1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, Administrator Michael Van Mill

Procedural: A. Pledge of Allegiance led by Retired Commander Brent Barrie and Retired Sergeant Scott Kendregan

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from June 3, 2024

Motion by Trustee Rick Fischer, second by Trustee Randy King to approve the Regular Board Meeting Minutes from June 3, 2024, as presented.

Mayor Schore requested permission from the Board to move up Agenda items 9A and 9B in the meeting.

Action, Proclamation: B. PROCLAMATION NO. 24-366 - Honoring Sergeant David "Scott" Kendregan on his Retirement

Motion by Trustee Jack Littrell, second by Trustee Angie Serafini to read Proclamation No. 24-366 in its entirety.

Action, Ordinance: A. ORDINANCE NO. 24-2455 - An Ordinance Amending Chapter 4, Alcoholic Liquors, Article III, Section 4-41 of the Municipal Code of the Village of Bourbonnais, Illinois (SECOND READING)

Motion by Trustee Angie Serafini, second by Trustee Randy King to read Ordinance 24-2455 by title only. Motion Carried

> Following the second reading by Clerk Simeur, Attorney Dunn stated when a liquor license is surrendered or taken through a hearing, this will automatically sundown that license until the Board removes it from the list of existing licenses, it will terminate it at that time.

Motion by Trustee Angie Serafini, second by Trustee Jack Littrell to adopt Ordinance 24-2455. Final Resolution: Motion Carried

Motion by Trustee Angie Serafini, second by Trustee Rick Fischer to read Resolution 24-1572 by title only. Motion Carried

> Following the reading by Clerk Simeur, Mr. Van Mill stated this is training for staff and this APA conference will be held in Champaign, IL.

> Trustee Serafini stated after tonight's Board Meeting, please indulge in a sweet treat with Bourbonnais Police Department at the Dairy Queen until 7:00 PM. Enjoy a free small ice cream cone while hanging out with our friendly officers and explore a squad car.

> Join the Village and Olive Branch Yoga for Yoga in the Park every Saturday in June at Cavalier Park. This Thursday, June 20 will be a special yoga event with Restorative Yoga from 6:00-7:00 PM, all levels are welcome. Please arrive early and save time by completing the online waiver ahead of time. > Save the date for our first Movie on the Green on Thursday, July 11 at the Community Campus. Food Trucks will be available starting at 6:00 PM, and our featured film "Migration" will begin at 7:00 PM. Bring lawn chairs and blankets. 8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair Action, Ordinance: A. ORDINANCE NO. 24-2457 - An Ordinance Amending Chapter 18 - Licenses and Business Regulations, Creating Article IX. Garage, Rummage and Similar Occasional Sales, of the Municipal Code of the Village of Bourbonnais (FIRST READING)

> Following the first reading by Clerk Simeur, Attorney Dunn stated this creates a licensing process, scheduling, and limitations on garage sales. Also, Community Development Technician Tyler Goodrich stated the garage sale permit fee would cost $5.00, and language was added to the application that there would be a fine of no less than $25 and no more than $500 if a violation occurred.

Action, Ordinance: B. ORDINANCE NO. 24-2458 - An Ordinance Granting a Special Use Permit for a Solar Electric Power Generation (NAIC Code 221114) at 1780 Career Center Road in an R-1 One-Family Residence Zoning District to St. Paul's Lutheran Church and School (FIRST READING) > Following the first reading by Clerk Simeur, Community Development Technician Tyler Goodrich stated Case PSU24-0003 was presented at the Planning Commission/Zoning Board meeting on April 4, 2024. The application was filed by St. Paul's Lutheran Church requesting a Special Use Zoning for the allowance of Solar Electric Power Generation in an R-1 One-Family Residence Zoning at 1780 Career Center Road. After consideration, the Planning Commission voted 6-0 to approve the Special Use request allowing Solar Electric Power Generation along the east side of St. Paul's property covering 1.3 acres. Mrs. Goodrich read a summary from the Planning Commission and several other meetings held during the Community & Economic Development (C&ED) meetings noting Meadowbrook subdivision residents attended and expressed their concerns. After the C&ED Committee members had several discussions with St. Paul's representatives, residents, and Solar for America, the Community & Economic Development committee members agreed to concur with the Planning Commission's decision, and legislation was created.

> Trustee Greenlee stated he did attend the Cone with a Cop event and it was very successful.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King read the June 2024 report from Public Works Superintendent Terry Memenga: > Cobblestone Park - the backstop and pavilion have been completed and playground equipment has been installed.

> Hayes Park Addition - planning is ongoing, and groundbreaking occurred today for pickleball courts and pavilion.

> Curb painting kicks off this week, yellow markings will be updated in the area neighborhoods as needed. > Jordan Park gardens are full, and water supply repairs are ongoing.

> 2024 MFT Road repair project update - IDOT has approved the contracts, and we expect to meet with Gallagher Asphalt before the end of the month to schedule this year's work.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Information: A. Utility Committee

> Trustee Littrell stated a Utility Committee meeting was held on June 5. This is an annual meeting where we hear from our utility companies - Aqua, Com Ed, Nicor & Republic Services and they give an update on any capital investment projects, improvements, and changes in services. This gives the Village a chance to ask questions and gather valuable information about what is going on in the area.

Information: C. Mayor Updates

> The Community Campus Ribbon Cutting Ceremony will be held Tuesday, June 18 with the Kankakee County Chamber of Commerce from 4:30-6:30 PM.

> The 49th Annual Bourbonnais Friendship Festival kicks off next Wednesday, June 26 through Sunday, June 30 at the new Community Campus. This year's theme is "A Village of Heroes", which features 5 days of carnival, contests, parades, concessions, fishing derby, live entertainment, talent competitions, fireworks, and much more. The Bourbonnais Fire Protection District's Fish Fry will take place on Friday, June 28 from 11:00 AM to 10:00 PM. A full schedule of events is available at BourbonnaisFriendshipFestival.com. Don't forget to purchase presale tickets at your local bank with a 33% discount on carnival rates. Tickets will be available until Wednesday and are $20 for a sheet of 22 tickets.
