Manteno Committee of the Whole accepts landscape proposals

The village of Manteno Committee of the Whole met Aug. 1 to accept landscape proposals.

Landscaping bids have come in for the second street landscape project. Trustee Sam Martin had met with

Jim Hanley to go over bids and project details. The instructions were to hide the apartment building but

not bring the landscape out too far. There was discussion on the projects. Groundskeeper was eliminated

because they brought the landscaping out too far. Dutch required a lot of upkeep and maintenance. Scenic

was local ( from town) had trellices. Art’s Landscaping had the lowest bid and the design will screen

the most along with being the most generic to match anything else the Village does on the 2nd street project.

After discussion consensus was to recommend Art’s Landscaping for a cost not to exceed

$20,677.75.

The meeting was called to order by the President, and upon the roll call being called, President Timothy

O. Nugent, led those present in the Pledge of Allegiance.

Motion by Crockett, seconded by Dole, to waive the reading of the minutes and approve the Regular

Meeting minutes from July 18, 2016. Motion approved. Trustees Dole, Crockett, Phillips, and Martin

voted aye. Trustee Gesky was absent. Trustee Boyce abstained.

Reports of Village Officials:

Village President’s Report: Tim Nugent

• Ordinance 16-07, An Ordinance amending Title 3, Business Regulations, Chapter 9, Liquor,

by changing Section 3-9-14, Limitation, of the Municipal Code for the Village of Manteno.

This is to create two new liquor licenses for two new restaurants, Manteno Gardens, and Dos

Amigos. (B-#1)

• Ordinance 16-08, An Ordinance authorizing the Sale of Personal Property (Surplus Municipal

Equipment). This is for a pick up truck trade in for a new truck. (B-#3)

• Consideration re: Trustee Martin read due to a conflict of interest. A motion to waive competitive

bidding requirements and authorize the purchase of 2016 Ford F150 Pickup from

Manteno Ford, for a cost not to exceed $21,487.00 ( price includes trade in). This follows the

state bid guideline. (C-#1)

Parks and Recreation- Martin

? Consideration re: A motion to accept the proposal for the Second Street Landscape Project

from Art’s Landscaping for a cost not to exceed $20,677.75. There were four bids that

came in and this was the lowest price that also offered a narrow bed to screen the apartment

building which is what the Board was looking for. (C-#2)

? The Good Dinosaur will be at Movies in the Park August 5. Bears Camp at ONU is

through August 9. The third and final Music in Manteno will be August 19. Farmers Market

is on Thursdays from 4-7.

? The next Parks and Recreation meeting will be August 17 at 7 pm.

• Public Safety and Health- Dole

• The next Public Safety meeting will be August 24 at 7 am.

• You should be able to hear the tornado sirens if you are outside. St Joe’s Catholic Church

and the Nazarene Church are open for shelter during a tornado. This is for residents, not

pets.

• Trustee Dole read an email from Officer Aaron Tobek as he reported it to Lt Whalen. Officer

Tobek helped a stranded motorist and they were extremely appreciative along with

other bystanders who were watching and complimented him as well.

• Village Summer newsletters are out at the banks.

• Sr Safety Program will be August 16 from 9-11.

Planning and Zoning- Crockett

• The next Planning and Zoning Committee meeting is August 18 at 7 am.

• The next Planning and Zoning Commission meeting is scheduled for August 9 at 6pm.

Finance-Gesky

• Resolution 16-14, A Resolution certifying Certain Redevelopment Project Costs incurred

by Millco-Manteno, LLC, in furtherance of a Redevelopment Project within the Manteno

Central Business District TIF No. 1. (B-#2)

• Payment of the bills in the amount of $47,685.45(TIF #1 Bills of $0, TIF #2 Bills of

$253.50, and TIF #3 Bills of $22,404.72) (D-#1)

• The next Finance meeting will be August 11 at 7 am.

2. Consideration re: A motion to accept the proposal for the Second Street Landscape Project

from Art’s Landscaping for a cost not to exceed $20,677.75.

1. Consideration re: Motion to approve payment of the bills in the amount of

$47,685.45(TIF #1 Bills of $0, TIF #2 Bills of $53.50, TIF #3 Bills of $22,404.72)

Trustee Boyce asked of C-#1 could be pulled from consent agenda and voted on separately.

Motion by Martin , seconded by Dole to approve a single role call vote on the question of passage of

agenda items minus C-#1. Motion approved 5-0. Trustee Gesky was absent.

Motion by Dole, seconded by Phillips, to approve by an omnibus vote those ordinances, resolutions, motions

and orders contained on the consent agenda minus C-#1. Motion approved 5-0. Trustee Gesky was

absent.

Motion by Dole, seconded by Crockett to approve C-#1, A motion to waive the competitive bidding requirements

and authorize the purchase of 2016 Ford F150Pick up from Manteno Ford, for a cost not to

exceed $21487.00 ( price includes trade in). Motion approved. Trustees Dole, Martin, Crockett and Phillips

voted aye. Trustee Boyce abstained. Trustee Gesky was absent.

Motion by Boyce, seconded by Martin to approve two new liquor licenses to Manteno Gardens and Dos

Amigos. Motion approved 5-0. Trustee Gesky was absent.

President Nugent: Read a card from a resident thanking the Village and Public Works department for

doing such a good job on Wright Park. Appreciate all their hard work.

Motion by Boyce, seconded by Dole to adjourn the meeting at 7:25 pm. Motion approved 5-0. Trustee

Gesky was absent.
