andy Cotter motioned to exit executive session at 7:56p.m. Skip Grigas seconded. All in favor motion carried.

Mike Bruner made a motion to hold the minutes of October 2,2023, October 16,2023 and April 1,2024. Skip Grigas seconded. All in favor, motion carried.
