Village of Bourbonnais Board of Trustees met March 17.

Meeting called to order at 5:30 PM by Village President Paul Schore

1. CALL TO ORDER

Procedural: A. Pledge of Allegiance led by 4th grade student Kamden Olney from St. Paul's Lutheran School.

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn and Administrator Michael Van Mill.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from March 3, 2025

Motion by Trustee Rick Fischer, second by Trustee Randy King to approve the Regular Board Meeting Minutes from March 3, 2025, as presented.

Final Resolution: Motion Carried

6. FINANCE COMMITTEE - Trustee Rick Fischer, Chair

Action, Accounts Payable: A. Finance Committee - Consideration of the March 17, 2025 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list, as presented.

Final Resolution: Motion Carried

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Resolution: A. RESOLUTION NO. 25-1594 - A Resolution Authorizing the Acceptance and Approval of a Contract between the Village of Bourbonnais and the International Union of Operating Engineers, Local 399 for the Period May 1, 2024 through April 30, 2028

Motion by Trustee Angie Serafini, second by Trustee Jack Littrell to read Resolution 25-1594 by title only. Motion Carried

Aye: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini

> Attorney Patrick Dunn explained this is the Resolution approving the renewal of the contract between the Village of Bourbonnais and the Operating Engineers who work for the Public Works and Building Departments. This 4-year contract covers language changes as well as raise increase amounts.

Motion by Trustee Angie Serafini, second by Trustee Jack Littrell to adopt Resolution 25-1594. Final Resolution: Motion Carried

Information: B. Administration Committee

> Trustee Serafini thanked everyone who attended and volunteered at the annual St. Patrick's Day Senior Dinner hosted by the Village of Bourbonnais, Village of Bradley, Bourbonnais Township Park District, and the Bourbonnais Township.

> Trustee Serafini gave a reminder regarding the annual free Easter Egg Hunt on Saturday, April 12, 2025, at the Perry Farm trails, hosted by the Village of Bourbonnais, Village of Bradley, and Bourbonnais Township Park District. The egg hunt begins at 10:00 AM for children 10 and younger. Please visit the Village's website for more information regarding the starting points at the park.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair Action, Ordinance: A. ORDINANCE NO. 25-2479 - An Ordinance Approving and Causing Publication of the Official Zoning Map of the Village of Bourbonnais, Illinois (FIRST READING)

> Following the first reading by Clerk Simeur, Community Development Technician Mrs. Goodrich explained the changes to the Zoning Map from last year which included one annexation due to the Manteno Boundary Agreement, and one re-zoning case.

> Administrator Van Mill stated statutorily every year by May 1 we have to adopt a new Official Zoning Map for the Village of Bourbonnais.

Action, Ordinance: B. ORDINANCE NO. 25-2480 - An Ordinance Granting a Special Use Permit at 539 Main Street NW for the Allowance of Tobacco, Electronic Cigarette and Other Smoking Supplies to AAA Enterprise LLC doing Business as Razz Cigar (FIRST READING)

> Following the first reading by Clerk Simeur, Mrs. Goodrich explained the Committee met with the applicant who presented his Special Use request which would allow a premium cigar business to open at 539 Main Street NW (on Board Docs).

Motion by Trustee Jeff Keast, second by Trustee Randy King to suspend the rules and have a second reading on Ordinance 25-2480 tonight.

Motion Carried

Motion by Trustee Jeff Keast, second by Trustee Jack Littrell to read Ordinance 25-2480 by title only. Motion Carried

Motion by Trustee Jeff Keast, second by Trustee Jack Littrell to adopt Ordinance 25-2480. Final Resolution: Motion Carried

> Attorney Dunn explained it is a Special Use Permit, and language was added prohibiting the sale of synthetic substances and natural substances that would mimic cannabis.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Interim Chief Anderson stated he and Detective Franc went to the Macon County Law Enforcement Training Center in Decatur to visit our two recruits, who have started week 11 of the Police Academy. Their expected graduation is April 25, and the Commander stated both of our recruits are at the top of the class.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King gave an update from Superintendent Memenga on Public Works spring projects (on Board Docs):

> Hayes Park Pickleball update - anticipating a July 1 opening.

> Cobblestone Park update - install cushion surface in the next month, and then the playground installation will occur.

> Municipal Center - moving flagpoles in front of the Police station, and landscape re-design near the Board room.

> Stratford Drive Safety plans to install two flashing "Slow" signs, and removable speed humps, and will be painting "No Parking" spaces in front of the park.

> Safety Town is getting updates with paint, carpeting, and technology.

> Brush Collection begins on March 26 for Area One, and Republic Services begins yard waste collection on April 1.

> Village is accepting bids for the demolition of the residential property on Oak Street which was donated by the Johnston family near the Riverfront Park. Bid opening is scheduled for April 10, 2025.

> Spring clean-up and prepping of the park at The Grove has begun, and restrooms will be opening up in April.

Information: A. Mayor Updates

> We are beginning our search for the open Chief of Police position. More information will be available on the Village website, as well as the Blueline.com web page which is used by the Police.

> We will be hiring for Seasonal Positions - Park Rangers to work at The Grove, Public Works Seasonal Workers, and Special Events Marketing Interns, more information coming soon on our website.

> Again, brush pick up starts Wednesday, March 26 by Public Works, and Republic Services begins April 1.

> Clerk Simeur expressed to the Board he has been having conversations with residents regarding our newest park The Grove, and despite social media posts, the feedback he has received has been very positive and congratulated the Board and all of those who helped create and build The Grove for our community that will live on for years.
