Village of Bourbonnais Board of Trustees met Jan. 6.

Here are the minutes provided by the board:

1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance led by Village Clerk Brian Simeur

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Michael Van Mill. Absent: Trustee Jack Littrell

2. APPROVAL OF MINUTES

Action, Minutes: A. Special Board Meeting Minutes from December 17, 2024

Motion by Trustee Rick Fischer, second by Trustee Randy King to approve the Special Board Meeting Minutes from December 17, 2024, as presented.

Final Resolution: Motion Carried

6. FINANCE COMMITTEE - Trustee Rick Fischer, Chair

Action, Accounts Payable: A. Finance Committee - Consideration of the January 6, 2025 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list, as presented.

Final Resolution: Motion Carried

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Information: A. Administration Committee

>Trustee Serafini announced that ice skating will continue at The Rink through January. Open skate is available Thursday - Sunday from 10:00 AM to 10:00 PM, outside skates are welcome and a ticket is not required. Skate rental is $5.00 and available on Saturdays from 1:00 - 4:00 PM. Tickets may be purchased online, or walk-ups are welcome on a first-come, first-served basis. In the event of inclement weather, any closure announcements will be made via the Village's Facebook page.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance: A. RESOLUTION NO. 25-1587 - An Inducement Resolution to Amend the North Convent Street Business District in the Village of Bourbonnais, Illinois

Motion by Trustee Jeff Keast, second by Trustee Rick Fischer to read Resolution No. 25-1587 by title only. Motion Carried

Aye: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, and Trustee Angie Serafini

> Following the reading by Clerk Simeur, Mr. Van Mill stated this Resolution is regarding consolidating the three Business Districts into one. We have a contract with EDR Consultants to assist with this process. This will allow us to use the funds generated from the Business Districts to pay for the costs we will incur to complete this project.

Motion by Trustee Jeff Keast, second by Trustee Rick Fischer to adopt Resolution No. 25-1587. Final Resolution: Motion Carried

Information: B. Community & Economic Development Committee

> Trustee Keast gave the end-of-year report from the Building department:

> 1,030 issued permits with a total valuation of $14.6M for 2024.

> 16 new home permits were issued for 2024.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee thanked Interim Chief Anderson for the bi-weekly reports and noticed we had 50 fewer car accidents compared to last year.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King reminded residents that real Christmas trees can be dumped at our local parks with the trunks facing out towards the street.

> Great job to the Public Works team with clearing the snow from the streets overnight and this morning.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair - Absent

15. VILLAGE PRESIDENT'S REPORT - Paul Schore

Information: A. Mayor Updates

> Mayor Schore stated residents can drop off real Christmas trees at the nearest Village Park for disposal and reminded them to please remove all decorations and lights.

> Mayor Schore reminded residents and visitors there is a Snow Ordinance/Removal in the Village. No vehicles may be parked or allowed to remain parked on a Village street if there is 3 inches or more of snow until the streets are cleared. There is no dumping or blowing snow onto Village streets as well. > Village offices will be closed on Monday, January 20 in observance of Martin Luther King Jr. Day, the Regular Board meeting will be moved to Tuesday, January 21 in the Boardroom at 5:30 PM.
