1. CALL TO ORDER
Meeting called to order at 5:30 PM by Village President Paul Schore
Procedural: A. Pledge of Allegiance led by the 2nd Class Scout Rosenberger from Troop 324.
Procedural: B. Roll Call - Village Clerk Brian Simeur
Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, and Trustee Jack Littrell. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn and Administrator Michael Van Mill. Absent: Trustee Angie Serafini
2. APPROVAL OF MINUTES

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to approve the Regular Board Meeting Minutes from January 21, 2025, as presented.

A. PROCLAMATION NO. 25-373 - A Proclamation Designating February 2 - 8, 2025 as "Scout Week" in the Village of Bourbonnais, IL
Motion by Trustee Rick Fischer, second by Trustee Randy King to read Proclamation 25-373 in its entirety. Motion Carried

> Mayor Schore announced it is Scout Week in the Village, and for over 40 years we have celebrated Scout Day for Troop 324. This year it will be held on Wednesday, February 5, 2025 where Scouts will shadow different Department heads in the Village and Fire Department from 11:00 am until the mock Board meeting that will be held at 3:00 PM.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair Action, Ordinance: A. ORDINANCE NO. 25-2478 - An Ordinance Amending Chapter 7 Article 12 of the Municipal Code of the Village of Bourbonnais, Illinois Concerning Timing of the Payment of Certain Building Permit Fees for New Residential Construction (FIRST READING)
> Following the first reading by Clerk Simeur, Mr. Van Mill explained this Ordinance is a continuation of program we put into place several years ago where we've issued building permits and delayed the payment of the permit until the time of occupancy or two years from the time the permit is issued. This deferral program is extended for an additional two years.

> As of January 2025 - no new home permits to date, but we have 37 issued permits with a valuation of just under $1M.
9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair
Information: A. Police Committee
> Trustee Greenlee requested Interim Chief Anderson to explain the purchase of some AED pads. Chief Anderson explained the defibrillator machine pads have an expiration date, and they had to be replaced throughout the Village and Officers' GO bags.
10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Trustee King asked Public Works Assistant Superintendent Frank Triveline to give an update: > Christmas decorations are in the process of taking them down but will leave the lights on throughout the Grove.
> They will be disassembling the synthetic ice rink in the next week or so for the season.
11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

> Trustee Littrell announced he will be setting up a meeting with the Utility companies to come in and present on capital projects to enhance the Village.

> Attorney Dunn announced there will be an Executive Session at the close of this evening to discuss Union issues, and there will be no final action to be taken.

B. Mayor Updates
> Mayor Schore introduced State Senator Patrick Joyce's Chief of Staff Nick Allen, who announced that Senator Joyce has secured $110,000 in Member Initiative funds to help with the Riverfront Park Project to improve the 6 acres of land that has been recently donated to the Village. Mayor Schore explained we will have public meetings again on what the residents' thoughts are for improving this project. > Mayor Schore thanked all who helped and participated in another successful Chocolate Tour this past weekend along with all business stops, raffle basket sponsors and Bishop McNamara Bourbonnais Campus for hosting the event. Thank you to Bourbonnais Park District for co-hosting this annual event and the title Sponsor Sweet Street for continuing their involvement. Congratulations to all the winners as well. Proceeds will benefit The Grove enhancements to Children's Safety Center programming and funding for exhibit updates at the Park District's Exploration Station.
> The next Board meeting will be held on Tuesday, February 18, 2025 at 5:30 PM due to the observance of President's Day holiday on Monday, February 17, 2025.

> Trustee King stated there will be a second company - Surt Internet who will be installing new fiber optic lines throughout the Village to give residents different choices for high speed internet.

Procedural: A. Public Comments
> Trustee Fischer thanked the Police Department for watching over his home while he was out on vacation, and to remind residents they are welcome to use the vacation watch service.
