i. 2025 Wicked West Fest Halloween Events

Board to consider an ordinance approving the following requests from the Westmont Chamber of Commerce for the 2025 Wicked West Events to be held on October 18, 2025:

3. Street Closure requests from 7:30am - 2:30 p.m.

a. Cass Avenue between Burlington and Chicago / Naperville Road

4. Waive restrictions in Chapters 38 and 70 of the Code of Ordinances in order to allow scarecrows to be secured to public utility light poles during the month of October. Background of Subject Matter

This is an annual event that has grown considerably in recent years. This event will feature family-friendly trick-or-treating, costume contests for all ages, Manning Monster Dash, Caskets on Cass Races, and a pumpkin-smashing contest.

a. Lot Coverage Variance Request for a Patio - 500 Revere Avenue Board to consider an ordinance approving a request from Ajradin and Ikmet Rizmani, for the property at 500 Revere Avenue, Westmont, Illinois, 60559, for a Zoning Ordinance Variance to the maximum lot coverage in the R-3 Single-Family Detached Residence District.

Background of Subject Matter

The subject property is ordinarily eligible for administrative approval since the Oakwood subdivision is not located within a building moratorium, known drainage problem, or identifiable sub-basin area. Therefore, the property is allowed to have a lot of coverage up to 40% approved administratively, instead of being limited to the R-3 district’s 35% maximum. However, the proposed expansion pushes the lot coverage above 40%, which can only be approved through a variance.

Additional Background

Should the variance be approved, the Village's engineering consultant advises that, at a minimum, 50 square feet of the patio be constructed with permeable pavers, as this would be less likely to exacerbate drainage issues. The provided plans do not include permeable pavers.

Recommendation

At its meeting on August 13, 2025, the Planning & Zoning Commission recommended approval of the variance request (4-2, 1 absent) with no conditions. There was a debate among the commission regarding the uniqueness of the lot and the alleged hardship. Requiring part or all of the patio to be made of permeable materials was brought up, but not placed as a condition of approval.
