Presentation of colors by Troop 324
Procedural: A. Pledge of Allegiance led by Mayor Schore's grandchildren London Schore and Lincoln Schore from St. Paul's Lutheran School.
> Commander Jason Sztuba presented a plaque to Mayor Schore from Troop 324 thanking him for decades of support and involvement with the Scout program, service to the community, and for pointing Troop 324 in the right direction.

Action, Proclamation: A. PROCLAMATION NO. 25-376 - Honoring Village President Paul Schore for his Dedication to the Village of Bourbonnais for 28 Years of Service
> Administrator Van Mill stated we wanted to start the meeting off by recognizing Mayor Schore's many accomplishments, dedication to the community, and the legacy that continues to be built. Thank you for all the years you have devoted to Bourbonnais, and your family for the sacrifices you've made for the past 28 years.

> Ms. Cyr and the Department Heads presented to Mayor Schore a framed Fleur de Les logo seal made out of photos of him at events during his year in office. Also presented was a street sign. designating the street he lives on as "Honorary Paul Schore Avenue" given in recognition of Mayor Schore's 28 years of service to the Village of Bourbonnais.
> Mayor Schore expressed gratitude to the past and current Board and staff for their dedication and hard work as well to the Village.

5. BIDS AND QUOTES
Action, Bids: A. Riverfront Property Demolition Bid Results
> Public Works Superintendent Terry Memenga explained we solicited bids for the demolition of the donated riverfront property on Oak Street from the Johnston family. Mr. Memenga stated we received 4 qualified bids from local contractors and recommends the lowest bid for the demolition of several buildings on the property from Paving Pro's LLC in the amount of $24,490, which came in under budget.
Motion by Trustee Jeff Keast, second by Trustee Jack Littrell to approve the low bid as presented for the Oak Street Demolition to Paving Pro's LLC in the amount of $24,490.

> Mayor Schore expressed his gratitude to the Johnston family for the very generous donation of 6 acres with 600 feet of riverfront property that will be improved and kept in the Village as a natural site.

> Following the reading by Deputy Clerk Beach, Attorney Dunn explained on a semi-annual basis, the Village reviews previous closed session minutes as required by the statutes. In this case we found several minutes that can be released which are attached to the Resolution. One list provides the dates of the meetings that will be released, and the second list provides a list of minutes that will remain closed at this time.

Trustee Serafini gave an update on events coming to the Village:
> Weed Warriors - in honor of Earth Day, the Village has rolled out a new volunteer-based community program from resident feedback wanting to be more involved with taking care of The Grove. Volunteers will assist by picking up litter, leaves, and pulling weeds while enjoying our beautiful park. More information is available at the Village's website.
> Soiree de Bourbonnais - tickets are on sale for the Sesquicentennial (150 years) Gala celebration on Saturday, May 17 at The Grove at Goselin Park. Savor French cuisine, fine wine, live music and dancing the night away with Bourbonnais. Visit the Village's website to purchase your tickets for this once-in-a-lifetime event. Look for more details to come as we celebrate our Sesquicentennial all year.
> ONU at The Grove - Join Olivet University at The Grove this Thursday, April 24 from 5:00- 7:00 PM. Enjoy an evening of food, fun and music from Olivet's Steel Drum Band and Wind Ensemble while reconnecting with ONU Alumni and your community. A $5.00 ticket includes dessert and an entry into exclusive giveaways. Food trucks will be available and please bring lawn chairs and blankets.
> Gold Star Ceremony - The public is invited to attend a dedication ceremony for the McCullough Gold Star Eagle project this Saturday, April 26 at Marcotte Park in Bourbonnais. Join us as Eagle Scout Alexis McCullough unveils her Gold Star Family Memorial Monument starting at 10:00 AM.
> Trustee Serafini read an appreciation letter to Mayor Schore on convincing her to run for Trustee 9 years ago. It has been a great way to give back to the Village that she loves and has raised her family in, it has been a lot of fun. She thanked him for giving his heart and soul to the Village of Bourbonnais and wished him the best for the future.
8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair Action, Ordinance: A. ORDINANCE NO. 25-2483 - An Ordinance Authorizing the Execution of an Annexation Agreement by the Village of Bourbonnais, Illinois for Property Owned by Bowtie Properties LLC at 390 N Convent Street, Bourbonnais, IL (SECOND READING)

> Following the second reading by Deputy Clerk Beach, Attorney Dunn explained this Ordinance will approve the Annexation agreement for a property at 390 N Convent Street. A Public Hearing was held just prior to this meeting. The property is located at the corner of Wilburn Court and Convent Street (Route 45) just south of the Speedway Gas station. If approved the property will be granted B-1 (Business) Zoning. The next two Ordinances deal with the same property carrying out the annexation.

Action, Ordinance: D. ORDINANCE NO. 25-2487 - An Ordinance Amending Chapter 36 Section 36-10-6 Zoning District Use Table of the Municipal Code Regarding Planned Unit Developments in the M-1 and M-2 Districts (FIRST READING)
> Following the first reading by Deputy Clerk Beach, Attorney Dunn explained the current Zoning District Use Table does not allow planned unit developments in the M-1 and M-2 districts. This will amend that and allow them to become special uses in both of these districts. There was a Public Hearing before the Planning & Zoning Committee meeting and they recommended this amendment be made, and the CED Committee concurred with their decision to move forward as well.

