> Following the reading by Clerk Simeur, Finance Director Tara Latz explained this Resolution allows the transfer of $1.5M from the Village's long-term investment account into the IPRIME short-term account managed by PMA Asset Management. This step is necessary for funding the Career Center Road widening improvement project. Engineering study has already begun and will continue into the next fiscal year with construction to begin in 2026. This will allow for cash to be available for when large project costs start to materialize and solidifies the Village's support to a high priority, large scale road improvement for our County.

Action, Ordinance: C. ORDINANCE NO. 24-2476 - An Ordinance Approving the Purchase of Vehicles for the Police Department (FIRST READING)
> Following the first reading by Clerk Simeur, Mrs. Latz stated this Ordinance allows for the purchase of three 2025 Ford Explorers new squad vehicles available here in town at Court Street Ford. The total purchase is $203,545, which will be financed through Bank of Bourbonnais at the lowest rate received of 3.95% for 4 years. The Police Department plans to auction off the older squad cars that will be replaced.
Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to suspend the rules and have a second reading on Ordinance 24-2476 tonight.

> Trustee Serafini reminded residents that the 5th Annual Holly Homes and Holly Jolly Lighting Contest continues through December 25th. Winners will be announced this week on the Village's Facebook page. Visit the Village website to view our online map of participating homes.
> Very Merry Coloring Contest ends this week. 1st, 2nd, and 3rd place prizes will be awarded to the following categories: ages 6 and under, 7-10, all ages and family, and special needs. Winners will be announced soon.
> Salvation Army Coat Drive continues until December 23rd, and items can be dropped off at the Administration Office or Police Station.
> The Village is also accepting donations for the US Marine Corp Toys for Tots toy drive, please consider donating a new and unwrapped toy for children in need this holiday season.
> Thanked all who came out to enjoy the Miracle on The Grove last Saturday, it was a great event.

Action, Resolution: A. RESOLUTION NO. 24-1584 - A Resolution Accepting Specific Public Improvements Located in Bourbonnais Parkway Business Park Phase One, Village of Bourbonnais, Illinois

> Following the reading by Clerk Simeur, Attorney Dunn explained this Resolution is approving improvements that will need to be made in a new subdivision for the benefit of the public, with a list attached on Board Docs that have to be completed in Phase 1, and are requesting the Village to accept these formally and they will become part of the Village's property. Engineer Jared Gingerich from MG2A explained all public improvements have been completed except for the lighting, which is partially completed and needs to install 4 lights which will be done by Christmas, and the 5th light to be installed in February.

> Following the reading by Clerk Simeur, Mayor Schore stated as per State statue the Board would be unable to create a permanent position for a Police Chief after May 1. Due to the retirement of Chief Phelps and actual completion date in the first part of February, the timeframe doesn't allow for a proper search. The Board can't approve a position past May 1 currently, so in the meantime we are moving our Deputy Chief up to Interim Police Chief to Dave Anderson.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair
Information: A. Public Works Committee
> Trustee King gave an update from the Public Works Committee meeting that was held on December 11, 2024.
> Bethel Road curb and sidewalk proposal, the goal is to get engineering completed soon, so we can go out to bid this winter and have completed in June.
> Hayes Park Pickleball project, wasn't able to finish due to the weather. We are looking to add a padded surface as an upgrade considering we are still within out budget for this project.
> Flagpole project update, once a location is decided upon, the flagpoles will be moved to the new area that will allow easier access for service.
> 700 Main Street Parking lot lighting project is completed. Installed two 50 AMP breaker boxes on the new relocated light poles.
> Municipal Pond Maintenance Project - the plans of the pond were found regarding the depth and still under discussion.
> Fiber Optic project continues throughout the Village.
> Snow Response plan is in place and have added a new truck along with two new drivers, 2nd truck ordered 3 years ago is being made. Adding an additional driver for the Cul-de-sacs in subdivisions.
> Winter project ideas may include building maintenance, upkeep and painting.

> Mayor Schore thanked everyone who attended the new winter event this past Saturday, December 14th - Miracle at the Grove. The Village teamed up with the Community Arts Council of Kankakee County for a fun, family-friendly day out to celebrate the first holiday season at The Grove. Thank you to all our sponsors whose financial aid helped make this a free event for our community. Also, thank you to everyone involved with planning the Miracle at The Grove and for those who volunteered their time during and after the event. Lastly, thank you to the Village of Manteno for letting us borrow their sleigh to give out rides.
