Village of Bourbonnais Board of Trustees met June 3.

Here are the minutes provided by the board:

1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance led by Brayden Domont a 7th grade student from Bourbonnais Upper Grade Center.

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Michael Van Mill

Mayor Schore requested permission from the Board to move up Agenda Item 15B in the meeting.

Action, Proclamation: B. PROCLMATION NO. 24-365 - Honoring Bourbonnais Upper Grade Center 7th Grade Student Brayden Domont - IESA State Track & Field Champion

Motion by Trustee Rick Fischer, second by Trustee Randy King to read Proclamation No. 24-365 in its entirety. Motion Carried

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list, as presented.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 24-2455 - An Ordinance Amending Chapter 4, Alcoholic Liquors, Article III, Section 4-41 of the Municipal Code of the Village of Bourbonnais, Illinois (FIRST READING)

Information: B. Administration Committee

> Following the first reading by Clerk Simeur, Attorney Dunn explained this amends Section 4-41 regarding alcohol liquor licenses. It will automatically invalidate any license that is surrendered, not renewed or revoked. The Village would still need to eventually amend the Ordinance to reflect the actual correct number is of each license, this would make that license unavailable.

> Trustee Serafini announced the Village of Bourbonnais and Olive Branch Yoga will have a free Yoga in the Park event this Saturday, June 8 at Cavalier Park from 8:30 to 9:30 AM. Please arrive 10-15 minutes to complete a waiver, more information is available on the Village's website.

> Trustee Serafini announced Cone with a Cop will be taking place on Monday, June 17 at the Bourbonnais Dairy Queen. Indulge in a free sweet treat with Bourbonnais Police Department and explore a real squad car, more information is available on the Village's website.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Information: A. Community & Economic Development Committee

> Trustee Keast gave an update from the Building Department:

> We have 7 new home permits, up from 5 permits last year at this time.

> Total permits stand at 408, which is 15% higher compared to last year.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee announce the annual Torch Run is taking place this Wednesday, June 5, 2024 through town.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair - None

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Action, Ordinance: A. ORDINANCE NO. 24-2456 - An Ordinance Amending the Municipal Code of the Village of Bourbonnais by the Addition of Chapter 29 Article VII Right-Of-Way Management (FIRST READING)

> Following the first reading by Clerk Simeur, Public Works Superintendent Terry Memenga gave the highlights of this amended Ordinance discussed at the Utility meeting last week regarding the Right-of-Way code. This sets policies and procedures for utility companies to access our Right-of-Ways. This provides an opportunity to establish franchise agreements, set up an annual registration for the utility, create a permit fee structure, drawing requirements, review process with a timeline, establish the insurance requirements the utility companies will need to carry, a security requirement such as a cash bond or letter of credit, and sets up the restoration standards.

Motion by Trustee Jack Littrell, second by Trustee Rick Fischer to suspend the rules and have a second reading on Ordinance 24-2456 tonight.

> Friendship Festival is coming up June 26-June 30, and presale tickets are now available at local banks and credit unions. A sheet of 22 tickets is $20, and the tickets never expire. Please visit the Bourbonnais Friendship Festival website or their Facebook page.

> Law Enforcement Torch Run is this Wednesday, June 5. Bourbonnais Police and local law enforcement officers will be participating in the intrastate relay running the Flame of Hope for Special Olympics Illinois through Kankakee County. Spectators are invited to cheer on Officers and their families as they run and bike south along Route 45/52 from 9000 N. Road in Manteno to the ONU ROTC building on South Main Street and will pass the torch on.
