County to borrow $500,000 from highway fund to stay afloat

The Kankakee County Finance Committee voted 8 to 2 at its Oct. 27 meeting to borrow $500,000 from the county highway fund in order to keep overall operations running smoothly through the end of the year.

The move was made in part to stem the hole in the county's coffers left by a freeze on $455,000 to $600,000 in state funds owed to the county; the money had been tied up in the state's budget stalemate.

Commissioners George Washington Jr., Jim Stauffenberg, Jim Vickery, Rick Einfeldt, Janis Peters, Samuel Payton and Mike LeGesse voted yes. Commissioners Jane Johnson and Larry Enz voted against borrowing.

The committee also discussed the county's transition in payroll services. County officials said the county would be fully transitioned from Benetrac to Paylocity by Jan. 1.

The county agreed to pursue a part-time replacement to handle some of the duties of administrative staffer Annie Syrstad who will retire in the spring. Syrstad handles a variety of administrative tasks, including payroll processing, typing up meeting minutes and agendas and addressing Freedom of Information Act requests. Syrstad's payroll duties will be filled by current Executive Coordinator Joanne Langlois until a replacement is found.

Commissioners James Skutt, Steve Liehr and Bob Reid were absent.
