> Following the second reading by Clerk Simeur, Finance Director Tara Latz explained these four Ordinances are the collection of Abatement Ordinances that we do annually. We have four outstanding bonds and collectively these Ordinances ensure that the upcoming year's principal and interest payments on all outstanding bond issues will be abated from our 2024 Tax Levy request. Monies collected will not include monies for debt service payments. By doing this, the Village is saving our taxpayers anywhere from $160 to $563 in property taxes depending on the value of their home.

> Following the first reading by Clerk Simeur, Mrs. Latz gave an overview on the Property Tax Levy Ordinance for tax year 2024 payable in 2025 (on Board Docs). The tax rate for this year's levy is 0.4314% which is a decrease from last year's rate request in 2023. Since a lessor rate is used from the prior year, there is no increased tax effect on taxpayers. Many homeowners could see a tax decrease on the amount they pay on the Village of Bourbonnais' portion of their property tax bill, anywhere from $8 to $28 depending on their home value. The only way a taxpayer would see an increase over last year is if their home value has gone up significantly.

> Following the reading by Clerk Simeur, External Auditor Brian Creek from the accounting firm of Borschnack, Pelletier & Co. presented the financial audit completed for the Village for the fiscal year 2024. It was conducted in accordance with government auditing standards and includes an audit of each of the Village's funds. In the report, they issued an unqualified opinion on the Village's financial statements including each fund and noted no incidences of noncompliance for federal programs.

Information: B. Mayor Updates
> Salvation Army Coat Drive - The Village of Bourbonnais and Bourbonnais Police Department are now accepting new and gently used winter items to donate to the Salvation Army Coat Drive. Donations can be dropped off at either the Administration Building or Police Department through December 23rd.
> Shop with a Cop Donations - Village Administration Office and Bourbonnais Police Department will be accepting Shop with a Cop donations now through Friday, December 13th. Donations will provide Kankakee County children with a special Christmas experience, including desired gifts and a food basket for a Christmas meal.

> Two residents spoke in regard to an update on the old Cigna Property and their concern of changing the zoning from Commercial to Residential. Mayor Schore addressed their concerns.
> Resident spoke requesting bike sidewalks by the Bourbonnais Library, Mayor Schore explained that property is owned by the School District.
