Village of Bourbonnais Board of Trustees met July 15.

1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Michael Van Mill

2. APPROVAL OF MINUTES

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to approve the Regular Board Meeting Minutes from July 1, 2024, as presented. Final Resolution: Motion Carried

Action, Accounts Payable: A. Finance Committee - Consideration of the July 15, 2024 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list, as presented. Final Resolution: Motion Carried

Action, Ordinance: B. ORDINANCE NO. 24-2459 - An Ordinance Making Appropriations for Corporate and other Purposes of the Village of Bourbonnais, Kankakee County, Illinois for the Fiscal Year Ending April 30, 2025 (SECOND READING)

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to read Ordinance 24-2459 by title only.

> Following the second reading by Clerk Simeur, Finance Director Tara Latz gave an overview of said Ordinance. This establishes the legal spending limit for the fiscal year 2025 and includes all funds of the Village, which are the General, Community Campus, Motor Fuel Tax, Sewer, Special Tax Allocation (TIF), Business District, and Debt Service Funds. The General Fund's total appropriation is $24,078,721, and the Special Fund's combined to a total appropriation is $8,770,959, which makes the total Village-wide appropriation $32,849,680 for FY 2025. By comparison, the total Village-wide appropriation for FY 2024 was $39,559,937, a decrease of less than $7M. The main reason for the decrease versus the prior year is due to our Municipal Campus project construction costs, we are nearing the completion of construction, and will only have 4 or 5 months to pay for construction on the campus. This Ordinance establishes a legal ceiling of spending, that the Village is authorized to do during the fiscal year and does not reflect the internally used budget document the Board passed in May 2024 at the start of the fiscal year.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Resolution: A. RESOLUTION NO. 24-1576 - A Resolution Approving Travel, Meal and Lodging Expenses for Tara Latz and Holly St. Germaine to Attend the Illinois Government Finance Officers Association Conference September 9-11, 2024

Motion by Trustee Angie Serafini, second by Trustee Jeff Keast to read Resolution 24-1576 by title only.

> Following the reading by Clerk Simeur, Administrator Van Mill stated this is the annual conference held by the Government for Finance Officials, which is a great opportunity to learn about local financing and networking with other Finance Directors in the State.

Motion by Trustee Angie Serafini, second by Trustee Jeff Keast to adopt Resolution 24-1576.

Information: B. Administration Committee

> Trustee Serafini announced the Community Campus is now open for the public to enjoy. We are seeing the space being enjoyed by families especially at the splash pad which is open daily from 10:00 AM to 9:00 PM. Thank you to everyone that attended our events last week. 8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance: A. ORDINANCE NO. 24-2461 - An Ordinance Granting a Variance for Certain Property within the Village of Bourbonnais Concerning Case PV24-0001 - 679-739 Seagull Run, Bourbonnais, IL 60914 (SECOND READING)

Motion by Trustee Jeff Keast, second by Trustee Randy King to read Ordinance 24-2461 by title only.

Motion Carried

> Following the first reading by Clerk Simeur, Assistant Administrator Laurie Cyr explained this is a variance that was discussed at the June Planning Commission meeting to reduce the front yard setback for the addresses 679-739 Seagull Road from 25 feet to 19.5 feet for the allowance of constructing duplexes along that roadway.

Motion by Trustee Jeff Keast, second by Trustee Randy King to adopt Ordinance 24-2461.

Final Resolution: Motion Carried

Action, Ordinance: B. ORDINANCE NO. 24-2462 - An Ordinance Authorizing and Approving an Amended Development Agreement Between PSI Construction LLC and the Village of Bourbonnais, Kankakee County, Illinois (FIRST READING)

Information: C. Community & Economic Development Committee

> Following the first reading by Clerk Simeur, Realtor Jeff Bennett explained his clients from PSI Construction have modified their plan for the development of 4 phases of warehouses on Quebec Drive. They are progressing towards owning all of the land from Jennings Realty.

> Administrator Van Mill explained during the Committee meeting last week that the modifications were discussed regarding the Development Agreement. Part of the condition in the new Agreement is there would be a new roadway going west that would allow access onto Route 45.

> PSI owner Justin Goselin explained the new plans to share with the Board, which includes building a public roadway that they were planning for it to be private as originally discussed. PSI plans to purchase an additional 64 acres in order to put the road in and make the area more marketable for other businesses.

> Mr. Van Mill explained we revisited this Agreement that was created in October 2023. At that time, we did not have an extended TIF district at the time. We now have an extension in this district and have more flexibility for a Development Agreement. Secondly PSI will be investing in additional land in the area which opens up other opportunities. Lastly the market has shifted as well and taken into account those type of things that warranted the re-evaluation of this Agreement. The terms that have been put together makes it a more solid and better Agreement moving forward.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee stated the Police Department is holding interviews for applicants that will build up our eligibility list for Police Officers.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King read the July 2024 report from Public Works Superintendent Terry Memenga:

> Cobblestone Park - waiting on contractor to install playground surface.

> Hayes Park Addition - excavation of court area is completed, forms installation has begun, and we expect to be pouring within the next few weeks.

> Curb painting has begun. The rain has slowed the process, but we expect it to continue for the next few weeks.

> Jordan Park gardens are full, and water supply repairs are nearly complete. A new hydrant was installed today, and we still need to backfill and do restoration.

> 2024 MFT Road repair project update - Gallagher will begin the concrete portion of work on Thursday, July 18. This should last about 2 weeks, and then commence the asphalt portion.

> Various park playgrounds will be getting fresh mulch over the next few weeks.

Information: A. Mayor Updates

> Mayor Schore announced Festival Street Lunchtime Bites & Beats event to be held every Wednesday now through September from 11:00 AM to 1:00 PM. Enjoy lunch from food trucks as well as a live acoustic set from local performers.

> Yoga in the Park will have a special collaboration "Lemon & Lavender Vibes' with Olive Branch Yoga and Connect Roasters next Monday, July 22 starting at 6:30 PM.

> Movie on the Green will occur on Thursday, August 8 at the Community Campus. Food trucks will be available starting at 6:00 PM. The featured film will be "Wish" which begins at 7:00 PM, reminder bring blankets and chairs.

> Fridays @ 5 will be held on Friday, August 9 from 5:00 - 8:00 PM. Enjoy live music and delicious food trucks outdoors at 700 Main Street NW.

Information: A. Old Business

> Trustee Littrell questioned Chief Phelps regarding any incidences on the Campus yet? Chief Phelps responded that it's been pretty good, kids keep hitting the emergency button at the splash pad, but that will be figured out soon.

> Mayor Schore congratulated the Village staff, volunteers and business community for all their hard work and sponsorship that went on last week. They did 5 amazing events in 6 days, which is a representation on what can go on at the Campus.

> Trustee King questioned if the gas firepits flame can be turned down? Ms. Cyr responded they can, and it will be added to the punch list of items to be addressed.
