> Trustee Serafini announced upcoming events:
> Trick-or-Treating hours for Halloween, Thursday, October 31 from 5:00-7:00 PM.
> Moonlit Movie & Art on the Green will be held on Friday, October 11 starting at 6:00 PM with Little Me Studio in the Goselin Pavilion where children can work on festive arts and crafts. Chick-fil-A will have food available for purchase, and at 7:00 PM Disney's Hocus Pocus will be playing on The Grove screen, this is a free event. Reminder to please bring blankets and lawn chairs.
> Court Street Ford's free Trunk or Treat will be held there on Friday, October 25 from 4:00-6:00 PM.
> Campfire Stories - Gather around the campfire with the Bourbonnais Public Library at The Grove for Shadow's & Shivers: Campfire Stories, on Friday, October 25 from 7:00-8:00 PM, registration is requested at bourbonnaislibrary.org.

> Trustee Keast gave an update from the Building Department:
> New home permits are at 14 this year, versus 10 last year. A total valuation of $4.7M for the 14 homes.
> Total of 928 permits (not including homes) issued so far this year.

Information: A. Public Works Committee
> Trustee King gave an update from the Public Works department when they met of Wednesday, October 2, 2024:
> The Committee agreed to move ahead with Fire Optic permits.
> They will be moving the flag poles located outside the Board room, to down near the Administration Center.
> 700 Main Street parking lot light pole will be moved from the middle of the lot and be placed in two separate areas on the outside perimeters of the parking lot.
> Hayes Park pickleball courts are moving forward, once concrete cures, the surface can be laid - weather permitting.
> Municipal pond issues were discussed with a long term solution to dig the pond deeper like it was with the original specs.
> Hazardous sidewalk replacement plans will be discussed at an upcoming meeting, along with this winter's snow removal plan.

Information: A. Mayor Updates
> Reminder the Splash Pad is closed for the season.
> 4th Grade Liberty School students have been touring the Bourbonnais Grove Historical Society's Log School House, Letourneau Home Museum, Municipal Center Police and Board Rooms, and enjoyed their lunch and recess at The Grove the past week and next week as well.

18. PUBLIC COMMENTS
Procedural: A. Public Comments
> Resident Mrs. Link questioned when action will be taken regarding the Meadows Road and Route 45 stop light, she spoke about it at the last Board meeting. Public Works Superintendent Mr. Memenga replied he went and investigated the signal for 30 minutes of cycles (about 90 seconds) and found many factors that affect the program of the light. He has reached out to IDOT explaining the delays and asked the engineer to review the timing next time he is in town, it's not malfunctioned. Mr. Memenga will reach out to Mrs. Link when he gets information from IDOT. Mayor Schore stated he also went and sat through the cycles at that light.
> Mrs. Link questioned the Special Use permit for the old Cigna building to residential for rental housing. She does not feel Bourbonnais needs any more rental apartments, we have plenty, stated we need more residential owners like building condominiums.
> A resident commented on the old Cigna building, requesting the Board to not allow any illegal immigrants to move into that building.
