Village of Bourbonnais Board of Trustees met Nov. 4.

Here are the minutes provided by the board:

1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance led by Ainsley Allen, a 4th Grade Student form Liberty Intermediate School.

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Michael Van Mill.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from October 21, 2024

Motion by Trustee Rick Fischer, second by Trustee Randy King to approve the Regular Board Meeting Minutes.

Final Resolution: Motion Carried

Mayor Schore requested from the Board to move up Village President's Report Agenda Item 15.A in the meeting.

Action, Accounts Payable: A. Finance Committee - Consideration of the November 4, 2024 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list, as presented.

Final Resolution: Motion Carried

Action, Ordinance: C. ORDINANCE NO. 24-2470 - An Ordinance Authorizing Abatement of the Tax Levy for the $4,715,000 General Obligation Bonds (Sales Tax Alternate Revenue Source), Series 2020, of the Village of Bourbonnais, Kankakee County, Illinois for the 2024 Tax Levy Year (FIRST READING)

Action, Ordinance: D. ORDINANCE NO. 24-2471 - An Ordinance Authorizing Abatement of the Tax Levy for the $1,460,000 General Obligation Bonds (Alternate Revenue Source), Series 2021A, of the Village of Bourbonnais, Kankakee County, Illinois for the 2024 Tax Levy Year (FIRST READING)

Action, Ordinance: E. ORDINANCE NO. 24-2472 - An Ordinance Authorizing Abatement of the Tax Levy for the $2,395,000 Taxable General Obligation Refunding Bonds (Alternate Revenue

Source), Series 2021B, of the Village of Bourbonnais, Kankakee County, Illinois for the 2024 Tax Levy Year (FIRST READING)

> Following the first readings by Clerk Simeur, Finance Director Tara Latz gave a summary of the four Tax Levy Abatement Ordinances. These Ordinances ensure that the upcoming year's principal and interest payments on all four outstanding bond issues will be abated from our 2024 Tax Levy request. Monies collected on the Village portion of tax bills for property within the Bourbonnais corporate limits will not include monies for debt service payments. By doing this, the Village is saving taxpayers anywhere from $160 to $563 depending on the value of the home.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Information: A. Administration Committee

> Trustee Serafini gave an update on events:

> Registration for the 4th annual Holiday Homes & Holly Jolly Lighting Contest is available now through December 2nd at 4:30 PM. As a reminder there is always an opportunity to participate but not compete in the contest portion. Visit villageofbourbonnais.com to register.

> Very Merry Coloring contest information coming soon.

> Rockin' Around the Tree Lighting ceremony featuring sounds of Bourbonnais students on Thursday, December 5, at 6:00 PM at The Grove.

> Miracle at the Grove featuring a Holiday Market on Saturday, December 14th from 10:00am 3:00pm at The Grove.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair Information: A. Community & Economic Development Committee

> Trustee Keast gave an update from the Building Department:

> New home permits are currently at 14 this year, versus 10 last year.

> Total of 1,042 permits (not including homes) with a valuation of $13.7M

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Swearing In - Canine Officer Knight

> Sgt. Banks accompanies Chief of Police Jim Phelps in swearing in the newest member to the Police Force, Canine Officer Knight.

Information: B. Police Committee

>Trustee Greenlee gave an update:

> Coffee with a Cop will be at Starbucks, located at 532 Main St NW on December 6th from 9:00am 11:00am.

> In observance of Veterans Day, Village of Bourbonnais offices will be closed next Monday, November 11th. We honor our village employee Veterans and thank them for their service. These employees include Public Works Superintendent Terry Memenga (Air Force), Operator Bob Kerouac (Navy), Operator Jason Janota (Army National Guard), Police Commander Jason Sztuba (Navy), Sgt. Tim Banks (Marines), Officer Joseph Walker (Army), Officer Davis Domagalski (Army National Guard), and Officer Tyler Wenzelman (Marines).

> Webber Trucking will be hosting a Veterans Day Service for Veterans with PTSD on Saturday, November 9th, at 11:00am.

> Olivet Hockey Team is having a Military Appreciation Day Saturday, November 9th at 3:30pm at the Kankakee Ice Arena. Veterans can attend for free.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

>Trustee Randy King gave an update from Public Works Superintendent Terry Memenga:

> CN Railroad will be rebuilding the crossing on 5000N/St. George Rd, beginning Monday, November 11th. The road is expected to be closed for one week and re-open on Monday, November 18th. Detour signage will be located on all connecting primary routes. Please plan your travel accordingly.

> Hayes Park Pickleball Courts - concrete pour for four courts, pavilion, and new sidewalk is complete. Pavilion has been erected, with electric and water still to be installed. The court surface will be completed in the Spring. Insufficient time was remaining within the given temperature specifications allowed for the application.

> The drainage project at the west end of the Highpoint ditch was regraded and should improve the drainage through that area.

> The Grove park winterization will begin soon; as bathrooms have been closed; irrigation will be shut down and drained soon. Installation of the synthetic ice rink began today, November 4th, and will be completed in time for Christmas Festivities.

> Jordan Park gardens will be emptied out this week and water will be shut down and winterized.

> Our new tandem dump truck arrived, and the other new truck is expected around December 1st. Both of the new trucks will be equipped with "pre-wetting" systems for our road salt application.

> All other dump trucks are being prepared for winter use.

> Attorney Patrick Dunn asks for a closed session meeting to discuss union matters at the end of the meeting.

15. VILLAGE PRESIDENT'S REPORT - Paul Schore

Action, Proclamation: A. PROCLAMATION NO. 24-369 - Honoring BBCHS Girls Flag Football Team at State Finals - Moved up in the meeting.

Motion by Trustee Angie Serafini, second by Trustee Bruce Greenlee to read Proclamation 24-369 in its entirety

Information: B. Mayor Updates

> Salvation Army Coat Drive is going on now at the Village of Bourbonnais and the Bourbonnais Police Department. Donations of new and gently used winter items can be dropped off at either location or we will be accepting donations now through December 23rd.

> Shop with a Cop Donations will be accepted starting now through Friday, December 13th.