> Trustee Keast thanked Mayor Schore for his dedication of service to the community, and said he appreciated being able to serve and learn from him through all these years, and will look to him for guidance, counsel, and advice in the future.

> Trustee Greenlee stated a Police Committee meeting will be called later in the meeting.
> Trustee Greenlee stated he is the only Trustee who was there before Mayor Schore and thanked him for all his service stepping into the role of Mayor where they have led the Village together for 17 years.
10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair
Action, Resolution: A. RESOLUTION NO. 25-1595 - A Resolution Approving and Authorizing the Execution of a Supplemental Resolution for Improvement for Guildford Drive Rebuild Project Under the Illinois Highway Code with the Illinois Department of Transportation

> Trustee King read a letter to Mayor Schore, who he has known his entire life, as a friend and thanked him for his commitment as the Mayor. He expressed what an honor serving with him for the past 10 years has been. The Mayor's service of 28 years has come with sacrifice and compassion in Public Service. Over the years Mayor Schore demonstrated true leadership in spearheading community projects and navigating complex issues. He engaged with those around him, welcomed open dialogue, valued different perspectives, and wasn't afraid of tough conversations. Through their leadership they've seen meaningful progress, improvements and infrastructure, enhancements to community spaces and strong partnerships that will benefit future generations.

> Trustee Littrell thanked Mayor Schore for his 28 years of service and appreciated the 10 years of lessons he received on how to be a Village Trustee. Thanked the Schore family for sharing Mayor all of these years and mostly for his gift of friendship over all the years.

Information: A. Village Attorney
> Attorney Dunn thanked Mayor Schore for allowing him to be the Village Attorney for the past 20 years and for being honest, open and fair, which made it easy for him to be an attorney. He, and his family, will always remember all that he's done for them.
> Mayor Schore also thanked the Dunn family publicly for all their time, effort and financial donations to the Village over the years. Pat is a true person who gives back to his community. Due to his donations and those of the Friendship Festival Committee, our Police Officers were the first department in the county to have body cameras for all its officers. The Village was able to keep their Police Officers safe before anyone else did, along with other donations as well.
15. VILLAGE PRESIDENT'S REPORT - Paul Schore
Information: A. Mayor Updates
> Mayor Schore shared his comments on his service with the Village and how fast 28 years went by and feels they have accomplished a lot. Thanked the Board members over the years along with the staff, he has no regrets and no qualms, everything was done for the publics best interest, and for the future of the Village. Thanked his family for their understanding of his position for all of these years. He looks forward to celebrating the Sesquicentennial this year thanks to those who came here from Canada to find a better life here in Bourbonnais.
> Thanked Senator Patrick Joyce, Representative Jackie Haas, and former Representative Lisa Dugan for being in attendance this evening.

17. OLD BUSINESS
Information: A. Old Business
> Trustee Fisher stated he was approached by Mayor Schore 17 years ago, to fill in the Trustee position when Paul Schore became Mayor. With Mayor's help and from others, he was able to fill in as a Trustee and thanked Mayor Schore for giving him this opportunity. Trustee Fischer expressed it has been an honor and a privilege to serve under Mayor Shore's leadership to help make Bourbonnais a better place to live every year.
18. PUBLIC COMMENTS
Procedural: A. Public Comments
> Ms. Cyr read a statement regarding her 24 years knowing Mayor Schore, in which she thanked him for his support, being her cheerleader and guidance over the years. Riverfront Park was developed through a grant he made her write to IDNR that was written and approved in full and as a result the Mayor included her name on that plaque. Then Mayor brought her into the Village 17 years ago. Bourbonnais Log School was completed (11 years later) due to both of their hard work and commitment to that project that was a gift to the community that will always be there for students and others to enjoy. The development of The Grove, Mayor told her to make it happen in 82 weeks. Thanked Mayor for being himself, for always saying what's on his mind, and for being one of her favorite people. It's been an honor and privilege.
> Mr. Seaton stated in 2008 when Paul Schore became Mayor, he filled the role of Scout Master, and continued that program for years, with the help, leadership and guidance from him in that organization. He thanked the Mayor for allowing the Scout program to be involved at the Village as much as they have over the decades. Also, getting the Chicago Bears training camp here to ONU was something, considering Mr. Seaton was a Packer fan! He thanked the Mayor for the lives he helped influence with the Eagle Scout program over the years.
> Mr. Argyelan spoke on being talked into joining the Planning Commission as Chairman by Mayor Schore and now it's been 26 years and thanked him for giving him this fulfilling opportunity after Ed Hayes was there for 50 years.
> Mrs. Dugan stated she has worked with Mayor Schore for so long and has always admired him for his commitment and honesty leading the Village and enhancing the entire County of Kankakee.
> Matt Schore, the Mayor's son, spoke on behalf of his family, thanked the community for respecting his father and for supporting him in his leadership over all the years, and thanked his father for being a great role model to others with doing things with integrity and class.
> Mary Schore, the Mayor's wife, stated how proud she is of her husband Paul's leadership and service to the community. She shared how much he loves this Village and it's obvious by everything he's done at the Village of Bourbonnais during his time here.
