Village of Bourbonnais Board of Trustees met Jan. 22.

Here are the minutes provided by the board:

1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance led by Vada Serafini a 4th grade student from St. Paul Lutheran School.

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, were Attorney Patrick Dunn and Administrator Michael Van Mill. Absent: Trustee Rick Fischer and Treasurer Ron Riebe

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from January 6, 2025

Motion by Trustee Jeff Keast, second by Trustee Jack Littrell to approve the Regular Board Meeting Minutes from January 6, 2025, as presented.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 25-2477 - An Ordinance Authorizing, Approving a Contract for the Donation of Specific Real Property for Park Purposes and Allowing Payment of Expenses (FIRST READING)

Motion by Trustee Angie Serafini, second by Trustee Jeff Keast to read Ordinance 25-2477 by title only. Motion Carried

> Following the reading by Clerk Simeur, Mayor Schore spoke about the expansion of Riverfront Park thanks to the Johnston family's land donation to the Village of Bourbonnais. Three parcels totaling 6.63 acres adjacent to Riverfront Park have been graciously donated to the Village. This includes approximately 600 feet of river frontage. The community connection arose due to the Village's 'Imagine Bourbonnais' planning process, which included an open house and marketing campaign that commenced last year. Due to the significant endowment, the Village had to put a temporary halt on the 'Imagine Bourbonnais' master planning and public engagement process for the Riverfront Park area until we could get the property secured and make it part of the project so the community could see the idea for the property in its entirety. The Riverfront Park is a little over 13 acres and has approximately 1,120 feet of river frontage. The Village acquired that land from the Hunt family over 20 years ago and developed it into the park that it is today. With the new addition to Riverfront Park, we look forward to reinstating the 'Imagine Bourbonnais' campaign soon and continuing to welcome residents to participate in the planning process.

> Attorney Dunn gave an overview of the property and the process of acquiring this land.

Motion by Trustee Angie Serafini, second by Trustee Jack Littrell to suspend the rules and have a second reading on Ordinance 25-2477 tonight.

Information: B. Administration

> Trustee Serafini announced that ice skating will continue at The Rink through January. Open skate is available Thursday-Sunday from 10:00 AM - 10:00 PM, outside skates are welcome and a ticket is not required. Skate rental is $5.00 and will be available on Saturdays from 1:00 PM- 4:00 PM. Tickets may be purchased online at villageofbourbonnais.com.

> Chocolate Tour Raffles - The 8th annual Chocolate Tour, presented by the Village of Bourbonnais and Bourbonnais Township Park District, will take place on Saturday, February 1st. A reminder that you do not need a Chocolate Tour ticket to participate in bidding on raffle baskets. Donated baskets will be available for viewing at Bishop McNamara Catholic Grade School (Bourbonnais) in their Gymnasium from 11:00 AM- 5:00 PM and winners will be pulled at 5:00 PM via Facebook Live and you do not need to be present. 

> St. Patrick's Senior Dinner - Wednesday, March 12th at the Quality Inn. Adults 55 and older are invited to an evening of fun, featuring an old-fashioned Irish dinner and entertainment. Tickets are $10 each and are available in person at any Bourbonnais Township Park District facility. Doors open at 4:30 PM and dinner will be served at 5:00 PM. Seniors are encouraged to purchase tickets early as this event quickly sells out. The registration deadline is Friday, February 28th, by 1:00 PM.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair - None

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee gave an update from the Police department:

> The Bourbonnais Police Department welcomes two new officers Anthony Bird and Justin Beaupre who are starting week 3 out of 16 at the Police Academy.

> Three new squad cars have been purchased and received.

> Twenty-eight new GETAC body warn cameras have been delivered and assigned to each officer and are being used on patrol.

> Interim Chief Anderson reminds residents that with this cold weather, do not leave your car running unattended, use your remote start when warming your car.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King gave an update from the Public Works department:

> We are still waiting on getting the brine tank installed on one of the new trucks, and the 2nd truck should be ready around February 14.

> Snow operations update since December 20th: They responded to 10 events, used 862 tons of salt, worked 486 hours, and drove 4,463 miles, all of this cost just shy of $90,000.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

> Trustee Littrell gave an update from the Utility Committee stating the Board would like to get more updates from KRMA.

> The Finance Committee meeting will be held on Wednesday, January 29, 2025, at 4:00 PM.

Information: A. Mayor Updates

> Mayor Schore reminded residents of the Christmas Tree Pick Up - Please take your live trees to the nearest Village park for collection by Public Works. Artificial trees are not accepted. All lights and decorations should be removed from the tree. Please place the tree with the trunk facing towards the street. For your nearest park, visit villageofbourbonnais.com

> Mayor Schore reminded residents and visitors of the Snow Ordinance/ Removal in the Village. No motor vehicles may be parked or allowed to remain parked on a Village street after a snowfall of three or more inches. Please be reminded that dumping or blowing snow onto Village streets is not permitted.
