Meeting was called to order at 5:30 PM by Village President Paul Schore.

> Trustee Serafini reminded residents that early voting is currently underway for the 2025 Consolidated Primary Election in the Village of Bourbonnais and can be done at the Kankakee County Clerk's office at 189 E. Court Street from 8:30-4:30 and Saturday, February 22 from 8:30 until 12:00 PM. The Primary Election will take place on Tuesday, February 25, 2025, please check your voter ID to confirm your polling place, for those who have a relocated polling place that information would have been sent in the mail. Please call the County Clerk's office at 815-937-2990 for any questions.
> Trustee Serafini announced the Save the Date for the annual free Easter Egg Hunt on Saturday, April 12 at Perry Farm trails beginning at 10:00 AM. Please visit the Village's website for more information.

Action, Ordinance: A. ORDINANCE NO. 25-2478 - An Ordinance Amending Chapter 7 Article 12 of the Municipal Code of the Village of Bourbonnais, Illinois Concerning Timing of the Payment of Certain Building Permit Fees for New Residential Construction (SECOND READING)

> Following the second reading by Clerk Simeur, Administrator Van Mill explained this Ordinance is a continuation of our current program that was established several years ago. This allows new home builders to delay the payment of building permit fees for two years from the issuance of a building permit, or when the certificate of occupancy is issued. This deferral program is extended for an additional two years.

Information: A. Police Committee
> Trustee Greenlee stated a Police Committee meeting was held on February 12, 2025. The Annual Police Department report was presented to the Board. Also, a presentation was given regarding a new drone program that will begin in the spring for the Police department and the Board agreed to move forward with the purchase and training of Officers on how to use the drone.

Action, Resolution: A. RESOLUTION NO. 25-1590 - A Resolution Approving and Authorizing the Execution of a Resolution for Maintenance Under the Illinois Highway Code with IDOT

> Following the reading by Clerk Simeur, Public Works Superintendent Terry Memenga stated this Resolution is to use REBUILD funds to complete some road repairs on Guilford Drive in the Briarcliff subdivision. This will be in addition to roads designated for repairs in our MFT program.

> Trustee King gave an update from Public Works:
> New truck #1 brine tank installation is complete.
> New truck #2 is still in production and will hopefully be delivered soon.
> Snow operations have gone well this year. Activity has remained busier than in the past few years, and the team has responded well and our ability to clear the roads and cul-de-sacs has increased dramatically. To date, we have responded to 21 separate snow and ice events. Hours have been spread uniformly between straight and overtime shifts.
> Salt usage is at 1,627 tons, 880 man hours, 8,510 miles driven and event cost is just under $193,000.

Information: A. Mayor Updates
> Mayor Schore announced the Bourbonnais Police are kicking off their 2025 Special Olympics Illinois fundraising efforts with the Law Enforcement Torch Run Polar Plunge. On Sunday, March 2 Officers will be participating in a special plunge down "The Hill" at The Grove starting at noon. In-person donations can be made at the Police station or online to the "Brrrbonnais Police Team" on the Village's website. All donations support Special Olympics Illinois athletes.
> Mayor Schore addressed recent phone calls at the Village regarding social media rumors that illegal aliens and undocumented workers will reside in the Village, which is not true. The Village did approve an Ordinance that established regulations of unscheduled intercity buses and the discharge of bus passengers within the Village.
