Meeting called to order at 5:30 PM by Village President Paul Schore
Procedural: A. Pledge of Allegiance was led by Alexis Wells, a 4th Grade Student from Liberty Intermediate School.

> Trustee Serafini announced upcoming events:
> Trick-or-Treating hours for Halloween, on Thursday, October 31 will be from 5:00-7:00 PM.
> Court Street Ford's free Trunk or Treat will be held there on Friday, October 25 from 4:00-6:00 PM.
> Campfire Stories - Gather around the campfire with the Bourbonnais Public Library at The Grove for Shadow's & Shivers: Campfire Stories, on Friday, October 25 from 7:00-8:00 PM, registration is requested at bourbonnaislibrary.org.
> Bourbonnais Fire Protection District will be holding their Trunk or Treat at their firehouse on Saturday, October 26 from 1:00 - 4:00 PM, stop by the Village of Bourbonnais for some treats.

Information: B. Mayor Updates
> Larry Power Road will be closed except for local traffic from US Route 45 to IL Route 50 beginning Tuesday, October 22 until approximately Tuesday, October 29 - weather permitting. This closure allows for the installation of a commercial water and sanitary service.
> Early voting at the Bourbonnais Municipal Center's Community room will be held next week starting Monday, October 28 - Friday, November 1 from 12:00 - 6:00 PM and Saturday, November 2 from 10:00 AM to 2:00 PM. More information available at the Kankakee County Clerk's office.
> The seasonal brush pickup program by the Village's Public Works department will soon conclude and commence in spring 2025. The department will do a final sweep of the Village following October 30 for any additional brush, it may take a couple days to conclude the final sweep.

Procedural: A. Public Comments
> Treasurer Fischer thanked the Bourbonnais Police department for watching over his home while he was on vacation, it's a great service they provide.
> A resident questioned the Board to revisit a previous meeting in September 2024 regarding the use of the old Cigna building and Village's intentions for that building. FOIA documents have been obtained and it showed there were revitalization plans for this mixed special use building project. Mayor Schore explained once again the developer had ideas that he and our Admin staff met with and discussed, nothing was finalized, and no decisions have been made.
> Ms. Cyr requested permission to address the residents and explained she is the one who wrote this document as the Planner for the Village. This is her job to work with developers on ideas they have that get presented to her, Mayor Schore and Mr. Van Mill. These plans were thoughts she came up with from the ideas that were shared from the developer. These documents were created for this to be a vital project, she shared her thoughts that would need to be possibly happen for it to be considered in the Village. The revitalization project plans was not submitted from the developer, but from her ideas to come up with possibilities, they only met with the developer one time.
> Trustees Serafini, Trustee Keast, Trustee Littrell and Trustee Greenlee explained to the crowd the process that is taken when developers come in with ideas and how it ends up being presented to the Board after it goes to the Zoning Board. They also shared their stance on this type of project, along with the Social Media notices that were put out to the public before they even had a chance to hear about this project. > A resident spoke about his concern of the magnitude of this type of project there wasn't any transparency from the elected officials. He stated they are concerned about how things went in Manteno with Gotion and don't want things to happen here as well.
> A resident spoke regarding the solar panels by St. Paul's church/school that they are an eye sore, even with a fence surrounding them.
