> Administrator Mr. Van Mill stated two bids were opened on June 21, 2024, for the ADA Vestibule project in the Administration building, the bid results were read (on Board Docs). It was recommended that the Board accept the lowest bid from Johnson Downs Construction in the amount of $63,299.
Motion by Trustee Jeff Keast, second by Trustee Rick Fischer to accept the low bid as presented for the Administration Building Vestibule ADA project to Johnson Downs Construction Company in the amount of $63,299.

Action, Ordinance: B. ORDINANCE NO. 24-2459 - An Ordinance Making Appropriations for Corporate and other Purposes of the Village of Bourbonnais, Kankakee County, Illinois for the Fiscal Year Ending April 30, 2025 (FIRST READING)
> Following the first reading by Clerk Simeur, Finance Director Tara Latz gave an overview of said Ordinance. This establishes the legal spending limit for the fiscal year 2025 and includes all funds of the Village, which are the General, Community Campus, Motor Fuel Tax, Sewer, Special Tax Allocation (TIF), Business District, and Debt Service Funds. The General Fund's total appropriation is $24,078,721, and the Special Fund's combined total appropriation is $8,770,959, which makes the total Village-wide appropriation $32,849,680 for FY 2025. By comparison, the total Village-wide appropriation for FY 2024 was $39,559,937, a decrease of less than $7M. The main reason for the decrease versus the prior year is due to our Municipal Campus project construction costs, we are nearing the completion of construction. This Ordinance establishes a legal ceiling of spending, that the Village is authorized to do during the fiscal year and does not reflect the internally used budget document the Board passed in May 2024 at the start of the fiscal year.
Action, Ordinance: C. ORDINANCE NO. 24-2460 - An Ordinance Approving and Ratifying a Request for Change Order 13 to the Bourbonnais Community Campus Project (FIRST READING)
> Following the first reading by Clerk Simeur, Assistant Administrator Laurie Cyr explained this is the 13th Change Order to the Campus project in the amount of $45,179 to Johnson Downs. This addresses 9 requests for Change Orders, including one that is a credit back to the Village. This includes changes in the electrical, adding steel structures to protect the gas valves at the fire pits, additional tree removals, and steel screening for the splash pad restrooms that were added (on Board Docs).
Motion by Trustee Rick Fischer, second by Trustee Randy King to suspend the rules and have a second reading on Ordinance 24-2460 tonight.

> Following the reading by Clerk Simeur, Mr. Van Mill explained this is the annual IML conference in Chicago, and typically the Board and some Staff attend each year.
> Mayor Schore explained this is a training period for the Board to learn about changes in government and knowledge is gained from hearing what other communities do, that we can apply to our Village.

> Following the reading by Clerk Simeur, Public Works Superintendent Terry Memenga explained he belongs to the American Public Works Association, and this is their annual international conference they host, and is attended by 15-20 countries with about 4,000 attendees. They offer great opportunities for educational tracts, see the latest equipment vehicles, green sciences, software, etc.

> Following the reading by Clerk Simeur, Mr. Van Mill explained there is a contingency of representatives from the community going to visit our potential Sister City which includes the Bourbonnais Historical Society, French Heritage Museum, and Maternity BVM Church. The purpose is to visit the old church in the area and understand some of the origins of the people that settled in Bourbonnais and create a Sister City partnership and develop from that. Mayor Schore stated they are excited about hosting our Community and coming here next year for our Sesquicentennial Celebration.

> Following the first reading by Clerk Simeur, Ms. Cyr explained this will create regulations for garage and occasional sales which has a limit of 4 days, 3 times per year, or one per month, and the Board set the permit fee for $5.00, and signs need to be removed by 9:00 PM on the last day of the sale.
> Resident Ben White addressed the Board about his concern regarding the permit process for garage sales, stating it creates unnecessary red tape for residents who want to sell their items on their property. Mayor Schore addressed the reasons for this amendment.
Motion by Trustee Jeff Keast, second by Trustee Jack Littrell to adopt Ordinance 24-2457 with an amendment to not charge a $5.00 fee for the first garage sale permit.

> Following the second reading by Clerk Simeur, Ms. Cyr stated this was a Special Use that went before the Planning Commission in April at 1780 Career Center Road to install ground-mounted solar panels at St. Paul's Lutheran Church. There were conditions added to this Special Use request, which they will have to install an 8 foot tall fence and additional landscaping for screening to litigate the visual impact of those solar panels. Mayor Shore offered an opportunity for attendees to speak about this Ordinance.
> Trustee Bruce Greenlee stated he is not in favor of this Ordinance and will be voting no, he doesn't like solar farms in the Village. He does wish St. Paul's success in lowering their utility costs.

Action, Ordinance: C. ORDINANCE NO. 24-2461 - An Ordinance Granting a Variance for Certain Property within the Village of Bourbonnais Concerning Case PV24-0001 at 679-739 Seagull Run, Bourbonnais, IL 60914 (FIRST READING)
> Following the first reading by Clerk Simeur, Ms. Cyr explained at the June Planning Commission meeting we heard testimony regarding this case. This is a variance request to reduce the front yard setback in an R-5 Zoning District from 25 feet to 19.5 feet, and the applicant is Justin Goselin. The property is located at the northeast corner of Summerfield Lane and Seagull Run just south of 5000 N Road. The reason for the variance is due to an existing storm sewer line that runs through the property about 50 feet north of the south property line. It would be very costly to relocate that storm sewer, that's why they are asking for a variance to reduce the setback. The lot was originally planned to have 5 townhouses constructed, but instead, they will be building 2 duplexes so there is less impact on that frontage along Seagull Road. The Planning Commission heard the testimony, reviewed the case, and recommended unanimously to approve this variance request.

> New home permits are up to 10 this year, versus 5 at this time last year.
> Total permits to date are at 547 issued, versus 488 last year at this same time.

> Trustee Greenlee stated he spoke with Chief Phelps and was told the festival went very smoothly and hardly any issues occurred.

> Trustee King complimented how great the Public Works cleaned up after the parades and festival this past weekend.
> Mr. Memenga thanked Johnson Downs for building this magnificent park, its sustainability and durability were seen after having thousands of attendees at the festival. Mr. Memenga stated his team worked hard this weekend keeping it clean as the event went on and hit it hard this morning to clean the area and will continue to get it back into shape.

> Thank you to the Bourbonnais Friendship Festival volunteers and Village staff for a successful 5-day event and a first look at the new Community Campus which was enjoyed and welcomed by thousands of residents and visitors.
> After 5 years, we are pleased to invite everyone to enjoy the Community Campus beginning today and every day after. It's been a journey and hope to be completely done by August, it is a park that we hope will be used daily. Thank you to residents for responding to our surveys on what you wanted in this park.
