Meeting called to order at 5:25 PM by Trustee Angie Serafini
1. Meeting Opening
Action, Procedural: A. Roll Call - Trustee Angie Serafini
Members Present: Mayor Jeff Keast, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Angie Serafini, and Trustee Craig Toepfer. Also in attendance: Administrator Michael Van Mill, Attorney Patrick Dunn, Clerk Chad Meents, Finance Director Tara Latz, Assistant Finance Director Holly St. Germaine, Marketing Director Lindy Casey, Public Works Superintendent Terry Memenga, Commander Jason Sztuba, Chief of Police David Morefield, and Executive Administrative Assistant Jessica Spry. Absent: Trustee Jack Littrell.
2. Review and Approve Committee Minutes
Action, Minutes: A. Administration Committee Minutes from June 24, 2025
Motion by Trustee Rick Fischer, second by Trustee Craig Toepfer to approve the Administration Committee minutes from June 24, 2025 as presented.
Final Resolution: Motion Carried

3. Other Business
Discussion: A. Coroner's Report
>Coroner Gressner gave a presentation on Delta and Kratom paraphernalia (on Board Docs).
>Jim Schreiner from Pledge of Life, informed the Board about the new dangerous drugs. Delta 8 and Delta 9 are a synthetic cannabis that is highly concentrated and sold over the counter and at local Vape shops. Kratom comes from a tree in Malaysia which effects brain like Opioids. Currently there are no government regulations. Kids have access to these drugs in local schools. Overdoses last year were 36 deaths, and this year it's down to 15 deaths due to local regulations.
>Recently the City of Kankakee passed an Ordinance banning these products from Vape shops. Fines could be put in place by the Village in the Ordinance.
>Trustee King wants to add information to the Village website.
>Questions were answered by Coroner Gressner and Jim Schreiner.
4. New Business
Discussion: A. Communication Department Presentation
>Marketing Director Lindy Casey gave a presentation of the growth of The Grove (on Board Docs).
>The Department is suggesting a new position, specializing in Event Coordinating. Mrs. Casey also discussed changing the department from Marketing & Community Engagement Department to Communications Department. The Grove's biggest need is to generate revenue. With The Grove hosting 78 events in 2025, the department doesn't have the capacity to take on that challenge currently.

Discussion: B. Committee Meeting Trustee Assignments – Add The Grove & Remove Utility
>Questions and concerns were address by Administrator Michael Van Mill.
Discussion: C. Code Amendment-Vendors and Solicitors
>Commander Sztuba suggested making an amendment for our Vendors and Solicitors. The proposed change to soliciting hours would be from 11 AM to 8 PM or sundown, whichever occurs first.
>Discussion was had with the Trustees, and the Board agreed to move forward with legislation to make the proposed change.
